Gentlemen, you have in your hands the final Re- port which the Standing Committee submits to the Conference at this General Session. As you may see, in the opening paragraphs of the Report, a few but ‘most heartedly words are dedicated to remember the names of Dr. Allan and Dr. Gawn, both British De- legates, sad losses which our International Orgeni- zation has suffered, as well as the losses of Prof. Lindblad and Prof. Hogner, distinguished Members belonging to the Swedish Delegation at the previous Conferences. We submit to your approvement the suggestion that these opening paragraphs of the Report be transcribed and transmitted with a letter of aym- pathy to the two daughters of Dr, Allan and to the widow of Dr. Gawn, as well as to the familiars of Prof. Lindblad and Prof. Hogner. We would also suggest to send a telegram with cordial greetings to Prof. Kempf. As you all pro- bably know, Prof. Kempf organized a Conference in Hamburg in 1932, which may be considered as the first one, or at least as the immediate antecedent of our following International Conferences. I belleve it 4s this Conference in Madrid the first one which is not attended by Prof. Kempf, senior worker in our epectalized field. Finally we have to answer the friendly telegram that we have received from Dr. Eng. Jan De Meo, pioneer in Tank coordination, which I read at the Opening Session. jazarredo. Im passing now to examine the various parts of the final Report: Sections I and IT are, as you can see, informatlo- nal sections in which only a few additions as e conse- quence of later occurrences, are found in respect of the preliminary Report which was distributed to you in advance of the Conference. Among these additions there are two invitations for the holding of the 1963 Conference: one is a letter from General Pugliese to hold the Conference in Rome; the other is an invita- tion transmitted by Dr. Hughes to hold the Confe- rrenco in London, These invitations are mentioned in the Report simply as information, since referring to the Conference after next, they obviously are a matter concerning the new Standing Committee. Scetion III contains the recommendations which the Standing Committee submits to the Conference ‘a5 a matter of discussion at this General Session. Finally, Section IV includes the list of the per- sons who were appointed for the Committees at the open Sessions on Thureday 19th and Friday 20th last, Possibly, some Delegates may well have other questions than those quoted in the Report, for sug- seating to the Conference. These will be later con- sidered in a following free discussion. ‘Then, the Secretary Mr. W. P. Walker, at the in- vitation of the Chairman, introduced the "Notes for Guidance” which are mentioned in the Standing Com- mittee Report. Standing Committee Report In opening this Report, the Standing Committee must first dedicate itself to the acknowledgement of the wad loss of two of the most outstanding and active Members of our International Organization. Dr. Allan, Superintendent Ship Division at the Na- tional Physical Laboratory, Teddington, died on the Sth of June last; he had been the British represen- tative on the Standing Committee and Chairman of the Committee on Subjects 1-5. Dr. Gawn, Superin- tendent of the Admiralty Experiment Works, at ‘Haslar, whose death occurred on the 10th of last July, had been Chairman of our Committee on Sub- Jett 3. The death of these two fine scientific wor- kkers, following so quickly one upon the other, re- 333, GENERAL SESSION, presents a great loss for the Conference. The absence of their collaboration has already been deeply felt and undoubtedly will continue to be missed in the coming years. With equally worrow, we have also to report the ansing of two renowned personalities who in pre- vious Conferences had formed part of the Swedish Delegation: Prof. Lindblad, of Chalmers University, and Prof, Hogner, of Stockholm University, the death of the former having taken place on the 18th of February 1956, and the latter having died on the Ist of Jast August. ‘The Standing Committee desires to present a testimonial of its profound regret to the British and ‘Swedish Delegations on the loss of such distinguis hed colleagues and such very good friends of all of us. 1.