ILA−2008: RUSSIA SUCCEEDS

Lyubov Milovanova

T
wo working days of the 9th International Aerospace Exhibi-
tion are over. Judging by results, it is safe to say that Rus-
sia’s participation in this event is quite successful and that
the preparatory effort of Rosprom (now the Ministry of Industry and
Trade) and Vneshaviakosmos has yielded fruit.
A contributing factor to the success is the careful and thought-
out organization of the participation in the exhibition.
This year, for the first time the Russian companies participate
in the event as a single team in a united exposition. Also, for the
first time the Russian exposition uses a common style for internal
and external space. And for the first time Russia’s participation in
the exhibition is accompanied by such a comprehensive business
program.
The opening day proceeded under the aegis of Germany’s
Federal Chancellor Dr.Angela Merkel attending the Russian expo-
sition. It was opened by Denis Manturov, head of the Russian del-
egation at ILA-2008, deputy minister of industry and trade. He took
part in the press conference that gathered a full pavilion, drawing
many representatives of foreign mass media. On the first day of
the exhibition Denis Manturov, accompanied by Russia’s corpo-
rate executives, attended the stand of EADS at ILA-2008. Also, he
participated in the round table dedicated to the Russo-European
cooperation in high technologies.
The high level of the event and the success of a comprehen-
sive and effective business program of the first day testified to the
careful preparation made in good time by Vneshaviakosmos.
Worth of special note is a meeting of representatives of busi-
ness communities of Russia and Europe over “the round table”
with participation of the prime-minister of the Brandenburg State
Mathias Plazek. Also, taking part in it were representatives of Obo-
ronprom, MMPP and TsAGI on behalf of Russia and Brandenburg Vneshaviakosmos president Alexei Lavrov
divisions of EADS, MTU, and Rolls Royce Deutschland on behalf of
Germany. In the framework of this event numerous business talks took place. The most important thing is that roads to closer coop-
eration and tighter contacts have been mapped out.
In the course of the round table a Russo-European working
g
group was set up for activities in aerospace. Its tasks include the
e
expert analysis of innovative projects in aerospace from the posi-
tion
t of their practicality, feasibility and a possibility of subsequent
m
mutually beneficial cooperation under them. The expert analysis
o the working group must insure the choice of the best prepared

R
Russian and European manufacturers.
The same businesslike atmosphere reigned at the stands of the
R
Russian exposition. Its participants held many meetings and talks
w officials of foreign industries, seeking new business contacts.
with
T
The excellent logistic support contributed to the success of the
e
exposition. The team spirit of Russia’s leading aerospace compa-
nies
n was undeniable. The second day of the exhibition was com-
p
pleted by the reception arranged by the Russian delegation at the

“Pooling our efforts with Antonov we

According to Rubtsov, An-148VIP,
made by VASO, will be supplied to custom-
ers from the end of 209. Its 8-seat version
will have an estimated flight range of 7,000
kilometers, and the 16-seat variant – of up
to 6,500 kilometers. IFC is planning to sell
from 30 to 40 An-148VIP planes in the next

Rubtsov complained that leasing, es-

very slowly in Russia. Russian laws do not
help. “We do not have the property right

passed even the first reading in the State

country. We need serial production to make
operational leasing work,” he believes.
Rubtsov said that in connection with
preparations for the IPO, the United Air-

porarily reduce its stake in the IFC from
30% to 20%.
He also said that the IFC is planning
to sign in a week a contract with Tupolev
to prepare documents for a modernized

full swing concerning engines, the auxiliary

foreign-made engines. The issue has been

Rossiyanka – a space rocket

with a reusable first stage
R
ussia’s 2006-2015 Federal Space
Program envisages the develop-
ment of a reusable space rocket
system capable of putting 25-35-ton pay-
loads into low earth orbits, with 1.5-fold
lower payload cost factor and reduced
number of impact zones and lower costs
for their maintenance.
Vladimir Degtyar, head of Makeyev
State Rocket Center (GRTs), told ASN that
in 2006 the enterprise, together with en-
gine, control system and launching equip-
ment developers (KBKhA Design Bureau
for Chemical Automation, KBKhM Design
Bureau of Chemical Machine-Building, Re-
search Institute of Machine-Building, NPO
of Automatic Equipment), developed a
preliminary study report on the Rossiyan-
ka two-stage rocket with a reusable first
stage.
A key feature of the developed con-
cept is forming a ballistic trajectory of the
first stage’s return to the cosmodrome and
its soft landing using operational engines.
A non-running landing on a small area (50
m x 50 m) located at a safe distance (2-3
km) from the launch point is used, with no
binding to airfields.
Makeyev GRTs proposed to develop a
family of rockets based on a single gas-
generator LOX/kerosene engine and a
10-ton LOX/hydrogen engine for upper
stages.
The report received high appraisal from
the industry’s institutes. A high economic
efficiency of the proposed reusable rocket
system was confirmed (payload cost fac-
tor is around US$ 1,000 per kg, 2.2 times
lower compared to similar expendable
space rockets).
The control systems for the first and
second stages are based on the Soyuz-2’s
control system. A high return and landing
accuracy of the first stage is supported by
using GLONASS/GPS satellite navigation
systems and additional onboard naviga-
tion instruments. An operational flight pro-
gram will be accomplished if one of the
first stage’s sustainer or steering engines
fails during any phase of flight.
The study project will be considered
in the late 2008 and a future space rocket
intended for launches from the Vostochny
Cosmodrome will be selected. The devel-
opment of a new rocket system will require
7 to 8 years.
