Slide 3 In order to ensure compliance with RA No. 11032 or the “Ease of Doing Business
Item 1 and Efficient Government Service Delivery Act of 2018,” the Department, by virtue of
DOT DO No. 2019-051 created the Anti-Red Tape Technical Working Group and
Secretariat.

Duties and Functions:

 Oversee the immediate and smooth implementation of the law within the DOT
to ensure the delivery of fast, efficient, convenient and reliable service to the
public;
 To immediately prepare the documents required in the law and its IRR to
ensure its timely submission to the Anti-Red Tape Authority (ARTA);
 Work with the appropriate DOT units or offices in classifying its services into
simple, highly technical and complex;
 Revise, review, and submit DOT’s Citizen Charter in compliance with the
criteria set by the Authority, including its monitoring and periodic review;
 Reinforce the adoption of “Zero- Contact Policy”; and
 Such other functions as may be assigned relating to DOT’s compliance and
implementation of RA No. 11032 and its IRR.

Item 2 Prior to the enactment of the Implementing Rules and Regulations of RA No. 11032,
(a)-(c) the Department has already complied with the initial submission to the Authority of
the requirements provided for under Section 6 of the aforementioned Act, to wit:

 Proof of Posting of the Citizen’s Charter at the main entrance or at the most
conspicuous place in the Central Office and all Regional Offices;
 Proof of Posting of the Citizen’s Charter at the DOT’s Official Website;
 2019 DOT Citizen’s Charter; and
 Duly accomplished directory of the Department and all attached agencies.

Item 2 On 17 July 2019, Joint Memorandum Circular No. 2019-001 or the Implementing
(d)-(e) Rules and Regulations of RA No. 11032 was finally signed giving the TWG a clearer
direction as on how to interpret and implement the said Act.

Thereafter, ARTA promulgated Memorandum Circular No. 2019-002 providing for the
Guidelines on the Implementation of the Citizen’s Charter (13 August 2019).

Section 6.1 thereof, pending the submission of the initial updated Citizen’s Charter of
the agencies on 06 December 2019, required the submission of the following:

1. A comprehensive list of all government services classified into simple,


complex, and highly technical transactions;

2. The complete requirements and fees for such services; and

3.The prescribed processing times of such classified government services


which in no case shall exceed the corresponding three (3), seven (7), and
twenty (20) days under RA No. 11032
Slide 3 The Department has actively participated in the Authority’s Project Repeal Program
Item 3 which aims to review and repeal the agency’s internal regulations which are deemed
(a) redundant and obsolete. The same is in consonance with Section 7, Rule III of RA
No. 11032.

Currently, Project Repeal has been put on hold by the Authority.

Item 3 In compliance with the directive of the Authority to enhance coordination efforts and
(e) to establish a government-to-government contact/referral system to expedite the
efficient and judicious resolution of complaints filed against DOT employees/officials
relative to the commission of acts under Section 21 of RA. No. 11032, DOT has
designated its Point-of-Contact Representatives (pending signature of the Secretary)
Slide 4 Currently the ARTA-TWG is formulating the Terms of Reference for the conduct of
the Risk Impact Assessment Workshop tentatively on October in collaboration with
the Department’s Policy Proponents, all DOT attached agencies and ARTA
representatives.

The output Risk Impact Statement of the abovementioned workshop will be subject
to public consultation and thereafter be incorporated in DOT’s updated Citizen’s
Charter to be submitted on 06 December 2019.
