CHAPTER 1
Introduction
National Service Training Program (NSTP) Act of 2001, otherwise known as the Republic
Act 9163. It is signed into the law by the old President Gloria-Macapagal Arroyo in 2002. It is an act
establishing the NSTP for tertiary level students amending for the purpose of RA 7077 and PD
1706.
the youth by developing the ethics of service and patriotism while undergoing training in any of its
three (3) program components namely, Reserve Officer Training Course (ROTC), Literacy Training
Service (LTS), and Civic Welfare Training Service (CWTS). Its various components are specially

To serve the purpose of the creation of NSTP-CWTS 12, Team Virtuous, had chosen
Barangay San Mateo, in the Municipality of San Pablo, Laguna Province as an adopted barangay
wherein three (3) community service projects will be conducted with an aim to have an impact in the
lives of the beneficiaries and foster unity and cooperation among team members and officials of the
Sangguniang Barangay.
This story happened when the country was still under the Spanish rule. There was a
small hut located at the frontier of the village. Many people come to the place of Mang Juan to
Native men and ladies were busy pounding fried corn. The elders were cooking “malagkit
(Glutinous rice) that will be mixed with pounded corn while the kids are happily playing. The
natives were enjoying their works when three Spanish soldiers on their horses approached.
Everyone was frightened by the presence of the strangers. One of the soldiers asked them in
Spanish language the name of the village. Not understanding the language, the villagers
responded “minokmok” pointing to the fried corn being pounded. The Spaniard took hard in
expressing the word. He uttered the word “Imok” to his companions who nodded in response.
In 1872-1873, during the term of Don Eduardo Brion (Municipal President), all native
name of barrios were named after saints.2 Barangay San Mateo many years ago is mostly
forested. Very few inhabitants occupy the barrio and houses are sited far apart. The main source

In 1955, Florentino C. Alcantara served as Teniente del Barrio. The San Mateo
Elementary School was established in a parcel of land donated by Belen and Velasco family.
The school consist of a two-room Gonzales type building utilized for Grades I and II pupils in the
The first community outreach program conducted was the Implementation of Clean and
Green Program. This activity helps in removing unwanted substances, such as dirt, infectious
agents, and other impurities, from an object or environment. This is a half day event for Team
Virtuous. The team brought their cleaning materials (like walis-tingting, dustpan, gloves and
garbage bag) and donated it into the barangay. They were accompanied by the barangay official to
know where they are going to start. The team was divided into two, the first team is for brooming
and the other one is picking grasses in the garden. Six (6) garbage bag were used with trash on it
and put it into the truck which collects garbage. They were enable to distuingish the difference
between the before and after of the surroundings. The program were repeated atleast 3 times to
ensure that they have cleaned the surroundings including the canal. Some people help us in order
to make it fast and easy. The after look of the surroundings help them to know that it is not good to
how important to have a clean surrounding in the barangay. Now, they are doing the best they can
in order to make their barangay more good-looking despite of the road widening project in the
chosen barangay.
Feeding program to government school was carried out as the second project to the
community. This kind of outreach is very common to the third world countries like the Philippines. A
public daycare school was chosen to implement the program. There are 18 children (7 girls and 11
boys) were beneficiaries of the team’s benevolent act of assistance. Teachers and their parents
helped out for the smooth flow of actitvity. Before they started giving food, they play games in order
to be closed with the kids to avoid shyness when giving them food. Children were coordinated well
by waiting for each one’s turn to receive food. Sopas and Puto were served to these children
because it contains nutrition that will be good to them. All the food that has been served came from
the team with the help of the aspiring counsellors that helps us financially.
Sports and Recreational Program was the last activity that has been implemented. This
activity helps the community to be physically fit, have a strategic mind and be sports. It is now just
to be entertained by the players but it helps to show how the people shows their support for their
chosen team The team Virtuous help the Barangay Officials to make implement the program like
cleaning the court to make it look good in the eyes of the players but also to the audience who are
going to watch. They are also present on how the workers fix and put all the things needed just like
the ring and the net of the basketball, shot clock and how to test if it was working. The registration
and the fee were used for medals, trophies, certificates and other expenses. Each team listed their
names and show how creative they are choosing their own jersey. 13 teams registered in order for
them to join the basketball league in their barangay. The said league will not just show how good
their skills are in basketball but will also show how sports they are in terms of losing and winning.
The program started at 5pm which the team and their muses walk in the parade. The second part of
the program is the speeches of the barangay officials that show grateful to their people for a big
success of the program. Lastly, the first game started at 6:30 in the evening. It was a success not
just because how people show their support for the program but it shows how people in the
barangay shows unity, kindness to each other and how they respect their barangay officials. It is still
ongoing since it started on the second Sunday of April, April 14, 2019.

REPUBLIC ACT NO. 7077 AND PRESIDENTIAL DECREE NO. 1706, AND FOR OTHER
PURPOSES. Be it enacted by the Senate and the House of Representatives of the Philippines in
Congress assembled. SECTION 1. Short Title. — This Act shall be known as the “National Service
Training Program (NSTP) Act of 2001”.SEC. 2. Declaration of Policy. — It is hereby affirmed the
prime duty of the government to serve and protect its citizens, In turn, it shall be the responsibility of
all citizens to defend the security of the State and in fulfillment thereof, the government may require
each citizen to render personal, military or civil service. Recognizing the youth’s vital role in nation-
building, the State shall promote civic consciousness among the youth and shall develop their
physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism,
nationalism, and advance their involvement in public and civic affairs. In pursuit of these goals, the
youth, the most valuable resource of the nation, shall be motivated, trained, organized and
mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the

