SCHEME OF TESTING AND INSPECTION


FOR CERTIFICATION OF
CHEQUERED CEMENT CONCRETE TILES
ACCORDING TO IS:13801:1993
(First Revision)

1. LABORATORY: A laboratory shall be maintained, which shall be suitably


equipped and staffed, where different tests given in the specification shall be
carried out.

1.1 All the testing apparatus shall be periodically checked and records of such checks
shall be maintained.

2. RECORDS: All records of tests shall be kept in suitable forms approved by the
Bureau.

2.1 Copies of any records or charts that may be required by the Bureau shall be made
available at any time on request.

2.2 It is recommended that, as far as possible, statistical quality control (SQC)


methods may be used for controlling quality during production as envisaged in
this Scheme (See IS:397 (Part I)-1972, IS:397 (Part II)-1985 and IS:397 (Part III)-
1980.

2.3 In addition, efforts should be made to gradually introduce a Quality Managements


System in accordance with the Quality System Modules as per IS/ISO:9001 or
IS/ISO;9002 or IS/ISO:9003 as appropriate to the activities of the organization.

3. STANDARD MARK: The stranded mark as given in Column (1) of the First
Schedule of the licence shall be stencilled on the body in indelible ink or applied
in form of transfix label or embossed on each tiles. Provided always that the tile
thus marked conform to the requirements of the specification.

4. MARKINGS: In addition, the tile shall contain the following information on its
back:
a) Name of manufacturer or his trade mark;
b) Brand name, if any;
c) ‘Made in India’, if necessary; and
d) Identification in code or otherwise, to enable the date and lot of
manufacture to be traced back to factory records.

5. MANUFACTURE:

5.1 Chequred Cement Concrete tiles shall be manufactured as per the requirement of
clauses 5.1 to 5.4 of the standard. The tiles shall be subjected to a pressure of not
less than 14 N/mm2 . The proportion of cement to aggregate in the backing of the

tile shall be not leaner than 1:3 by mass. Where colouring material is used in the
wearing layer, it shall not exceed 10% by mass of cement used in the mix.

5.1.1 The tiles shall be cured in moist condition continuously as required at 5.4. The
tiles shall be stored under cover.

5.2 SHAPE AND DIMENSIONS: Tiles shall be of the shapes dimension and
tolerances as specified.

5.2.1 Specials and half-tiles shall be strictly as per the requirements specified and shall
be within the tolerance indicated.

5.5 GENERAL QUALITY OF TILES: The general quality and finishing of the tiles
shall be as per clause 9 and 10, respectively.

6. LEVELS OF CONTROL: The tests, as indicated in Table 1 and at the levels of


control specified therein, shall be carried out on the whole production of the
factory covered by this scheme and appropriate records and charts maintained in
accordance with paragraph 2 above. All the production which conforms to the
Indian Standard and covered by the licence shall be marked with the standard
mark.

6.1 CONTROL UNIT: For the purpose of this scheme all the tiles of same size
manufactured from same consignment of raw materials under identical conditions
in a week shall constitute a control unit.

6.2 All the tiles taken for test shall satisfy the requirements of the specification for
acceptance of the control unit.

6.3 If any tile fails to satisfy the requirements of any test, another sample consisting
of twice the number of tiles tested initially, shall be taken from the same control
unit and tested. If there is any failure to satisfy the requirements of test on these
samples, control unit from which the tiles have been selected shall not be marked
with standard Mark.

7. All the raw materials used in the manufacture of tiles shall be accompanied by test
certificates from their suppliers for their conformity to the relevant Indian
Standards or tested prior to use.

8. In respect of all other clauses of the specification and at all stages of manufacture,
the factory shall maintain appropriate controls and checks to ensure that their
product conforms to the various requirements of the specification.

9. A separate record shall be maintained giving information relating to the rejection


of tiles which do not conform to the specification and the method of their

disposal. Such tiles shall, in no case, be stored together with those conforming to
the specification.

10. REPLACEMENT: Whenever a complaint is received soon after the goods with
ISI Mark have been purchased and used and if there is adequate evidence that the
goods have not been misused, defective goods or their components are replaced or
repaired free of cost by the licensee in case the complaint is proved to be genuine
and the warranty period (where applicable) has not expired. The final authority to
judge conformity of the product to the Indian Standard shall be with BIS.

11. The marking of the product shall be suspended under intimation to the Bureau, if
at any time, there is some difficulty in maintaining conformity of the product to
the specification, or the testing equipment goes out of order, or if directed to do so
by BIS for any reason. The marking may be resumed as soon as the defects are
removed or when BIS gives the permission to do so. The information regarding
resumption of marking shall also be sent to BIS.

12. PRODUCTION DATA: The licensee shall maintain production data as per
enclosed proforma-1, which may be authenticated by a Chartered Accountant or
by the licensee by giving affidavit (which may be required along with renewal
application). The licensee shall send to BIS as per the enclosed proforma-2 and
proforma-3, a statement of the quantity produced, marked and exported by him
and the trade value thereof during the half-year ending 30 June and 31 December.
This statement is required to be forwarded to BIS on or before the 31st day of July
and January for the preceding half-year.
