Ga a, r199 (Inclosure No. 1 Provincial Memorandum No. 1, s. 2019 RE PROJECT WATCH I* PROVINCIAL ORATORICAL CONTEST) MECHANICS FOR THE 2* JCI ISABELA CHAPTER PROJECT WATCH PROVINCIAL ORATORICAL COMPETITION Pk GrAtALWMVAT | October 8, 2019 Parish Pastoral Center, Rizal Avenue, District I!1, Cauayan City Terminal Objective: To inculcate among the young Isabelinos, especially young students the character valves of time and honesty which are critical to building good citizenship. Enabling Objectives: 1. To increase level of awareness of the program 2. To strengthen implementation of the program to all schools and learning centers 3. To gain insights from the shared thoughts and opinions of the orators and from the shred best practices of the implementing schools ‘Theme: “Pagtibayin ang Kahalagahan ng Katapatan at Kaagapan ng Walang Limitasyon” CONTEST MECHANICS ‘A. Qualified contestants A high school student whether from public or private schoo! of Isabela awarded as, champion in the division or municipality is qualified to join. WINNERS and CONTESTANTS during the PROJECT WATCH 1°" PROVINCIAL ORATORICAL COMPETITION SHALL NO LONGER JOIN THIS YEAR'S COMPETITION. B, Topic The topic shall be in line with objectives and broad theme of this event. The oratorical piece shall be delivered in Filipino for a time limit of 5 minutes. C. Division of Responsibility The JCI Isabela Chapter shall disseminate the invitation and contest information and guidelines to all the cities and municipalities of Isabela at least one month prior to the submission of official entries on October 4-7, 2019. Division level eliminations will be conducted among the four City Schools Divisions any day from September 9- October 3, 2019. Private Secondary schools are also encouraged to. 2d for two (2) entries in the provincial level tilt. The entries will be given intensive training before joining the rigid competition in the higher level The activity will be monitored both the DepED and JCI Isabela Chapter for the successful conduct of the elimination. Prizes Winners shall receive the following prizes: Winning Contestants: Coach Champion 5,000 + Medal + Certificate 3,000 + Cestificate First Runner Up: 3,000 + Medal + Certificate 2,000 + Certificate ‘Second Runner Up: 2,000+ Medal + Certificate 1,000 + Certificate ‘Consolation Prizes; ($) Contestants: $00 each + Cert (5) Coaches: Certificate All the participants in the final will be receiving Certificate of Participation 2. Other Incentives: The JCI Senate Isabela Chapter will be providing customized medals for the division top three winners and certificates of recognition to the winners and their coaches “and cerlificate of participation to all the participants and working committees G. Judges 1. In- charge for the selection of Judges in the Cluster and Division Level will be the Schools Division Office Top Management and, JCI Senate Isabela Chapter for the Final Competition. 2. Judges with varied but relevant expertise and backgrounds(e.g speech and drama, statistics, education, Mass Communication, languages) shall select the winners in the cluster and division level. 3. For the Finals, the JCI Senate Isabela Chapter shall invite three (3) prominent and reputable persons with known expertise in the fields of speech, drama, statistics, education, mass communication and /or related disciplines to act as judges or senior official from the JCI and the DepED to represent the respective agencies in the Board of Judges. H. Waiver Upon invitation and announcement of the oratorical contest by the ICI and DepED, all the four divisions are expected to hold their cluster-based / division level elimination, In the event that no elimination competition is held, a waiver is to be signed by the invited schools whether public or private, conceding their chance/opportunity to participate in the said competition, L Criteria for Judging The criteria for judging will be based on substance or content of the piece, delivery and stage presence. Contestants must strictly observe the time limit of five minutes excluding the greetings to avoid penalty deductions from the over-all scores. 1. Substance = 50% This includes: ‘* Relevance of topic to or focus on the theme * Originality/creativity * Rhetorical Organization © Grammar 2. Delivery 40% This includes: © Quality of Voice * Diction * Fluency/Mastery of the Speech * Pronunciation 3. Stage Presence-—- 10% This includes: © Stage Poise ¢ Gestures ‘* Appropriate Use of the Stage Time Limit: 5-6 minutes Each contestant will be given 5-6 minutes to speak. Time starts from the moment the contestants speaks and ends at the time that he/she takes a bow. A contestant whose speech is shorter than the minimum requirement of 5 minutes as well as those who exceeded the maximum of 6 minutes will get a deduction of one(1) point from his/her total score for every minute or fraction thereof in excess/deficit of the allotted time. J. Dissemination The announcement of the Oratorical Contest will be posted by the JCI Isabela Chapter and the DepED in their Official Websites. The JCI Isabela Chapter reserves the right to use the name of the contestants and their oratorical pieces for free in any broadcast, telecast or print medium. The contestants also grant the organizers the right to circulate the contest piece as deemed fit K.
