Figure 1 shows the drug surrenderees possible factors that motivate the drug users to

surrender to the Municipal Values Formation and Chaplaincy Office. This factors influence their

thinking and decisions. During the rehabilitation program, it is recognized that there are causes

and effects of drug use to the drug sureenderees. This causes and effects are significant to their

rehabilitation to determine the factors that should be solved. The interventions are the actions

that are taken to help the surrenderees and the effects of the interventions are the most significant

because this concluded the essential ways to help the drug user.
