Sub: Payment towards steel pipeline laying permission at Kohapur-Sangli Highway

NH-166 (NH-204), Kolhapur

1.0. Preamble

Consortium of HPCL and OIL is authorized by Government of India through its

regulatory board PNGRB to lay, build & operate City Gas Distribution Networks in the
district of Kolhapur.

To develop the CGD network and to meet the Minimum Work Program targets set by
PNGRB, it is essential to lay steel pipeline network for transportation of Piped Gas for
Domestic/Industrial/Commercial Connections.

It is planned to lay steel pipeline networks at Kohapur-Sangli Highway. Accordingly

permissions for laying of pipeline was applied for the same. The Z.P. vide letter dated
17.09.2019 (Annexure 1) granted permission for laying of steel pipeline networks at
NH-166 (NH-204) Kohapur-Sangli Highway for 1.6131 Kms. M/s Deshpande-Patil
Consultants vide Ref. No. DPC/HPOIL/KOLHAPUR GA/ZP-KOLP/DN DATED 27.09.19
(Annexure 2) forwarded us the laying permission letter in their format. The payment
details are mentioned below,

 It seems that rates are high considering nature of road ,in this regard we advised the
contractor to negotiate with ZP but as per ZP, rates claimed by them are as per Government
GR and thus cannot be negotiated.(Annexure 3)

2.0. Proposal

It is proposed to go ahead with the laying of steel pipeline uninterrupted to meet the
MWP of the Financial Year by providing laying permission charges amounting to Rs.
22,84,410/- and 10% Bank Guarantee of Rs. 2,28,441/- (Rs. Two lakhs Twenty Eight
Thousand Four Hundred and Forty One Only)

The payment to be made by cheque/DD in the name of Chief Account and Finance,
Zilla Parishad Kolhapur.

3.0. Approval Sought:

As per Clause 10.a. of Revenue Expenditure related to Project of delegation of power,

approving authority for approval of Revenue Expenditure is CEO/CFO. Hence,
approval of CEO/CFO is sought to make payment of Rs.22,84,410/- and 10% Bank
Guarantee of Rs. 2,28,441/- towards steel pipeline laying permission at Kohapur-Sangli
Highway NH-166 (NH-204), Kolhapur for 1.6131 Km.
