2 Overview

Based on IMSI for Multiple Operators are both enabled, the SPID-based priority information for a
specific UE is used preferentially. When SPID-based dedicated priority information is unavailable,
IMSI-based dedicated priority information is used.
2.2 Background
Assume that operators A and B belong to the same country or area, and they have signed a
roaming agreement. According to this agreement, UEs belonging to operator B can roam to
and use the UMTS network of operator A, but they cannot use the GSM and LTE networks of
operator A. Operator B requires that its UEs preferentially select the GSM or LTE network of
its own when the UEs return to GSM or LTE from the UMTS network of operator A.
Therefore, the Mobility Management Based on IMSI for Multiple Operators feature needs to
be configured for the networks of operator A.
2.3 Introduction
The Mobility Management Based on IMSI for Multiple Operators feature classifies UEs
belonging to different operators into different groups based on IMSI number segments.
Diversified UMTS-to-GSM/LTE mobility management policies can be flexibly customized
for UE groups of different operators. Such policies include UMTS-to-GSM/LTE camping
policy in idle mode, UMTS-to-LTE mobility management policy in connected mode. These
policies enable UEs belonging to different operators preferentially to return to the GSM/LTE
network of their affiliated operators from a UMTS network.
2.4 Benefits
This feature enables multiple operators to share a UMTS network through roaming. With this
feature, each UE can preferentially return to the non-shared GSM or LTE network of its
HPLMN from the UMTS network, thereby improving user experience.
3 Technical Description
3.1 Introduction
The Mobility Management Based on IMSI for Multiple Operators feature includes the
following functions:
The implementation of this feature is as follows: IMSI number segments are configured. That
is, users of different operators are classified into different groups based on the IMSI number
segments. In this way, operators can use the IMSI number segments to make flexible service
management policies for UEs. In each service management policy, an operator can configure
information such as the UMTS/LTE frequency dedicated priority and dedicated priority of a
GSM cell group. For details, see 3.2 IMSI Number Segment Configuration and UE
Service Policy Configuration.
This feature needs the support of the CN, RAN, and UEs. The following table describes the
functions of each NE and the UE.

procedures: attach, LAU, RAU, CS service setup, PS service setup, and
service migration.
l The SRNC sends a RADIO LINK SETUP REQUEST message to the
DRNC, carrying the IMSI of a UE.
l The RNC broadcasts information, such as the absolute priorities of
GSM cell groups and UMTS/LTE frequencies as well as level
thresholds for cell reselections, in the system information block 19
(SIB19).
l After obtaining the IMSI of a UE, the RNC sends the dedicated
priorities of the GSM cell group and UMTS/LTE frequency to the UE
through a UTRAN MOBILITY INFORMATION message.
l The RNC performs mobility management based on the IMSI of a UE.

