1. GENERAL
1.1 Scope of Document

This technical specification outlines the minimum requirements for the design,
fabrication, assembly, inspection and testing of Light and Power Distribution Panels
for the Oyu Tolgoi copper-gold mine, surface and underground.
The mine is located in the South Gobi region of Mongolia, approximately 550 km
south of the capital, Ulaanbaatar, and 80 km north of the Mongolia-China border.
This specification shall be read in conjunction with applicable codes and standards
together with the applicable scope of work, project specifications, data sheets,
drawings and attachments.
1.2 Safety

The electrical engineering of both the underground and surface mine and related
facilities shall follow the philosophy of “Safety by Design” such that any health or
safety risks are identified and mitigated where practicable by elimination during the
project engineering phase. Electrical safety requires special consideration
underground due to the harsh environment, heavy use of portable equipment and
the inherent challenges in maintaining an effective earthing system.
The primary engineering directive shall be to follow the highest standard of safety
while providing an efficient, cost effective, reliable and robust design.
1.3 Definitions

Commonly used definitions and abbreviations found in this document are listed
below:

2. CODES AND STANDARDS


2.1 Codes and Standards

Equipment design, manufacture, installation, inspection and testing shall comply with
applicable Mongolian laws, acts, regulations, codes and standards.
Equipment shall be in accordance with IEC standards. Where the requirements of
Mongolian codes and standards exceed those of IEC, the most stringent shall
prevail.
The latest editions of the following regulations, codes and standards as applicable
shall govern all work.

Where equipment requirements are not covered by the above standards or


equipment is manufactured to standards other than those above, it shall be the
responsibility of the Supplier to list the applicable standards and to prove that the
equipment is at least equal to the above standards.
The Supplier shall be knowledgeable of the applicable regulations, codes and
standards.
2.2 Related Specifications

In addition to the above codes and standards, the following project


specifications shall apply to the equipment design, manufacture installation,
inspection and testing, as applicable.

2.3 Resolution of Conflicts

In the event of a conflict between this specification and any requirements of statutory
regulations, referenced codes or standards, the more stringent shall be used, where
there is doubt the following order of precedence shall apply:

 Mongolian codes, standards and legislation.

 Referenced Codes and Standards.

 Project technical specifications and data sheets.

 General Project Specifications


Conflicting requirements shall be referred to the Company or its authorised
representative for resolution.

3. GENERAL REQUIREMENTS
3.1 Standard Units and Language

a) All quantities and definitions shall be expressed in metric units in accordance


with the SI system.
b) The primary language for all information, data and documentation during the
engineering phase of the project will be in the English language.
c) All safety signage and equipment labels shall be bilingual, including both
Mongolian and English translations.
d) Final design drawings shall be bilingual, including both Mongolian and English
translations.
3.2 Service Life

a) All equipment shall be designed for a service life of at least 30 years.


Deviations from this design life shall require approval by the Company.
b) Equipment design and selection shall be based on continuous operation of
plant twenty-four (24) hours a day, three hundred sixty-five (365) days a year.

3.3 Site Conditions

a) Distribution panels shall be specifically designed and constructed for


continuous operation in a severe industrial mining environment and shall be
capable of operating successfully under the specified site conditions where
climatic extremes are experienced at the given site altitude.
b) Distribution panels will be installed in either clean environments (air
conditioned and pressurised) or non-controlled mining areas where there is
direct exposure to dust, humidity, water spray and varying ambient
temperatures. The distribution panel enclosure shall be designed for suitable
protection for the indicated installation environment.
c) Refer to project specification 0000-00-DCR-0001, General Site Conditions
document and data sheets for site conditions.
3.4 Equipment Approvals

a) Distribution panel board assemblies shall be approved by an accredited third


party testing agency such as the Underwriters Laboratories (UL/ULc). Other
internationally recognised testing agencies may be acceptable with the
Company’s written permission.
3.5 Scope

a) This specification outlines the minimum requirements for the selection, supply
and testing of distribution panels used to power lighting, receptacles and other
miscellaneous circuits onsite.
b) The distribution panels shall be completely factory assembled, ready for
installation and field connections, and shall consist of, but not be limited to the
following items:

 Heavy duty chassis and enclosure.

 Circuit Breakers.

