20.01.2020 on the subject cited above and to state that
In context of the grievance of (HRICGI)- SUPERPAK engineering (Pvt.) Ltd the para wise reply
in line with the evaluation parameters set/framed in the bidding documents are as below: -

2. Joint venture of (HRICGI)- M/S SUPERPAK engineering (Pvt.) Ltd Ltd has been dis-
qualified on the following reasons
 Lead firm and JV partner has no specialized PEC code of EE-11 (solar)
furthermore, PEC expired (Annex-I).
 KPRA of the firm is in-active (Annex-II).
 Fail in financial capability i.e audit reports and income tax return not provided
 Fail in firm experience i.e work order & completion certificate not provided
 Joint venture firm not registered with PEC discussed in clause-5 below.

4. Ref clause 3.2 sub-clause 3.2.1 Sr# 8 of the PQD which states that “Foreign Firms shall
have to enter into joint Venture with Pakistani Firm of appropriate category (C4 &
above). All JV partners must be registered with PEC”.
5. PEC registration policy-2017, Table-C state that “Initially provisional license will be
issued for participation in the bidding with 50% of required PCPs and REs OF
SUPERVISORY LICENCE with. After award of work standard license will be issued with
completion of PCPs.
6. Valid registration with Pakistan engineering council with specialized PEC code EE-11
(Solar) is mandatory. Ref clause 3.2 sub-clause 3.2.1 Sr# 1 & 8 of the PQD.
