Public Corporation
 created by the state, either by general or
special for purposes of
o Administration of local
government; or
o Rendering service for the public
interest

Municipal Corporation
 Mere creatures of Congress
 Only has such powers as the legislative
department may have deemed fit to grant
them

National Government
 Refers to the entire machinery of the
central government
 As distinguished from the different forms of
local governments

Local government
 Refers to political subdivisions established
by or in accordance with the constitution

Agency
 Any of the various units of the government
 Including a department, bureau, office or
instrumentality or GOCC, or local
government unit

GOCC
1. Organized as a stock or non-stock
corporation
2. Vested with functions relating to public
needs whether governmental or proprietary
3. Owned by the Gov directly or indirectly
through its instrumentalities either
a. Wholly; or
b. Where applicable as in the case of
stock corporations to the extent of
at least 51% of its capital stock

Instrumentalities
1. Any agency of the National Government
2. Not integrated within the department
framework vested within
a. Special functions; or
b. Jurisdiction by law
3. Endowed with some if not all corporate
powers administering special funds
4. Enjoying operational autonomy usually
through a charter
