CHAPTER 1

I. Intro
It has been generally well-known that most people faced some problems in learning English as
a second or language in non-English speaking country like Philippines.
According to Faculty of Education (FOE) at the National University of Laos in Lao, “Based on
the findings of this research, main causes have been included namely: first, the majority of
students stated that the English teachers are not well-trained. Secondly, students lack of
English foundation background. Third, students lack of confidence to use English because they
are afraid of mistakes and shy feeling. Fourth, the curriculum is inappropriate for helping
students to improve their English proficiency. Last but not least, English language is difficult to
learn due to students are not well-motivated, encouraged and gained learning strategy.
Furthermore, students do not practice speaking English with English native speakers, and class
environment is crowded and noisy that is not fulfilled with teaching pedagogy.”
Despite various controversies, considerable evidence suggests that limited or non-English-
speaking language learners are generally more likely to become better readers of English when
they receive initial instruction in their native language. Whether these children and their
parents are poorly educated, come from low-income families and attend low-achieving
schools.
II. Purpose of the Study
This paper has a main purpose to explore grade 10 students’ weakness towards English
language learning as a foreign language and how to deal with it.
At the end of the study, the researcher, teachers, students and future researchers will be
informed about its cope, mechanisms and how Grade 10 students manage their low English
proficiency.

IV. Scope and Delimitation
The study was conducted on February 10, 2020 to 30 Grade 10 students from First City
Providential College.
CHAPTER 2
Review of Related Literature
This chapter introduces various discussions, studies, points of view, ideas and findings
on previous researches conducted on extracurricular activities. Through this review, the
researcher developed high extent of discernment on present study.

According to Professor J. Cummins, one of the world’s leading authorities on bilingual


education and second language acquisition, there are distinctions between the two differing
kinds of language proficiency. First, the BICS or Basic Interpersonal Communication Skills.
These are the “surface” skills of listening and speaking which are typically acquired quickly by
many students; particularly by those from language backgrounds similar to English who spend
a lot of their school time interacting with native speakers.
Modern wisdom advocates that classrooms and school communities should become the
learner’s missing ‘supportive’ environments and that teachers are best positioned to respond
to English language deficiency. While it is accepted that learners may come from unsupportive
environments and be disadvantaged, teachers can make the difference and readily reverse the
negative resulting from such environments (Study and Teaching, 2009).
CHAPTER 3
Methods of Research
METHODS OF RESEARCH USED
The descriptive method of research was used in this study. Descriptive research is
concerned with the description of data and characteristics about the respondents. This
method is used because it allows the privacy of the respondents that will enable the
researcher to give a wider view and perception about the English deficiency among grade 10
students. The researcher was able to identify the negative effects of English deficiency and
used it to provide the information needed for the researcher.
METHODS OF COLLECTING DATA
In gathering the data, the researcher used questionnaire or a survey sheet
distributed to 30 respondents, all are students, from First City Providential College, who are
experiencing English deficiency. All the 30 respondents were grade 10 students.
DEVELOPMENT OF THE INSTRUMENT
The distributed questionnaire for the gathering of data consists of 15 questions.
The first five set of questions were about the factors and conditions that affect the English
deficiency among grade 10 students. The second five set of questions were about how grade
10 students deal with their English deficiency. And the third set of questions were about on
how English deficiency affects students.
STATISTICAL TOOL
Data collected from the conducted survey need statistic treatment or “tabulation”. In order to
obtain it, the formula P=f/n x 100 is used where percentage (P) is equal to the frequency (f)
divided by the number of the respondents (n) then multiplied by 100.
