Sir/Madam,
Appellant through his RT! dated 15/11/2019 had sought information related to his CSIR-Fellowship
payments. RTI was replied by CPIO vide his letter no. 30-1(0342)/2019-RTI dated 15/12/2019. Not
satisfied by the RTI reply of the CPIO, the Appellant has filed this First Appeal.
Hearing of the First Appeal was held on 29/01/2020. Appellant opted to be absent. Mr Harpal
Singh, Assistant, EMR-I section was present as respondent.
In his RTI Appeal, the Appellant has stated that he has not received the Fellowship of July 2019 to
November 2019. He also stated that his institute has been sending claim bill of previous month in
the first week of next month wef Oct to Dec 2019,
During the hearing Mr Harpal Singh, Assistant, EMR-I section submitted that Fellowship bills for
July 2019 to Dec 2019 have been processed at EMR-| and send to account section for further
processing.
FAA observed that in RTI reply it was stated that bills from July 2019 to Nov 2019 were not
received. But now it has been submitted by EMR-I section that these bills have been processed.
FAA is of the view that in his RTI Appellant had asked 3 specific questions but no specific answers
have been given to the appellant. CPIO/DPIO is directed to provide revised point wise reply to the
Appellant. In the reply, transaction IDs should be mentioned wherever available.
The Appeal is disposed of as above.
