2. The prayer made in the writ petition is that a mandamus be issued to
the Jawaharlal Nehru University (in short “JNU”) for conducting 5th
semester examinations qua Bachelor in Korean Studies course.
3. Ms. Monika Arora, who appears on advance notice on behalf of JNU,
has submitted that this court, at least two years ago, had passed an order
dated 09.08.2017 in W.P.(C)No.1896/2017, titled Jawaharlal Nehru
University v. Commissioner of Police & Ors., setting out the manner in
which, in such like situations, JNU was required to act.

3.1 Ms. Arora also says that attempts have been made to engage with the
students pursuant to yet another order dated 11.12.2019, passed in
W.P.(C)No.9407/2019, titled Arti Devi v. Jawaharlal Nehru University in
which a reference is made to the aforementioned order dated 09.08.2017.
4. At this juncture, in my view, no directions can be issued to JNU
having regard to the detailed order dated 09.08.2017 which even according
to JNU covers the instant situation.
4.1 I must put on record though that the entire order dated 09.08.2017 was
not placed before me. I was shown an extract of the same as incorporated in
order dated 11.12.2019 passed in W.P.(C)No.9407/2019.
5. The Vice-Chancellor of JNU will, thus, take requisite steps to engage
with the students and attempt to break the logjam.
6. The solution to the logjam, to my mind, has to be found by the Vice-
Chancellor. This court cannot run and manage the concerned institution and
certainly not through court dictats.
7. Renotify the matter on 11.03.2020.