—PERSONNEL CHANGES Standing Committee. (2) In sccordance with decisions 1. and 4. agreed ‘upon by the General Session at the last Conference, Capt. ML. L. Acevedo took over the Chairmanship of the Standing Committee (St. C.), from Dr. H. Nord- stréim, as soon as the proceedings of the 7th Confe- rence were finished in Copenhaguen, in 1954. Dr. H. F, Nordatrém then returned to serve again as the representative of Scandinavia in the St, C., no other change being made at that time in ts Membership, the other Members being Dr. J. F. Allan, Ing. Gé- néral E, G. Barrillon, Dr. K. S. M. Davidson and Prof. G. Kempf. (2) As mentioned above, Dr. J. F. Allan, British representative on the St. C., died on the 8th of June, 1957. In accordance with the expressed wish of the British area, the St. C. has nominated Dr. Hughes ‘ag successor to the Inte Dr. J. F. Allan, until the Conference, (8) Prof, G. Kempf, representative on the St. C. of a group of continental countries, resigned from the St. C. on the 13th of August, 1957, On account of the very late date of Prof. Kempf's resignation, no appointment was made by the St. C. to fill the vacaney, this action being postponed until the Conference. (4) Dr. K. 8. M. Dadvison and Dr. H. F, Nord- trim, respectively reprosenting the American and Scandinavian areas, have also expressed their desire to be replaced on the St. C. (6) Ing. Général E. G, Barrillon, representative on the St. C. of Franco and Belgium, resigned from the St. C. on the 18th of September, 1987. ‘Committee on Subjects 1-5. (6) The variations which have occurred in this Committee in respect to the appointments agreed 334 STANDING COMMITTEE REPORT upon by the 7th Conference (Allan (Chairman), Rdstrand, Hadler, Prohaska, Telfer), have been the following: Vacancies: Chairman: Dr. J. F. Allan, by death (8th June 1987). Appointments: ‘Member: Mr. A, Silverieat. On account of the late date of Dr. Allan's death, and that at that time the work of the Chairman was already over, no appointment was made by the St. C. to fill the vacency of Chairman, this having been postponed until the Conference. Because of his close collaboration with the late Dr. Allan, Mr, Silverleaf was nominated by the St. C. to act as Reporter at the Confe- rence. Committee on Subjects 2-4, (1D The variations in this Committee in respect to the appointments agreed upon by the 7th Confe- renee (Todd (Chairman), Davidson, Hughes, Kempf, Lunde), have been the following: Vacancies: Member: Prof. G. Kempf, by resignation 3th August 1957). Appointments: ‘Owing to the very late date of Prof. Kempf's resignation, no appointment was made by the St. C. to fill the vacancy, this having been post- poned until the Conference. ‘Committee on Subject 8, (8) In respect to the appointments agreed upon by the 7th Conference (Gawn (Chairman), Burrill, vy, Lammeren, Lerbs, Mazarredo, Pehrason) the fol- Towing variations have occurred: Vacanci Chairman: Dr. R. W. L. Gawn, by death ‘0th July 1957). Appointments: Member: Mr. A. ‘T. Tachmindji. GENERAL SESSION, Dr, Todd suggested Mr. Tachmindji's nomi- nation at the time that Dr. Lerbs left the ‘Taylor Model Basin. This was agreed to by the Chairman of the Committee and transmitted ‘by him to the St. C., which made the appoint ment of Mr, Tachmindji until the Conference. ‘On account of the late date of Dr. Gawn's death, and that at that time the work of the Chairman was practically over, no appoint- ment was made by the St, C. to fill the vacancy of Chairmen, this having been postponed until the Conference. ‘No appointment of a new Member was made to fill the vacancy created by Dr. Gawn’ death, becanse the Membership of this Commit- tee, even after that, was still greater (6) than the number generally required (5) for each ‘Technical Committee. Dr, Gawn, in view of his illness, had consid- ered himself unable to attend the 8th Conte- rence and suggested Dr. v. Lammeren as Re- porter. In accordance with this suggestion, Dr. v. Lammeren was nominated by the St. C. to act as Reporter at the Conference. Committee on Subject 6. (®) The variations occurring in thls Committee, in respect to the appointments agreed upon by the 7th Conference (Walker (Chairman), Brard, Hancock, v. Manen, Weinblum), have been the following: Vacancies: Chairman: Mr. W. P. Walker, by reslgna- tion (9th October 1958). Mr, Walker continued as a Member of the Committee. Member: Mr. C. H. Hancock, by resignation (6th January 1957). Appointments: Chairman; Dr. J. D. v. Manen, ‘Member: Dr, M. St. Denis. oth appointments have been made by the St. C. until the Conference. Reporter on Subject 8. (10) It was decided by the St. C. at its meeting in San Sebestifn last year, to add this new Subject to the programme of the 8th Conference, and that Mr. E, V. Lewis should be invited to act as Re- porter, STANDING COMMITTEE REPORT IL—-ORGANIZATIONAL ACTIVITIES (11) In accordance with decision 7. of the last Conference, Dr. H. F, Nordstrém acted as Conference representative at the unveiling of the Memorial to William Froude at Torquay in September 1954. (12) From the Srd to the Sth of September 1956, the St. C. held a meeting in San Sebastian (Spain). Although the main object of this meeting was to discuss the general lines of the Madrid Conference, many other important questions were then exa- mined, (13) Based on a draft, which hed been prepared by the late Drs, Gawn and Allan, the “Notes for Guidance” were agreed upon in the San Sebastién ing. One copy of the “Notes for Guidance” was distributed last June among all the Delegates. Referring to these “Notes for Guidance”, the fol- lowing statement was made by the St. C. in the Mi- nutes of the San Sebastiin meeting “Thanks to the very definite aim it has in view, the Conference has boon working satis- factorily since 1933 without a formal Consti- tution. It is felt therefore that no formal Cons- titution is now necessary. However, from tine to time, the Conference has lald down © few guiding’ principles. ‘The attached draft 1s a compilation of these principles with several additions for consideration, and is entitled “No- tes for Guidance”. 