SURVEILLANCE MECHANISM FOR PSL-III

The directions mentioned below are related to PPIC3 Centre, Lahore

surveillance mechanism for PSL-III. All the shift supervisors will be sensitized their

shift officers/PCO about this surveillance mechanism. Following are the directions

which are to be ensured:

i. Observe and monitor that before the movement of team, the whole route

including Chowk, cuts and links road are required to be sealed properly

and in case of any violation observed, it must be reported immediately.

ii. The cameras, having obscure vision due to trees, bushes, banners and

flexes should be reported immediately, so that these issues can be

resolved with the help of relevant departments.

iii. Observe and monitor that any kind of machinery, construction/ waste

construction material must be removed from all the routes through field

officers before the VVIP movement.

iv. PTCL boxes, letter boxes, dust bins, boxes for Holy pages (Qur'anic/

religious) and transformers at all over the routes of cricket teams are the

main focus of surveillance.

 v. CNG/Petrol Pumps should be sealed with barriers and bob wires, before

the VVIP movement. And also observe that police duty should be

deployed there.

vi. The movement of Afghan citizens, those are wandering for collecting raw

material from garbage points/ waste-bins must be observed and

reported to police stations.

vii. Observe and monitor that there will be no wheel carts during the VVIP

movements on all routes.

viii. There will be no rickshaws and other loader vehicles in the vicinity of

planned route of cricket team.

ix. Observe and monitor that there should be proper duty at all the bus

stops, pedestrian bridges and underpasses which comes in the route of

team.

x. Observe and monitor that all security checks are being made in three

layers by conducting the body search of people through physical.

xi. checking, metal detectors, and walk through gates at all the entry /exit

points.

xii. Observe and report that nobody could enter without passing through

security checks.

xiii. Observe and monitor that there will be no suspicious person,

unattended bags or vehicles.

xiv. Observe and monitor that vehicle parking facilities must be at least

200m away from the route and venue.

xv. Observe and monitor that there should be no generators at the main

routes and at the place of public gatherings.

 xvi. Observe and monitor that the barriers should be placed at the sideways

of main roads.

xvii. Observe and monitor the inner and outer cordons on route and

entry/exit are in place.

xviii. Observe and guide traffic related staff for smooth flow of traffic around

the planned routes until the termination of activity.

xix. At the end of event, when the disbursement of people would take place

then ensure that all officials are present and alert.

xx. PCO’s will ensure the presence of police officials at all the points being

observed in his field of view.

xxi. Observe and monitor that all police officials should have special duty

cards and properly equipped.

xxii. Every PCO’S has to ensure that his turnout and bearings are its best

while performing special duty.

xxiii. PCO shall not leave his console for breaks unless he/she gets

replacement/ authorization from the shift commander/supervisor.

xxiv. PCO’s will be in coordination with all the respective field officers i.e.

Dolphins PRU squads etc.

In case of any Crises or Mass disruption following instruction will be

implemented to ensure minimum damage to life, property and valuable assets and

to co-ordinate with the concerned departments to maintain/restore order

during/after the incident through professional policing: -

i. Operational Commander, PPIC3, Lahore will lead the crisis management

team.

iv. Media Monitoring Centre (MMC) will start monitoring of all news related

to crisis on electronic and social media.

24/hours. Supervisor and Police Communication Officers will ensure call taking

without any delay.

viii. All agencies Traffic, Rescue, CTD, IB, SPU will work together in

Operations Monitoring Centre (OMC) for crisis management.

ix. Maximum evidence related to incident will be recorded through already

installed Fix, Dome, ANPR, PRU, Fish Eye, FR, and LTE handsets cameras.

x. PPIC-3 Centre, Lahore has established Special Control Desk in OMC for

fast & efficient communication with all relevant departments during the PSL-III

event.