 Accessories.
c) Specific requirements for each distribution panel will be provided on the
attached panel schedules and data sheets as part of the request for quotation.
d) Compliance with this specification shall not relieve the Supplier from the
responsibility of providing equipment and accessories of proper design,
materials and workmanship to meet the required design conditions.
3.6 Preferred Equipment

a) The manufacturers and models of equipment shown in specification


0000-65-LST-1102 Preferred Electrical, Instrumentation and Controls
Equipment List, have been selected with the intent of standardisation
within operations.

b) Equipment listed is recognized as providing a level of quality and


features that conform to general design requirements however for
specific project applications it is recognised use of alternative equipment
may result in HSE, technical or economic benefit. Use of other equipment
may therefore be permitted but only with specific prior approval of the
Company where some benefit can be demonstrated.

4. BASIC CONSTRUCTION
4.1 General

a) AC distribution panels shall be installed in an electrical system with the


following characteristics:

 Rated voltage 400 V

 Service voltage 400/230 V

 Frequency 50 Hz

 Number of phases 3

 Neutral Solidly earthed

 Auxiliary voltage 230V 50 Hz


b) DC distribution panels shall be installed in an electrical system with the
following characteristics:

 Rated voltage 24 Vdc or 110 Vdc to suit


Panels design shall be similar to that for AC panels with the exception that all
equipment shall be suitable for switching DC power.
c) Each distribution panel will be designed according to its attached panel
schedule which will indicate main and branch circuit ratings, circuit
descriptions, installation location, equipment number and other pertinent
information.
d) The distribution panel including all individual components / materials forming
part of the system shall be suitable for continuous operation without
maintenance, inspection, replacement of any wearable parts or disassembly of
the distribution panel, which requires de-energizing.
e) The assembly shall be suitable to form part of a system with coordinated
insulation values in accordance with IEC 60664-1, having over voltage
category IV unless otherwise specified in the data sheet and shall be type
tested accordingly.
f) The main busbars shall be rated for the nominal current over the entire length
of the assembly and shall not be rated lower than the main incoming unit.

4.2 Enclosure and Degree of Protection

a) Distribution panels shall be completely enclosed, self-supporting, and suitable


for floor or wall mounting in single or multi-box type structures.
b) Enclosure material, finish, roof design and IP rating shall be in accordance with

4.3 Protection Against Electric Shock


a) All distribution panel components requiring maintenance shall be easily
accessible from the front only.
b) All live parts inside the assemblies, including terminals of equipment mounted
on compartment doors, shall have a degree of protection of at least IP 20.
4.4 Short Circuit Protection and Short Circuit Withstand
a) Distribution panels shall be designed and constructed to withstand the
dynamic and thermal stresses resulting from short-circuits having a duration
and magnitude as specified on the data sheets.
4.5 Accessibility

a) A free space of minimum 0.2 m shall be available between the lowest panel
component(s) (e.g., cable termination, switch, push button, indication light,
measuring apparatus) and the floor of the assembly.
b) The maximum height of components in the assembly shall not be more than
2 m above the floor level.

4.6 Cooling

a) For the assemblies only natural cooling shall be applied. Ventilation openings
shall not be used.
4.7 Internal Separation of Assemblies

a) Partitions or barriers shall be provided in the assemblies to obtain, a minimum,


Form 2b separation of compartments (Supplier shall confirm at the quotation
stage). No separation of functional units by barriers or partitions is required,
provided the live parts inside the cubicle have a degree of protection of at least
IP 20.
b) Operational activities such as switching/resetting MCBs shall be possible
without removing the IP 20 protection.
4.8 Terminals for External Conductors

a) Terminals shall be suitable for copper conductors.


b) In view of the substantial cable derating that is normally applied, adequate
terminals and termination space shall be provided for the main cabling (refer to
data sheets and/or distribution panel schedules attached to the material
requisition).
c) For bus wiring and outgoing circuits, individual terminals shall be provided for
each external connection.
d) Terminals shall be identified in accordance with the related wiring diagrams.
e) Assemblies shall have facilities for the entry of cables from below. Cable
entries, support facilities for cable clamping, and earthing facilities shall be
provided suitable for the type, size, and number of cables specified.

5. EQUIPMENT
5.1 Enclosure Construction
a) Enclosure shall be constructed with the following:

 An external outer door secured with a padlockable handle.

 An inner removable escutcheon to shield all live components.

 A bottom entry gland plate constructed from 3mm brass or stainless


steel.

 Floor mounted panels shall be provided with a 350mm high mounting


plinth.