4) In accordance with Decision 8. of the Inst Conference, full attention was paid by the St. C. to limiting the size of the 8th Conference to sbout the same numbers of Delegates as the previous one. It was agreed upon at the San Sebastién meeting to invite the same countries which had been invited to the last Conference and that, regarding invitations to additional countries, only those having Towing ‘Tanks or Cavitation Laboratories would be consid- ered. ‘Each Member of the St. C. proposed the nomina- tive list of Delegates within his geographical area. ‘According to these lists, invitations were then sent out by the Chairman of the St. C. (15) As stated in point 10 above, it was decided by the St. C. at the San Sebastién meeting to devote @ segsion to the discussion of the new Subject “For- ces and Moments on Ships in a Seaway” Tt was aloo docided that Subject “Techniques of Measuring Model Resistance” be integrated with Subject 4 and he diseussed in one of the sessions devoted to Subjects 2-4. Isp. G. N. Ing. U. Pu- gliese, dated 11th September 1957, an invitation is extended to hold the 1963 Conference in Rome. ‘An invitation has also been transmitted to the St. C. at ita meeting in Madrid on the 19th of Sep- tember 1957 by Dr. Hughes on behalf of the Brittish Delegation to hold the Conference in London in 1963. ion, the St. C. de- 1960 IIL—RECOMMENDATIONS (18) ‘The St, C. presents for consideration of the Conference the “Notes for Guidance” mentioned in ‘the above point (13). A copy of these was distributed to all the Delegates last June, and a second copy is attached herewith, Some Members of the Conference wrote and suggested modifications to these “Notes for Guidance”. These modifications were considered by the St. C, in Madrid, and are presented here to- gether with some adjustments suggested by the St. C, itself, as follow: Point 1: No change. Point 2: In the first paragraph, the sentence Conference. This Committee consists of Heads (active or retired) of Towing Tank Es- tablishments and hes been chosen on a roughly territorial basis. Two Members will retire after ‘each Conference and be eligible for re-election, at the next Conference. The Committee has consisted of six Members", should be read as follows Conference. Three Members ‘will retire after each Conferenee and be eli- sible for re-election at the next Conference.” Im the second paragraph of the same point 2, the sentence “The Chairman of the Standing Committee is ‘the representative of the country arranging ‘the “next” Conference and takes over...” should be read as follows: “Phe representative of the country arranging ‘the “next” Conference becomes the Chairman of the Standing Committee and takes over...” 336 STANDING COMMITTEE REPORT Point 3: In the first paragraph, the words “.n consist of about § Members selected...” should be read “consist of about & to T Members selected...” Point 4: At the end of the first paragraph, the following sentence should be added: reasons, Members of Technical Committees will automatically be Delegates.” Point 5: No change. ‘The Standing Committee recommends that these “Notes for Guidance” together with the above sug- gested modifications be discussed by the Conference at the General Session. (19) The St. C, suggests that the general prince! ples and terms of reference adopted by decisions of the previous Conferences, be retained for the future, with, however, such additions and modifications contained in the “Notes for Guidance” as these be approved by the 8th Conference. (20) Ih accordance with point (16) of this final Report, the St. C. recommends that the 8th Confe- renee be held in Paris in 1960. IV.