NOTE
l Frequencies served by different modes cannot be configured with the same priority, in respective of
the absolute or dedicated priority of the GSM/UMTS/LTE frequency.
l The Dedicated Priority Information IE in the UTRAN MOBILITY INFORMATION message only
carries the dedicated priority of the GSM/UMTS/LTE frequency, instead of the cell reselection level
threshold. Therefore, the UE also needs to obtain the cell reselection level threshold of each
frequency from SIB19 after obtaining the dedicated priority of the GSM/UMTS/LTE frequency from
the UTRAN MOBILITY INFORMATION message. The RNC must broadcast the frequency carried
in the UTRAN MOBILITY INFORMATION message to the UE in the SIB19.
The following figure shows the IMSI-based mobility management process in idle mode on the
RNC side.
NOTE
As specified in 3GPP protocols, the RNC can obtain the SPID of a UE from the PS CN only. When both
SPID-based mobility management and IMSI-based mobility management are enabled, the RNC only
uses the SPID and IMSI provided by the SGSN, and does not use the IMSI provided by the MSC.
In the preceding process, the RNC determines whether the SPID-based dedicated priority and
IMSI-based dedicated priority are available based on the following conditions:
l When all the following conditions are met, the SPID-based dedicated priority is
available:
– SPID-based mobility management is enabled: HO_SPID_MM_SWITCH under
HoSwitch1 (BSC6900, BSC6910) is selected.
– The RNC obtains the SPID of the UE.
– The SPID of the UE is configured with RatFreqPriorityGroupId (BSC6900,
BSC6910) and other related parameters.
– The dedicated priority set of the UMTS/LTE frequencies specified by
RatFreqPriorityGroupId (BSC6900, BSC6910) is not an empty set.
NOTE
For how the RNC obtains the SPID of a UE and related data configuration, see Flexible User
Steering Feature Parameter Description.
l When all the following conditions are met, the IMSI-based dedicated priority is
available:
– IMSI-based mobility management is enabled: HO_IMSI_MM_SWITCH under
HoSwitch2 (BSC6900, BSC6910) is selected.
– The RNC obtains the IMSI of the UE.
– The IMSI of the UE is included in the IMSI number segment specified by
ImsiGrpIndex (BSC6900, BSC6910).
– The IMSI number segment covering the IMSI of this UE is configured with
RatFreqPriorityGroupId (BSC6900, BSC6910) and other related parameters.
– The dedicated priority set of the UMTS/LTE frequencies specified by
RatFreqPriorityGroupId (BSC6900, BSC6910) is not an empty set.
In the preceding process, the RNC determines the UE capability based on the following
conditions:
l If the UE multi-mode/multi-RAT capability IE in the RRC CONNECTION SETUP
COMPLETE message carries "Support of E-UTRA FDD", the UE supports LTE FDD.
l If the UE multi-mode/multi-RAT capability IE in the RRC CONNECTION SETUP
COMPLETE message carries "Support of E-UTRA TDD", the UE supports LTE TDD.
l If the UE multi-mode/multi-RAT capability IE in the RRC CONNECTION SETUP
COMPLETE message carries "Support of GSM" and the value of "Support of GSM" is
"1", the UE supports GSM.
l If the RRC CONNECTION SETUP COMPLETE message carries "Support for absolute
priority based cell re-selection in UTRAN", the UE supports UTRAN cell reselection
based on absolute priorities.
In the preceding process, the UE performs UMTS-to-GSM/UMTS/LTE cell reselection in
different methods. Details are as follows:
l Method 1: The UE performs cell reselection using the SPID-based dedicated priority.
For SPID-based mobility management in idle mode, see Flexible User Steering Feature
Parameter Description.
l Method 2: The UE performs cell reselection using the IMSI-based dedicated priority.
Based on the UE capability, the RNC sends the UTRAN MOBILITY INFORMATION
message to the UE, carrying the dedicated priorities of the GSM cell group and
UMTS/LTE frequency corresponding to the IMSI number segment covering the IMSI of
the UE. The RNC delivers different information in the Dedicated Priority Information IE
If the dedicated priority of the UMTS frequency in the UTRAN MOBILITY INFORMATION
message is the highest, UMTS-to-LTE fast cell reselection does not take effect. For details about
UMTS-to-LTE fast cell reselection, see Interoperability Between UMTS and LTE Feature
Parameter Description.

The following figure shows the IMSI-based UMTS-to-LTE mobility management process in
connected mode on the RNC side.

In the proceeding process, the RNC uses the same methods to determine whether the SPID-
based dedicated priority and IMSI-based dedicated priority are available as those used in the
IMSI-based mobility management process in idle mode. For details, see section 3.3 IMSI-
based Mobility Management in Idle Mode.
In addition, the RNC selects frequencies using different methods in different situations, and
the UE performs the UMTS-to-LTE PS redirection or handover using the current mechanism.
The RNC uses the following methods to select frequencies:
l Method 1
The RNC selects frequencies using the method in SPID-based mobility management in
connected mode. For details, see Flexible User Steering Feature Parameter Description
and Interoperability Between UMTS and LTE Feature Parameter Description.
l Method 2
The RNC selects frequencies based on the basic process of the UMTS-to-LTE PS
redirection or handover, without considering the SPID-based dedicated priority and
IMSI-based dedicated priority. For details, see Interoperability Between UMTS and LTE
Feature Parameter Description.
l Method 3
The RNC selects LTE frequencies in the measurement control message for the
measurement-based UMTS-to-LTE PS redirection or handover, and selects LTE
frequencies in the RRC CONNECTION RELEASE message for the PS blind
redirection, using the same method considering the IMSI-based dedicated priority. For
details, see Interoperability Between UMTS and LTE Feature Parameter Description.
l Method 4
In cross-Iur scenarios, the RNC selects LTE frequencies using the IMSI-based dedicated
priority in the UMTS-to-LTE PS redirection based on the neighboring cell measurement.
Details are as follows:
a. The SRNC sends a RADIO LINK SETUP REQUEST message to the DRNC,
carrying the IMSI of a UE.
b. When the IMSI-based dedicated priority is available on the DRNC, the DRNC
sends frequencies of neighboring LTE cells to the SRNC in descending order of the
IMSI-based dedicated priority. The DRNC only sends frequencies with
U2LConnTargetFreqInd (BSC6900, BSC6910) in RatFreqPriorityGroupId
(BSC6900, BSC6910) corresponding to the IMSI of the UE set to TRUE. If any
one of the preceding conditions is not met, the DRNC does not consider the IMSI-
based dedicated priority.
c. When HO_IUR_U2L_REDIR_SWITCH under HoSwitch1 (BSC6900,
BSC6910) is selected and
HO_U2L_REDIR_BASED_ABSOLUTE_FREQ_SWITCH is not selected, the
SRNC chooses at most four LTE FDD frequencies and at most four LTE TDD
frequencies in descending order of the IMSI-based dedicated priority. The SRNC
chooses these frequencies from the frequencies for neighboring LTE cells sent from
the DRNC with U2LConnTargetFreqInd (BSC6900, BSC6910) set to TRUE and
supported by the UE. Then, the SRNC sends these LTE frequencies to the UE in a
MEASUREMENT CONTROL message. If any one of the preceding conditions is
not met, the SRNC does not send these LTE frequencies in the MEASUREMENT
CONTROL message.