 Wall mounted panels shall have a minimum of four mounting points


(external lugs preferred) provided for each panel, arranged to enable

installation without removing internal fittings. The mounting points on


panels being located outdoors shall be external to the panel.
b) Doors shall be constructed with the following:

 Lift off hinges, chromium plated, brass block type with stainless steel
pins.

 Have three hinges on doors ≥ 1800 mm high.

 Have a single handle on each door with three point latching for doors
greater than 1000 mm high.

 Handles shall be chromium plated, brass lock type and padlockable.

 A neoprene gasket secured in a metal channel.

 An earth strap connecting the door to the panel frame or earth bar.

 Have a circuit schedule holder on the inside of the door.

 The outer door shall be able to be fully closed with minimum of six circuit
breaker padlocks in place.
c) Escutcheons shall be constructed with the following:

 Escutcheons shall effectively shroud all live parts when outer door of
panel is open.

 Openings for projection of switchgear, handles, control switches,


indicators etc. No equipment shall be mounted on removable
escutcheons.

 Opening of escutcheon shall not be impeded by any circuit breaker


locking devices.

 Have fillers covering any unused pole places.

 Be removable via lift off hinges and be secured with captive screws
requiring a tool to open.

 An internal transparent cover shall be fitted over the main incoming cable
connections to the main isolator to prevent inadvertent contact when the
escutcheon is removed.
5.2 Bus and Chassis Design

a) Chassis shall be designed for 24, 48 or 72 single pole spaces as shown on the
panel schedules.
b) The distribution panel shall be designed for a three phase four wire type TN-S
power system with separate neutral and earth busbars.
c) The phase bus bars shall be vertically aligned, rigidly supported, tin-plated
copper sized to limit temperature rise on all current carrying components in
accordance with IEC standards.

d) Busbars supports shall be of insulated materials, non-combustible and


humidity resistant.
e) The phase bus bars shall have a continuous ampacity as specified on the
panel schedules and in any case shall not be less than the current rating of the
incoming protective device.
f) Distribution panels shall have an incoming isolator or circuit breaker, as shown
on the panel schedules, to provide isolation for the panel.
g) All protective devices shall be bolt-on design. Outgoing Branch circuit
conductors will terminate directly to the protective devices.
h) The distribution panel chassis shall have a minimum short-circuit withstand
rating as specified on the panel schedules and data sheet.
5.3 Busbar System

Busbars shall meet the following requirements:


a) Be manufactured from high conductivity hard drawn copper, air insulated, with
phase coloured PVC sleeving for mechanical protection.
b) Busbar branches for circuit breaker connection shall be plated copper to
ensure optimal connection and contact surface.
c) Have a current rating (inclusive of all de-ratings) as specified in the schedules.
d) Have adequate thermal and mechanical fault rating verified by type test with
certificates provided.
e) Have minimum clearances as follows:

 Phase to earth 15 mm.

 Phase to phase 19 mm.


f) Be supported directly from the mounting pan and not exert any stress on
equipment under normal operation or fault conditions.
g) Be used for all line connections to circuit breakers.
h) Be yellow/green/red from front to back or from top to bottom when viewed from
the front of distribution panel.
i) Where double-pole circuit breakers are required to be connected to active and
neutral, a three-phase and neutral busbar circuit breaker chassis designed for
two pole breakers shall be provided.
j) Spring washers shall not be used in electrical connections to busbars.
Belleville washers only shall be used to maintain appropriate pressure on
electrical joints.

5.4 Neutral and Earth Bars

a) The earth bar shall be located in the bottom of the assembly and shall be
easily accessible.
b) The neutral bar shall be insulated from earth.
c) In 3 phase systems carrying a balanced load under normal conditions, the
neutral busbar shall have a cross section of 100 percent of that of the phase
busbars.
d) Bars shall be numbered brass bars sized to suit the required field cable sizes.
e) Bars shall have a number of neutral and earth terminals not less than the
number of circuit breaker chassis poles.
f) All metallic non-current carrying parts of the panel should be bonded together
and connected to the earth bus bar.
5.5 Circuit Breakers