2 The Barangay Nutrition Scholar (BNS) Program is a human resource development strategy
of the Philippine Plan of Action for Nutrition, which involves the recruitment, training, deployment
and supervision of volunteer workers or barangay nutrition scholars (BNS). Presidential Decree No.
1569 mandated the deployment of one BNS in every barangay in the country to monitor the
nutritional status of children and/or link communities with nutrition and related service providers. PD
1569 also mandated the National Nutrition Council(NNC) to administer the program in cooperation

For CSP to be successful, they used Community Needs Assessment Survey Form as a
tool for them to know what are the necessary the adopted barangay needs. Based on the survey
the three-dominant answers were: 1) Clean and Green Project, 2) Feeding Program, and 3)
Sports and Recreational Program. These results were presented to the Barangay Officials for
them to know about the planning and implementation of those necessary projects.
Since there is an ordinance regarding to the Clean and Green Project implemented in our
whole country, and there is Supplemental Feeding Program for Day Care Children implemented
by the Department of Social Welfare and Development (DSWD), and last is the implementation of
our Catholic Church about our religion. These three (3) community outreach program served the
The NSTP program hopes to develop and implement an NSTP curriculum that is
responsive to the needs and aspirations of the communities especially those dedicated to
morale of the people as well as those who answers to the call of volunteerism and amenity the
team had decided to choose Barangay San Mateo as the adopted community for the following

1. Proximity of the Area – since most of the team members are hailing from San Pablo

Description of the Benefits of the Community Service Project to the Baranggay and Team
Virtuous
One of the result in doing community service project in the baranggay was volunteerism
and project in the baranggay was volunteerism and bayanihan exist. Our presence became the
initiator on conducting community service and seive as a signal to the individuals in barangay
who willingly help in doing the projects with the help of barangay officials. Citizens nowadays who
are willing to give their time, talent, effort and even resources without any monetary
considerations.
Satisfaction was the first benefit that the group get from community service project in having
assistance into the lives of others and making difference in barangay. Sharing one's time and
talents through activities might be solve problems, strengthen relationship with others and
A better vision of leadership and team cooperation were insightfyl. A good leader is a good
follower, saying that the leader must follow too not just only directing others. An objective without
helping together will be hardly achieved or worst cannot be done at all. Being united made any
task easy and effective. Many people didn't realize of benefiting to volunteerism in community
service project is enhancing their own skills. Others was shy and unsociable, but with the help of
the program, they over came their feat and developed their social skills and can be flexible to
other's attitude and behavior and able to talk to someone even a total stranger. One's quote said
"No man is an island". Everybody needs to have someone to exist. Through the project it helped
developing one's mind and heart. It also transform one person to a better version of themselves.
Doing this project was like hitting two birds in one stone, developing the community while
The team was organized based on the decisions of the learners themselves with the
guidance of the adviser. The team was first headed by Marinel M. Nicol as the leader and with
Crsitelle S. Bonaobra as assistant leader. Later on, they exchanged positions. Leader was in
charge of the planning of activities while the Assistant Leader was charged for organizing the
events. Members of the team with respective responsibilities were described on the
Organizational Chart of the team. The team’s name was unanimously conceived and chosen.
All activities set for the barangay was approved by the learner’s adviser and the
Barangay Captain. Signage/billboard was created signifying Barangay Quipot as the adopted
and others were prepared and presented. Memorandum of Agreement (MOA) between Team
Virtuous represented by the team leader and Sangguniang Barangay of San Mateo
represented by Barangay Captain was drafted, checked, approved and notarized for it to be
binding and forceful. During the implementation of all activities, Barangay Officials were in
attendance.

C. Impact Goals for the Beneficiaries
The goal of Team Virtuous for the beneficiaries of the clean and green
approach that would create green zones in the polluted neighborhoods to helps
our self first, we must be responsible to our garbages. Having a proper waste
disposal and segregation is one simplest way that we can do. Recycling is a
good process that reuses materials so that it won’t be wasted and cause waste.

Chapter 7 and Table 7 represents the frequency and percentage distribution of the economic
equivalent of 54% are respondents whose source of income are unique from what were listed. It
was followed by vendors with a frequency of 16 or an equivalent of 23%. Next is that the
respondents are employed under the category of construction with a frequency of 8 or 12%. Then
the table shows that a frequency of 4 or 6% of the respondents are office workers. The least is

Chart 8 and Table 8 reveals the frequency and percentage distribution of the
respondents’ preferred nature of community work. The top three (3) emerging
type of community service project deemed necessary by the respondents are
clean and green program, nutrition/family planning program and sports program
having the percentage of 39%, 25% and 16% respectively. These three

During the Clean and Green Program, the residents were venerated by
the first program of the learners. They now have a clean surrounding especially
on the basketball court because it became one of the target place for us to
exhibit our community service. Also it became as a triggering point for the
residents near the area to be responsible for their own trash and that they
somehow reflects the whole residents of the barangay for what can be seen
reflects the whole community at large. Another target place that we were
assigned to clean is the drainage along the road of San Mateo for it can be seen
that the water does not flow accordingly. So that after cleaning the drainage with
the Barangay Chairman, the residents were now satisfied because of the
continuous flow of the drainage, the Chairman gave warning for those who will
throw garbage on the drainage especially the jeepney drivers who spent their
food. The service providers were able to put smiles on the faces of everyone
involved because of the joy and satisfaction brought by the program. The parents
were pleased because of the healthy food that their children ate and they were
advised that they should be careful on what food their children are going to eat
because not all food are necessary for the health of the children.
The last program that we conducted was the Sports Program wherein the
assistance of the learners to have a successful league. They were all excited
during the league’s peaceful basketball league. They adhere strictly with the
policies and procedures and so that the opening did happen as planned. They
were also reminded by the rules and regulation inside and outside the court to

Based on the findings of the survey, the learners arrived at the following
conclusions:
