PRODUCTIVE SECTOR

1. SUBSECTOR: AGRICULTURE

Summary

Under the Agricultural Sector, there were five (5) areas that were affected by
Super Typhoon Yolanda (STY). They were poultry, livestock, crops,
permanent crops and other Agri Products. Among them, the poultry has
evidently exhibited severe damage and losses with a total Damage & Losses
(DaLo) of Php136,373,380.00 or approximately 24.5% of the Grand Total
DaLo (PhP 554,715,282.00) on the Agriculture of the Municipality of Ivisan,
Capiz. The table below shows the extent of damages and losses on the various
areas of Agriculture.

Damages

The severe damage greatly inflicted the poultry in the form of Dead
Chickens/layers with a total of 241,984 heads. While agri product such as eggs
ang facilities like hacheries came second.

The Total Damage Value was estimated at PhP 554,715,282.00

Losses

Like in damages, losses greatly incurred on poultry in the form of Production


with an estimated loss of PhP 103,792,680.00 during the year the disaster
occurred and an unfortunate loss of PhP 21,127,950 after 3 years that the
disaster occurred.

The Total Loss Value was estimated at PhP 537,525,672.00.

RECONSTRUCTION AND RECOVERY FRAMEWORK

The following are considered in the determination of the recovery and


reconstruction programs and projects:
1. Prices of farm inputs, especially rice and chicken (meat and eggs),
should be monitored to avoid exploitation of the situation;
2. Industries dependent on Agri products may experience a slowdown in
production if the supply of inputs will not recover as soon as possible;
3. Mitigation programs and projects will be identified to ensure that the
vulnerabilities and risks to similar disasters to farmers/growers are
SIGNIFICANTLY prevented or minimized; and
4. Recovery and reconstruction projects will be intensively monitored to
gain lessons in the future and to obtain necessary baseline data for
future PDNA.

PRIORITY RECONSTRUCTION AND RECOVERY NEEDS FOR


AGRICULTURE

To restore normalcy as much as possible in the sources of livelihood of the


people who are dependent on agriculture:
1. Initial funds must be released to enable rice farmers/fowl growers to
resume their normal economic activities. An estimated 2M for
distribution of seeds and fertilizers; chickens and hatchery.
2. Programs and activities:
a. Provisions of farm production inputs;
b. Dispersal of livestock;
c. Plant propagation of buffer crops;
d. Local seed production;
e. Replacement and Repairs of essential facilities like hatchery and
post-harvest facilities;
f. And training(s) for livelihood and climate change resiliency.
The following table shows the recovery and reconstruction needs of agriculture
per area.