The following figure shows the IMSI-based UMTS-to-LTE fast return process on the RNC
side.
In the proceeding process, the RNC uses the same methods to determine whether the SPID-
based dedicated priority and IMSI-based dedicated priority are available as those used in the
IMSI-based mobility management process in idle mode. For details, see section 3.3 IMSI-
based Mobility Management in Idle Mode.
In addition, the RNC selects frequencies using different methods in different situations, and
the UE performs the UMTS-to-LTE fast return using the current mechanism. The RNC uses
the following methods to select frequencies:
l Method 1
The RNC selects frequencies using the method in SPID-based mobility management in
connected mode. For details, see Flexible User Steering Feature Parameter Description
and Interoperability Between UMTS and LTE Feature Parameter Description.
l Method 2
The RNC selects frequencies carried in the RRC CONNECTION RELEASE message
based on the basic process of the UMTS-to-LTE fast return, without considering the
SPID-based dedicated priority and IMSI-based dedicated priority. For details, see
Interoperability Between UMTS and LTE Feature Parameter Description.
l Method 3
In the UMTS-to-LTE fast return function for a CSFB user, the RNC selects LTE
frequencies for the RRC CONNECTION RELEASE message considering the IMSI-
based dedicated priority. For details, see Interoperability Between UMTS and LTE
Feature Parameter Description.
In the UMTS-to-LTE fast return function for a CSFB user or an SRVCC user, the RNC
selects LTE frequencies for the Measurement Control message considering the IMSI-
based dedicated priority. For details, see Interoperability Between UMTS and LTE
Feature Parameter Description.
l Method 4
The RNC selects LTE frequencies using the IMSI-based dedicated priority in cross-Iur
scenarios. Details are as follows:
a. The SRNC sends a RADIO LINK SETUP REQUEST message to the DRNC,
carrying the IMSI of a UE.
b. When the IMSI-based dedicated priority is available on the DRNC, the DRNC
sends frequencies of neighboring LTE cells to the SRNC in descending order of the
IMSI-based dedicated priority. The DRNC only sends frequencies with
U2LConnTargetFreqInd (BSC6900, BSC6910) in RatFreqPriorityGroupId
(BSC6900, BSC6910) corresponding to the IMSI of the UE set to TRUE. If any
one of the preceding conditions is not met, the DRNC does not consider the IMSI-
based dedicated priority.
c. The RNC selects frequencies using different methods depending on whether the
UMTS-to-LTE fast return is based on LTE measurement.
For the non-measurement-based UMTS-to-LTE fast return for CSFB users, when
HO_UMTS_TO_LTE_FAST_RETURN_SWITCH and
HO_IUR_U2L_FAST_RETURN_SWITCH under HoSwitch1 (BSC6900,
BSC6910) are selected, the SRNC chooses at most four LTE FDD frequencies and
at most four LTE TDD frequencies with priorities higher than those of the UMTS
serving cell. The SRNC chooses these frequencies in descending order of the IMSI-
based dedicated priority from the frequencies for neighboring LTE cells sent from
the DRNC with U2LConnTargetFreqInd (BSC6900, BSC6910) set to TRUE and
supported by the UE. Then, the SRNC sends these LTE frequencies to the UE in an
RRC CONNECTION RELEASE message. Otherwise, the SRNC does not send
these LTE frequencies in the RRC CONNECTION RELEASE message.
For the measurement-based UMTS-to-LTE fast return for CSFB users or SRVCC
users, when HO_UMTS_TO_LTE_FAST_RETURN_SWITCH and
HO_IUR_U2L_REDIR_SWITCH under HoSwitch1 (BSC6900, BSC6910) are
selected, the SRNC chooses at most four LTE FDD frequencies and at most four
LTE TDD frequencies with priorities higher than those of the UMTS serving cell.
The SRNC chooses these frequencies in descending order of the IMSI-based
dedicated priority from the frequencies for neighboring LTE cells sent from the
DRNC with U2LConnTargetFreqInd (BSC6900, BSC6910) set to TRUE and
supported by the UE. Then, the SRNC sends these LTE frequencies to the UE in a
MEASUREMENT CONTROL message. Otherwise, the SRNC does not send these
LTE frequencies in the MEASUREMENT CONTROL message.

