TITLE OF ACTIVITY COORDINATING MEETING RE: FORMULATION
OF COMPREHENSIVE DEVELOPMENT PLAN,
DRMM PLAN AND CONDUCT OF CDRA
BACKGROUND AND RATIONALE
In view of the compliance of the directives re: alignment of development
plans of the local governments to the national priorities, and considering that
the Province of Eastern Samar already conducted related activity last
January 21-22, 2020: Increasing Responsiveness of the Local Plans to the
Philippine Development Plan and Sustainable Development Goals, a
Coordination Meeting is organized on February 24, 2020 at the PGO
Conference Hall with the following participants: 23 City/Municipal Mayors;
23 MPDCs; 23 MBOs; 23 MDRRMOs; and 23 C/MLGOOs.

The said activity will focus on the essential tools in order to build well-
developed LGUs, safer physical environment and spatial structure, such as:

1. Compliance to the formulation of the two Local Government Code


of 1991 mandated plans, the CLUP and CDP.
2. Validation of the status of CDP, CLUP and DRRM Plan formulation
as of recent period
3. CDP and DRRM Plans Review Guidelines/Checklist
4. Climate and Disaster Risk Assessment (CDRA)

In pursuance to RA No. 10121, the LGUs are mandated to conduct


assessment of hazard risk and vulnerability of communities in the planning
process of PDPFP, CLUPs, CDPs and DRRM Plans.

After the Yolanda disaster, the Government devoted much effort to


mainstream DRRM in the local plans, thus, the Housing and Land Use
Regulatory Board (HLURB) proposed a new task of Climate and Disaster Risk
Assessment (CDRA), with established guidelines.

GENERAL OBJECTIVE :
The activity aims to: 1. Heighten appreciation on the role of LGUs in developing safe and
resilient communities 2. Orient participants on the CDP AND DRRM PLANS REVIEW TOOLS; 3.
VALIDATE THE STATUS OF THE CDP, DRRM PLAN AND CLUP Formulation
METHODOLOGY: The methodology includes discussion and planning-workshop for the way
forward.
TARGET PARTICIPANTS:
23 City/Municipal Mayors; 23 MPDCs; 23 MBOs; 23 MDRRMOs; and 23
C/MLGOOs.