a) The continuous current rating, number of poles and description of each


protective device will be provided in the attached distribution panel schedule.
b) PARAGRAPH DELETED.
c) All circuit breakers shall have thermal and magnetic trip elements unless
designated as non-auto on the data sheets.
d) All protective devices shall be single, double or triple pole quick-make, quick-
break with trip indicating toggle handles.
e) Number of poles for MCBs / MCCBs shall be as defined in the schedules.
f) Selectivity category for branch circuit breakers shall be A as IEC 60947-2.
g) In general, twenty percent spare MCB space shall be provided in each panel.
h) All branch circuits shall be rated for a minimum interrupting capacity of 10 kA
RMS symmetrical.
i) Be padlockable in the OFF position via an integral lockout device to ensure
that circuit breaker remains padlocked in the OFF position if escutcheon is
opened.
j) When specified on the panel schedule or data sheets, handle locks shall be
supplied for circuit breaker handles such that those circuits can be locked in
the “ON” positions (for loads such as emergency lights, exit signs, fire alarm
panels, etc). The handle locks shall not interfere with the trip function of the
circuit breaker.
k) Circuit breaker faceplates shall list current rating, IEC certification standards,
and AIC ratings.
l) Branch circuit breakers must be marked as being approved for switching HID
and fluorescent lighting loads.

m) When specified on the Unless specified otherwise in the panel schedule or


data sheets, MCB residual current circuit breakers (RCBO) shall have the
following additional features be provided to meet the following:

 Be 30 mA sensitivity for lighting and power circuits and 100 mA with an


adjustable time delay for all feeder circuits.

 Be suitable for circuit breaker chassis mounting and busbar connection.

 Switch active and neutral conductors simultaneously. Therefore two (2)


wire circuits will require two (2) pole CBs and four (4) wire 3P+N circuits
will require four (4) pole breakers.

 Be of the core balance type with a built-in toroid coil operating through a
shunt trip on a single or multi-pole circuit breaker.
n) Where earth leakage protection is installed it shall be able to be positively
tested for correct operation including tripping current and operating time. An
earth leakage test socket shall be installed such that a test can be performed
by plugging a portable earth leakage tester into circuits or groups of circuits
such as lighting, package equipment feeders and control circuits. A “Shuko”
Type F E or equivalent socket shall be used for this purpose. A selector switch
shall be used to link the circuit groups for testing, to the RCD test plug point.
5.6 Isolator Switches

a) Isolators shall be fault-make, load-break type complying with IEC Standards.


b) Auto or non-auto circuit breakers may be used as isolators. Where shown on
the schedules, an integral shunt trip coil shall be provided to facilitate the
emergency shut down requirements.
c) Main isolators shall be located at the top of the panel.
d) The distance above ground level of the highest switch shall not exceed 1.5 m.
5.7 Control Relays

a) Control relays for ELV and LV shall have different base/plug-in configurations
to prevent incorrect relays being inserted into the wrong base.
b) DC relays shall be complete with blocking diode and status LED indicator.
5.8 Lighting Distribution Panels

a) Lighting distribution panels shall be supplied with all contactors, relays, timers,
test switches etc., as detailed on the drawings, and fully installed within the
distribution panel enclosure. Where required, equipment shall be provided for
control of lighting and for testing of emergency lighting.
b) Control of exterior lighting will be by either photo-electric cell, electronic timer
or GPS timer as detailed in the data sheets and drawings.

c) Where photo-electric control is used, terminals shall be provided for wiring of


external photo-electric cells to the lighting distribution panel.
d) Contactors for switching lighting circuits shall be 3 pole. Unless specified
otherwise, contactors and relays shall be supplied with coils suitable for
230 VAC.
5.9 Anti-condensation Heaters

a) Where shown on the drawings an internal anti-condensation heater shall be


fitted to the distribution panel.
b) Each heater shall be supplied from a circuit breaker located within the panel
and controlled by an internal thermostat.
c) Heater shall be suitably sized to suit the respective distribution panel.
5.10 Wiring

All internal panel wiring shall meet the following requirements:


a) The connections of incoming and branch cables shall be directly to the
terminals of the respective circuit breakers. Terminal blocks shall only be used
for connection of alarm, signalling or control cables.
b) Internal panel wiring shall be single conductor, multi-strand flexible, minimum
insulation temperature rating 90O, V105 grade PVC.
c) Insulated copper wire complying with IEC Standards, with a minimum size of
1.5 mm2 for control wiring and 2.5 mm2 for power wiring.
d) All wiring shall be terminated by means of suitably sized compression lug
fittings where suitable.
e) Conductor insulation colour code shall be as follows:

6. EQUIPMENT NAMPLATES AND LABELLING


6.1 General Label Requirements

a) All signs and equipment labels shall be provided in both the Mongolian and
English languages.
b) All labels shall be secured via screws, nuts and washers that do not
compromise the panel’s integrity. Phenolic plastic labels with a length of 150
mm and more shall have slotted fixing holes for thermal expansion.
6.2 Nameplates

a) A stainless steel nameplate with black lettering shall be attached to the front of
each distribution panel to indicate the unit’s equipment number as provided on
the attached panel schedule(s). The following format shall be used:

6.3 Equipment Rating Plates

a) A stainless steel rating plate shall be installed on the external front of


enclosures with the following minimal information in addition to any standard
manufacturer data:

 All information required by the applicable IEC standard.

