Mooring arrangement : Fwd : Three (3) Starboard side Headlines and Three (3) Portside Headlines Ait : Three (3) Starboard side Sternlines and Three (3) Portside Stemlines 1356LT - Aborted Berthing due to Portside buoy (C1) is dragging and vessel swing:to., Starboard causing one Portside Sternlines to cut off and parted. About 50,meters was cut off from one mooring line. Flooding current speed at that time Is 2.8knots as displayed in our doppler log with NW direction. Wind Direction Southerly with wind speed of 14knots. Weather is cloudy and slight sea. ~ 4400LT - Slack ail sternlines until it releases to its mooring drum to prevent cut-off and parted. 14410LT - Slack ail headlines until it releases to its mooring drum. 1415LT - All lines clear from the vessel but still secured on mooring buoys. Vessel shifted to anchorage 0.6NM west of BM Terminal Mooring Buoys. 14251T - Dropped Anchor off BM Terminal By the above statement, | hereby lodge this Marine Note of Protest in the event of any damages, claims and losses that may arise and reserving the rights of my Owners / Charterers to take whatsoever actions they might consider necessary. Vessel shifted to anchorage 0.6NM west of BM Terminal Mooring Buoys. 1426LT - Dropped Anchor off BM Terminal 27 OOOILT - Received Five (8) coils of new mooring ropes I28th July 2015, 0712LT - POB / Shore Personnel / Agent / Surveyor Onboard 0912LT - Heave Up Anchor [O935LT - Anchor Aweigh 4017LT - First Line to Mooring Buoy 1020LT - Tug Fast 1042LT - Tug Off 1140LT - All Lines Madefast to Mooring Buoys / Vessel ready to discharge her cargo at all times. Mooring Arrangement : Fwd 3 Portside Headlines and 3 Sibd side Headlines Aft: 3 Port Quarter Stemlines and 3 Stbd Quarter Stem Lines 1400-16 10LT - Hose Connected 1500-1830LT - Ship/Shore Safety Checklist 16361T - Commenced Discharging H710LT - Securing of additional mooring lines. Final Moorig Arrangements : Fwd : 4 Portside Headlines and 4 Stbd side Headlines Aft: 3 Port Quarter Sternlines and 4 Stbd Quarter Sterntines, 1 Mooring Lines on Standby for Emergency. 1 Tug on Standby all throughout the Cargo Operation. Both anchors were lowered down to 1 shackle in the water. o ~Continuation= 28th July 2015 ‘195SLT - Temporary Stop Discharging as per Shore‘Advised due to strong Flooding Tide current (est. 6-6knots) causing shore cargo hose in tension. 29th July 2015 0016LT - Resume Discharging 30th July 2015 (0018LT - Temprorary Stopped Discharging due to bad weather warning as informed by agent (0224LT - Shfting for Shelter / Dropped Anchor off BM Energy Mooring Buoy 3tst July 2015, 1140LT - Heave Up Anchor / Shifting for 3rd Re-berthing 1354LT - All Fast to BM Energy Mooring Buoy 1430-1645LT - Hose Connected 1706LT - Resume Discharging 1050LT - Completed Discharging 1100LT - Hose Disconnected | do hereby lodge this marine protest that BM Energy LPG Mooring Buoy is found to be UNSAFE for LPG Cargo Handling due to following reasons. 1. Mooring buoys found dragging at first attempt of berthing based on the above statement. 12. Mooring buoys is placed too far from the vessel especially on forward part where tension load throughout the length of mooring lines is susceptible for breaking and cut off. Repositioing of mooring buoys was done by the Terminal but it was placed in the same position as it is before. [3. Current in the area is strong especially at the time of Flooding and Ebb which happens every 6 hours. In the process of berthing, due to the effect of current, several attempts were made to secure ship's mooring lines to buoys by mooring crew with mooring boat. The delay in securing of mooring lines fo buoys may drift the vessel to shallow water. 4. Possibility of Mooring Buoys to drag due to effect of current and ship's weight. [5, BM Energy Mooring Buoy is located near the entrance of Sandwip Channel which affected by swell coming from the open sea. Due to this, the mooring buoys moves up and down with the ‘swell tensioning ship's mooring lines that may cause it to damage or breaking. * 6. The vessel is moored in mooring buoys and not in the fixed platform. Vessels movement is affected by current, wind and swell during cargo operation that may cause damage to cargo manifold and hose. we 7. Flooding current nas a greater effect 2 hours before the highest high tide reaching to an estimated speed of 5-6kts, Due to effect of current, shore cargo hose come to tension and the ship will have to adjust its mooring lines to lessen the tension of shore cargo hose, Tug assistance is needed to help the vessel heave its mooring lines. [8. Standby Tug left without informing the vessel due to weather warning for sheltering and tug assistance was not rendered during emergency pull out from mooring buoys, Due to sitong current and effect of wind, vessel nearly touched the mooring buoys. 19. BM Energy Mooring Buoy is located at Chittagong OPL. The presence of the vessel in Sandwip is not known to Port Control and Authorities due to tax issue. In the event of emergency, assitance from the port might not be rendered to the vessel.
