SUMMARY
RH Bill is also known as the
Responsible Paremthood
and the Reproductive
Health Act of 2012
(Republic Act No. 10354),
informally known as the
Reproductive Health Law
which assures accessible
methods on contraception,
fertility control, sexual
educatiomn, and maternal
care.
PURPOSE
This bill seeks to
accomplish its objective
through universal
contraception and
sterilization by the State,
and mandatory sex
education for school
children, from the 5th
grade up to high school,
without parental consent.
It has four pillars, namely
Responsible Parenthood,
Respect for Life, Birth
Spacing, and Informed
Choice.

REACHING THE BOILING POINT
Reproductive health refers to the state of complete physical, mental, and social
well-being and not merely the absence of disease or infirmity, in all matters
relating to the reproductive system and to its functions and processes. Concerning
reproductive health alone, I, myself, will support anything that would take
reproductive health into protection, however, the controversial bill led me to
raise one of the several concerns regarding its statements.
1) Pro- RH Bill states that the bill is mainly for the poor people who are deprived
of purchasing contraceptive pills, IUDs and condoms that is why they are
distributing it for free. Part of the bill's objectives is sustainable development.
Reproductive health is not the best answer to sustain human life. If the
government wants to help the poor, then they must focus on other laws that would
give them proper access to jobs, enhance their skills, or financial support to start
their own businesses. Additionally, the budget spent for the universal access of
these artificial materials could be used for better programs to eradicate poverty,
2) They say it is a solution to overpopulation, however, in another perspective,
overpopulation is not the cause of poverty in the Philippines, instead, it is the
effect of poverty. Lack of education, with high death rates lead to higher birth
rates. Therefore, poverty, instead of overpopulation, must be the central focus.
3) Free condoms will not make the poor people's lives sustainable. This will not
solve their poverty, and will even destroy their self-control. Universal access to
these materials will lead to abuse and can increase adultery cases resulting to
more broken families and relationships.
According to Megan Clancy, there are women who get raped and become pregnant;
the problem is that they were raped, not that they are pregnant. There are women
who are starving who become pregnant; the problem is that they are starving, not
that they are pregnant. There are women in abusive relationships; the problem is
that they are in abusive relationships, not that they are pregnant. This means that
overpopulation can only be solved by looking at the problem that causes it to
happen. We, as citizens, should open our eyes better.
