OL to UL

Condition: L >= LOL + LOLHYTST

where, L = BSTXPWR - [ RxLev + FBOFFS]

Condition RxLev (dBm) = -86

MS should be in: OL
Description: It mean, if the MS current RxLev is WORST than -86
