Where will the budget come from?

Up to what extent does this agenda cater? As stated in the agenda, one program is the no bill...... so
does this program also cater to major operations usually costing millions(ex. Organ transplant)? What if
the procedure isn't available in the country? Does the gov. Include these needs of the filipino people?

One of the issues of this agenda is the possible decreased income of healthcare providers specially
physicians. Frankly speaking, How will the government ensure that those in charge of providing care will
deliver the best of their capacity knowing that their financial compensation is one factor ensuring this in
the past?

Another controversy on this agenda is that people or should i say some professionals question why they
need to pay for the treatment of those who are sick of lifestyle-related diseases (ex. Lung cancer due to
excessive smoking) while they themselves refrain from these risks?

Instead, Is it possible to reconstruct the agenda and impose some requirements before qualifying for
this priviledge?