—-NEW COMMITTEES Standing Committee. At an open session of the Conference on Thursday the 19th of September, the following were elected to form the new Standing Committee: Ing. General R. Brard, Chairmat vedo, Prof. W. P, van Lammeren, Capt. H. B, Seunders, Dr. F. H. Todd; Mr. W. P. Walker, Honorary Secretary. Technical Committees. Tn a circular letter dated the 20th of August 1957, the St. C. Invited the 105457 Technical Committees to,suggest names for the new Technical Committees. ‘Their suggestions were considered at a meeting of the St. C. In Madrid and adjusted to avoid overlaps, ‘The Committees were formally approved at an open session of the Conference on Friday the 20th of Sep- tember, and the list of these Committees is given below (in alphabetical order) : Subjects 1-5: (Bdstrand, Gutsche, Hadler, Krivt- oy, Maillard, Newton, Telfer). Subjects 2-4 (Acevedo, Hughes, Kinoshita, Land- weber, Lap, Prohaska, Wieghardt). GENERAL SESSION, Subject 3 (Burrill, Lerba, van Manen, Mazarredo, Pehrsson, Silverleaf, Tachmindji). Subject 6 (Grim, Kato, Lewis, St. Denis, Tupper, ‘Vossers, Vornessensky). Subject 7 (Castagneto, Ferguson, Lackenby, Ma- thews, Nordstrim, Saunders, Silovic), ‘As it was agreed that each Technical Committee should elect its own Chairman, the Committees DECISIONS met and the following Chairmen were elected: Sub- Jects 1.5: Dr. Edstrand; Subjects 2-4: Prof. Proh- aska; Subject 3; Dr. Lerbs; Subject 6: Dr. St. Deni Subject 7; Capt. Decisions Firstly, the Conference unanimously approved the suggestions made by the Chairman of the St, C. in is introductory words in connection with the Joss of Dr. Allan, Dr. Gawn, Prof. Lindblad and Prof. Hogner. Also were unanimously approved those re- ferring to Prof. Kempf and Dr. Eng. Jan De Meo. ‘Then in connection with the St. C. Report, the Con- ference, after discussion, made the following deci sions: 1. The Conference approved Points 1 to 17 of the Report, 2. The Conference approved the “Notes for Gul- dance" and adjustments thereto as suggested by the ‘Standing Committee in Point 18 of the Report, with ‘the minor modification that the Technical Commit tees should consist of “about seven Members” inst- ead of “about five to seven Members", 3. In accordance with the recommendation of the Standing Committee in Point 19 of the Report, the Conference approved that the general principles and terms of reference adopted by decisions of the previous Conferences, be retained for the future, with, however, the additions and modifications con- tained in the “Notes for Guidance”, 4. With reference to Point 20 in the Standing Committee's Report, the recommendation to hold the Ninth Conference in Paris in 1960 was cordially ‘accepted by the Conference with the slight amend- ment of “in France" for “in Paris”. This amendment ‘was accepted by the French Delegation, Finally, the Conference proceeded to an open dis- cussion, after which the following additional deci- sions were agreed upon: 5. The Conference decided that Subjects 2 and 4 should be in the programme for the next Conference, and that “Techniques of Measuring Model Resist- ance” be included under these Subjects, 6. The Conference agreed that the Technical Committee appointed for Subject 6 should also deal with Subject 8. 7. Ag regarda the addition of new Subjects for the Ninth Conference, it was agreed that this ques- tion be referred to the new Standing Committee for their attention and action. 8. It was also agreed that the new Standing Committee should mect in epproximately one year's ime to arrange the technical programme for the Ninth Conference. 9. The Conference empowered the Standing Com- mittee to add, until the next Conference, up to two Members to any Technical Committee without refe- rence to the Conference, on request by the Chair- man of the Technical Committee concerned. 10, ‘The Conference also empowered the Stand- ing Committee to add to their number if they con- sidered that representation on a geographical basis made this desirable, 11. About date for the next Conference, the new Standing Committee should keep in mind: (a) the date of the Conforence of Applica Mechanics in Italy in 1960, in order to avoid interference. (b) date not too tate in the year, secording to convenience of Members of University staffs 12, About allocation of time, it was appreciated that the time originally ellocated for the various subjects had been adequate, and it was agreed that such times should be adhered to in future, 13, With reference to the suggestion of the USSR. Silovie GENERAL SESSION, ciosine Closing In closing the General Session and the Conference, the Chairman, Capt, Acevedo, expressed in the name of the outgoing Standing Committee as well as in his own behalf, his deepest appreciation to all who hy their work had contributed in one form or anot- her to the success of tho Conference, specially to the Chairmen and Members of the Technical Commit- tees, as well as to the Chairmen, Reporters and Se- eretarles of the various sessions for their arduous labors which they had carried on so tenaciously, intelligently, and efficlently. Finally, Capt, Acevedo transmitted the Chair- manship of the Conference to M. Maillard, Deputy des Carénes (Paria ), who ausumed charge of the Chalr- manship of the new Standing Committee in the absence of General Brard, the Director of the Paris Model Basin, In a few words, M. Muillard greeted the Delegates and extended to them in advance his most cordial welcome to France when the Ninth Conference will be celebrated there. 339 APPENDIX Notes For Guidance ‘As approved (decision 2) by the Eighth Conference at the General Session held in Madrid on 23rd ‘September, 1967. 1. The object of the Conference is to promote the improvement of all aspects of ship-model work and to reach agreement on basie procedures and methods of presentation of results for publication, 2. There exists a Standing Committee appointed by the Conference to provide continuity from one Conference to another and to assist the host coun- try in the organization of each Conference. This Committee has consisted of Heads (active or retired) of Towing Tank Establishments and has been cho- sen on a roughly territorial besis. ‘Tae Committee hhas consisted of six Members, Three Members will retire after ench Conference and be eligible for re- lection at the next Conference. ‘The representative of the country arranging the “next Conference becomes the Chairman of the Standing Committee and takes over from the pre- vious Chairman as soon as the Conference is finished ‘The country concerned appoints a Secretary for the Conference it is arranging. He acts as Secretary of the Standing Committee for the same period as the Chairmen, 3. Technical Committees are appointed by the Conference, one for each subject or relsted group of subjects which are under active consideration by the Conference, to review the information available, organize details of any experiments and recommend any further relevant research. These Committees consist of about 7 Members selected on a territorial ‘basis, and will be appointed by cach Conference. The Chairman of each Committee should be ® person holding ® position of primary responsibility in a ‘Towing Tank Establishment. No person will serve on ‘more than ono Technical Committe It a Member resigns from a Committee between Conferences, the Chairman of the Committee con- cerned will report accordingly to the Chairman of ‘the Standing Committee. A substitute will be ap- pointed by the Standing Committee to fill the va- cancy until the next Conference. 4, ‘The Delegutes to the Conference will attend by personal invitation of the Chairman of the Organiz~ ing Committee of the host country, on the advice of the Standing Committee. In compiling the invitation list, full regard is paid to the importance of limiting ‘the size of the Conference. In general, each Establish- ment will be represented by one Delegete, but ex: ceptions may be made for large Establishments and for other special reasons, Members of Technical Com- ‘mittees will automatically bo Delegates. Each Delegate should have given evidence, by pu- lished papers or otherwise, of his ability to promote actively the objects of the Conference, ‘The Delegates will be persons holding positions of primary responsibility in Towing Tanke or Water Tunnels, Shipbuilding Research Aspociations or De- partments of Naval Architecture of a University or College in which prominence is given to the subjects pertaining to the objects of the Conference, It has been the custom to invite a few Delegates who were not qualified es above but who had rendered servi- ces to the Conference, as well as a few visitors, 5, ‘The Conference assembles from to time in dif ferent countries. Since 1948 it has assembled at three-year intervale. For each mbject to be considered, the Chairman of the Technical Committee concerned reports to the Conference on the progress made. The report is dis- cussed by the Conference first formally and then informally. ‘To this end, this report is previously forwarded, well in advance of the dates of the Con- fereneo, to the Chairman of the Conference Organiz- ing Committee, who arranges for copies to be tran- smitted to each Delegate. The same applies to the formal contributions which any Delegete may make to the Conference. If the Chairman of the Organiz- ing Committee, in consultation with the Chairman of ‘the Technical Committee concerned, considers that any contribution is unacceptable to the objects of the Conference, he should reject it ‘The details of organization of any particular Con- ference is the responsibility of the host country. ‘A Chairman and a Secretary are to be appointed for each technical session by the Conference Orga- nizig Committee. They will, in association with the Chairman of the Technical Committee concerned, formulate decisions and recommendations arising froma the session, Tao decisions and recommenda- tions will then be considered and agreed upon at the concluding session of the Conference. ‘The Chairman of the Conference Organizing Com- mittee will arrange for the publication of the Pro- ceedings of the Conference, 34
