PARKING RESOLUTION UPDATE INFORMATION


January 30, 2020

PARKING UPDATES:

Because of the size and nature of Wellington Community Association, we have determined that there is no “one-size-
fits-all” policy or assignment that will work for every section of the community. The Board of Directors will consider
proposed parking policies/assignments on a case-by-case basis. If you feel there is a parking issue in your section,
please read below for steps on submission to the Board.

1. Owner must create and circulate a petition for a specific policy/assignment/solution for their section. (1
reserved space per Lot, 2 reserved spaces, etc.)
2. A map showing the sections of the community is provided to aid in this process.
3. Once the petition has been signed by at least 20% of the Lot Owners in that section, it can be submitted to the
Community Manager at tvasicek@wellingtonca.org.
4. The management office and Board will then organize a referendum vote and meeting for all owners in the
section to vote yay or nay on the proposed policy.
5. If a majority (at least 51%) of owners in the section approve the proposed policy, management will review the
policy with legal counsel and the Board, to ensure it is legally sound, and not cost prohibitive or unable to be
administrated.
6. Upon completion of this review, if the policy is sound, it will be formally adopted by the Board for the section
in question.

Additionally, after consulting with the Association’s Legal Counsel, the Board has approved the following changes to
the parking policy to alleviate the parking issues faced within the community.

1. Condominium vehicles are prohibited from parking on the Association’s private townhome streets and
parking areas. These spaces are reserved for townhome owners who are paying additional Association
fees for private street repair and maintenance as part of their Association Dues.

2. “Unmoved Vehicles” have been defined in the policy and the time limit for “Unmoved Vehicles” has
been established as 7 days. If you have special circumstances, such as an out-of-town trip or a
deployment which requires your vehicle to be left in common area parking without moving for longer
than 7 days, please contact the office in advance to request an exemption. It is the vehicle owner’s sole
responsibility to notify the office of special circumstances. If no communication is received from the
vehicle owner, the vehicle will be subject to towing.

A copy of the updated Parking/Vehicle Policy Resolution is enclosed. Please retain this document for your records.

IMPORTANT DESIGN STANDARDS RESOLUTION UPDATE INFORMATION

DESIGN STANDARDS (formerly: DESIGN STANDARDS AND GUIDELINES) UPDATES:


Periodically, the Wellington Architectural Review Committee (ARC) must make changes to the Design Standards of
the community. As these changes accumulate, the document grows. In 2019, the ARC spent countless hours
incorporating these changes into the document, reviewing the existing language and standards, and revising. This goal
of this effort was to craft an updated document which is modernized, easier to read and understand, and contains all
ARC and Design Review information pertinent to the community. These updated guidelines were then submitted to
the Board of Directors, and the Association’s Attorney for final review. Upon receipt of approval from the attorney,
the Board of Directors motioned to approve the updated Design Standards at the January 21, 2020 meeting. The motion
passed unanimously.

As such, the updated, approved Design Standards have been included in this mailing. Please read the document in its
entirety to ensure you are familiar with any changes which pertain to you or your Lot.

As a courtesy, the office has included several of the notable changes, below. This list is not in any way comprehensive
and is provided for convenience, as changes were made to nearly every section of the document.

1. On February 19, 2019, the Board of Directors repealed the addition of paddock style fences to the Design
Standards. Therefore, all single-family home fences must be split-rail style. This change has been
incorporated into the updated Design Standards. Existing paddock style fences have been “grandfathered” and
may remain until the home is sold or the fence needs to be replaced, whichever comes first.

2. Sections on GARDENS and POTS were added. The section on WIND CHIMES was removed as wind chimes
fall under the category of EXTERIOR DECORATIVE OBJECTS.

3. Wellington Community Association enforces the City’s and County’s 20% canopy requirements by mandating
all trees that are removed by the owner be replaced. Per the updated Design Standards, if an owner wishes to
remove trees from their Lot but does not wish to replace those trees, a study from certified arborist must be
presented alongside the application. The study must attest that the Lot will still maintain 20% tree canopy
coverage in accordance with the City design standard (DCSM) WITH the proposed removal of the tree(s) in
question. An application can only be approved if the tree canopy requirements have been met either by 1-1
replacement ratio, or through arborist certification using the Manassas City or Prince William County design
standard.

4. The document is now numbered by line, rather than section, for ease of reference.

A copy of the updated Design Standards, which supersedes all previous versions, is enclosed. Please retain this
document for your records and refer to it when planning any repairs, changes or additions to your Lot.