6.3.1 RF Planning
It is recommended that the same mobility management policy be configured for same users
among different RNCs. That is, the same IMSI-based dedicated priority is configured among
RNCs.
If different mobility management policies with IMSI-based dedicated priorities are configured
among RNCs:
l The RNC sends the Dedicated priority information IE through the UTRAN MOBIITY
INFORMATION message based on related configurations on the SRNC in cross-Iur
scenarios.
l It is recommended that different LACs be planned among RNCs so that the UE can
obtain the latest mobility management policy from the location area update and routing
area update procedures when the UE moves from one RNC to another.

For details about how to activate the license, see License Management Feature Parameter
Description.
If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary and
secondary operators according to the value of "License Allocation for Multiple Operators".
Method 1: It is recommended that the license allocation proportion of a feature be consistent
with that of the capacity license item "Voice Erlang-Erlang". The licensed values can be set by
running the SET LICENSE command. If the FeatureResAssignMode parameter in this
command is set to AutoAssign, the licensed values are automatically allocated among the
primary and secondary operators. If the FeatureResAssignMode parameter in this command
is set to ManualAssign, you also need to specify the related license parameters to implement
manual license allocation.
Method 2: It is recommended that the license allocation proportion of a feature be consistent
with that of the capacity license item "PS throughput only-kbps". The licensed values can be
set by running the SET LICENSE command. If the FeatureResAssignMode parameter in
this command is set to AutoAssign, the licensed values are automatically allocated among the
primary and secondary operators. If the FeatureResAssignMode parameter in this command
is set to ManualAssign, you also need to specify the related license parameters to implement
manual license allocation.
Others
l The CN must be able to provide the IMSI of a UE to the RNC through the COMMON
ID and RELOCATION REQUEST messages.
l UEs must comply with 3GPP Release 8 and later, and can perform priority-based
UMTS-to-GSM, UMTS-to-UMTS, and UMTS-to-LTE cell reselections based on the
"Dedicated Priority Information" IE in the UTRAN MOBILITY INFORMATION
message.
6.4.3 Precautions
l Any two of the following priorities must be different from each other: absolute priority
of a UMTS serving cell, absolute priority of an inter-frequency UMTS frequency,
absolute frequency of an LTE frequency, and absolute priority of a GSM cell group.
l Any two of the following priorities must be different from each other: dedicated priority
of a UMTS frequency, dedicated priority of an LTE frequency, and dedicated priority of
a GSM cell group.
6.4.4 Activation
Step 1 Run the RNC MML command ADD UCELLSELRESEL or MOD UCELLSELRESEL,
and configure the absolute priority of the UMTS serving cell and related information about
cell selection and reselection.
NOTE
The absolute priority of the UMTS serving cell must be different from the absolute priority of the LTE
frequency or that of the GSM cell group in the SIB19.
Step 2 Run the RNC MML command ADD UCELLSIBSWITCH or MOD UCELLSIBSWITCH,
and select SIB19 under SIB Switch.
The absolute priority for the LTE frequency in the SIB19 must be different from the absolute priority of
the UMTS frequency or that of the GSM cell group.
Step 4 Configure the absolute priority for the inter-frequency UMTS frequency in the SIB19.