 Manufacturer name and address.

 Equipment identification (model number, serial number, and year of


manufacture).

 Certifying agency markings.


b) All components shall be marked according to Supplier’s standard with their
ratings and all other essential data as required, in accordance with IEC
standards.
6.4 Circuit Labelling

Each circuit of the assembly shall be provided with the following circuit identification
labels.
a) Circuit labels shall be installed on the front and repeated at main and auxiliary
cable terminations if they are not clearly identifiable from the physical layouts.

b) Identification number of the connected equipment or circuit destination


number.
6.5 Labelling

a) Labelling for indoor panels shall be engraved phenolic plastic.


b) Labelling for outdoor panels shall be:

 Engraved phenolic plastic for all internal labels.

 Engraved stainless steel for all external labels.


c) Labelling of the following shall be provided with lettering height shown:

 Danger 400 V (230 V) 25 mm

 Authorised persons only 25 mm

 Source of feed of panel 25 mm


e) Internal labels (functional description)

 Main isolators 6 mm

 Neutral and earth bars 6 mm

 Contactors 6 mm

 Fuses 6 mm
f) A typed circuit schedule, together with a spare, that lists all circuit descriptions
according to the panel schedule, shall be mounted inside the door in a clear
perspex cover. The directory card shall be written in both the Mongolian and
English language.
6.6 Warning Labels

Warning labels shall comply to the requirements and sign details of Oyu Tolgoi HSE
standard notices and signs procedure OT-10-PRC-0005-E and OT HSE standard
notices and signs procedure catalog and samples.xls (excel file) OT- 10-MAP-0005-
D for details.
As a minimum, the warning labels shall be installed at the following locations:
a) Compartments with removable panels or access doors containing voltages
greater than extra low voltage.
b) Where multiple power sources are present within a compartment bilingual
warning label “Multiple Feeds – Isolate Elsewhere Before Opening” shall be
installed to alert personnel of the danger.

7. FINISH
a) All structural work shall be adequately protected against corrosion. Frame
may be of galvanized steel without a further paint coating. Those parts /
covers requiring painting shall be properly pre-treated before the final coat(s)
of oil resistant finishing paint is (are) applied.
b) The equipment shall be painted in accordance with the manufacturer’s
standard for the conditions described in the Technical Data Sheets. Sufficient
touch up paint shall also be included.
c) Unless otherwise specified in the data sheet, all outside surfaces shall be in
accordance with Section 4.2.
d) The cabinet interior shall be white.

8. INSPECTION AND TESTING


8.1 General

a) The Supplier shall be responsible for the testing and inspection of all materials
and work in accordance with this Specification and all applicable codes and
standards, laws and regulations.
b) The Company, or Company’s Representative, shall have all reasonable
access to the work whether it is in preparation or in progress. The Supplier
shall provide proper facilities for such access and for inspection.
c) The Company may appoint a duly authorised inspection authority to witness all
'Hold', ‘Witness’ and ‘Surveillance’ points, and to fully inspect and confirm
export certification of the equipment at, but not limited to, the Supplier's works.
d) The Company reserves the right to witness any tests performed on the
equipment.
e) The Supplier shall provide at least 30 days’ notice to the Company in advance
of testing.
f) The Supplier shall submit to the Company, for approval, a detailed inspection
and test plan.
g) The Supplier shall submit a complete set of certified inspection and testing
results to the Company before the equipment is shipped.
h) All faults occurring during testing shall be repaired by the Supplier at no
additional cost and re-tested.
i) Supplier shall provide all necessary instruments, tools and consumables
required for the proper performance of the tests.

8.2 Works Inspection and Testing

a) The equipment shall be fully shop-assembled to demonstrate correctness of fit


and be shall be tested to ensure proper operation.
b) All critical dimensions shall be verified, functions checked and critical parts
tested for defects to prove the requirements of this specification are met.
c) Routine inspection and tests shall be performed on the total assembly in
accordance with IEC 61439-1 and the Supplier’s normal practice.
d) Requirements to carry out special tests and witnessing of this test by the
Company will be stated on the requisition.
