Free Legal and Legislative Consultation

This is the flagship program of the Office of the Vice Governor. The core of crafting and
enacting local policies is to make these policies known and understood by the people for
them to follow and obey. The vision of this program is to raise Albayanos who are literate of
the laws and policies of the province and the state. We want all the citizens of Albay,
especially the marginalized, to know their rights and obligations under the law. Our mission
is to expand the legal services provided by the Public Attorney’s Office by collaborating with
local legal experts, university/college legal aid clinics and paralegals to extend services to
the people. Legal aid remains to be an expensive service for many of the people in Albay.
We will make this essential aid free and accessible by conducting legal missions in the
venues closest to the Albayanos.

The legal mission and consultation will cater to all the districts of the province. Lawyers and
paralegals will be invited to conduct free consultation. The local officials will be informed of
the schedule of the legal mission and they are tasked to disseminate the good news to their
constituents.

The Office of the Vice Governor shall devise a system to accommodate all the queries of
the barangay officials with regards their legislative functions. Another objective of the legal
mission is to assist the front-liners to enable them to become better policymakers and
implementers of the law.

One key feature of this program is the legal seminar to be conducted before the free
consultation. Specific topics such as land issues, human rights, cyber crimes, money
obligations, death penalty, extra-judicial killings, drug war, etc. will be taken up by legal
experts and this seminar shall be open for questions. Seminars to enhance understanding
of the local ordinances and the entire provincial policy-making process shall also be held.
