SUBJECT : POLICY GUIDELINES ON 100% SMOKE-FREE ENVIRO!
MENT AND _SMOKT! PROHIBITION THE CENTER
FOR HEALTH DEVELOPMENT FOR FOR DAVAO REGI
(CHD-DR_EFFECTIVE SEPTEMBER 201
In consonance with the Civil Service Commission(CSC) Memorandum Circular No. 17,
series of 2009 and DOH Administrative Order No. 2009-0010 dated May 11, 2009, the
CENTER FOR HEALTH DEVELOPMENT FOR DAVAO REGION hereby adopts and
promulgates a ONE HUNDRED PERCENT (100%) SMOKE-FREE ENVIRONMENT
POLICY AND SMOKING PROHIBITION in the premises, buildings, grounds and/or all
areas in this office, including inside CHD-DR vehicles, in order to ensure a healthy and
productive workforce.
This policy also seeks to encourage employees to convince their relatives, families and
friends to quit smoking for health reasons and to protect their families, friends and all
individuals to quit smoking for health reasons and from exposure to secondhand smoke in
the light of recent studies showing, among others the following :
> Even small amounts of secondhand smoke exposure can be harmful
to people’s health and that opening a window or using ventilation,
airconditioning, or a fan cannot eliminate secondhand smoke
exposure.
» Secondhand smoke causes lung cancer, increases the risk of a heart
attack, triggers asthma attack, and causes acute respiratory effects.
> Secondhand smoke, which has higher concentration of toxic
Chemicals than smoke inhaled by smokers, is a known human
carcinogen and an occupational carcinogen containing formaldehyde,
benzene, vinyl chloride, arsenic, ammonia and hydrogen cyanide.
Hereunder are the policy guidelines, to wit :
1. Absolute Prohibition of Smoking. Smoking shall be absolutely prohibited in or on
the premises, buildings, and grounds of this office. There shall be no more “No
Smoking Areas” to be designated by this office to completely ban smoking in this
office.
2. “No Smoking Signs”. “No Smoking” signages, tarpaulins, posters and other relevant
materials on the ill effects of smoking in the conspicuous location within the
premises, grounds, of this office shall be posted and displayed prominently.ional Director
. Remove Ashtrays. Ashtrays or any receptacles made for dispensing cigarette refuse
shall not be allowed inside and outside the office.
. Smoking Prohibition in Vehicles. Smoking shall also be prohibited in all CHD
vehicles in and out of the office premises.
An Officer In-Charge or Administrator for the whole office shall be designated to
ensure strict compliance with the requirements of 100% smoke-free environment
and no smoking policy in this office. He/she shall be required to submit reports
monthly as to the rates of compliance and effectiveness of the policy.
. It shall form part of the criteria in the selection and recruitment policy of this
office to give preference to applicant who are non-smoker over smoker in filling
plantilla vacant positions.
It shall cover all permanent employees, casual, contractual, contracts of services and
job orders who are working and/or reporting for duty in this office.
For any violation of the policy on smoking, an officer/employee of this office shall be
subject to disciplinary action pursuant to Rule XIV (Discipline) of the Omnibus Rules
Implementing Book V of Executive Order No. 292 ~
“ (d) Gross violation of existing civil service law and rules of serious nature:
Ist Offense > Suspension for one(1) month and (1)one day to six (6)
Months; 2" Offense > Dismissal.
This ORDER shall take effect imnfediately.
