INTRODUCTION Fall protection is a concept that describes behaviors, systems, processes, procedures, ‘equipment, and rules intended to protect workers from fall hazards. Fall protection doesn’t mean bulky or cumbersome equipment. It doesn’t interfere with work tasks and it doesn’t get in the way of co-workers if you understand the concept and apply it appropriately. PURPOSE Falls are the leading cause and most common serious work-related injuries and deaths in construction, While most people may think falls refer to falls from heights, falls on the same level (due to slips and trip), in open holes, in water or from a vehicle are just as common and just as dangerous. All hazards or situations that could lead to falls must be assessed. As inall cases of hazard prevention, fll protection must start by considering ways to eliminate or reduce the hazard of falling. For example, the installation of guardrails or the use of travel restraint systems may reduce the risk of falling from heights, while good housekeeping can reduce falls on the same level, OSHA requires that fall protection be provided at elevations of four feet in general industry workplaces, five feet in shipyards sx feet in the construction industry and eight feet in longshoring operations. In addition, OSHA requires that fll protection be provided when working over dangerous equipment and machinery, regardless ofthe fall distance. To protect workers or debris from falling into an open hoistway, completely board up or otherwise fully cover hoistway openings. If the hoistway opening is not fully covered, provide overhead protection in the hoistway and guardrails at the opening, Employers must set up the work place to prevent employees from falling off of overhead platforms, elevated work stations or into holes in the floor and walls. SCOPE In the construction industry. It's the employer's duty to prevent falls. The best way to do this is by maintaining a safe work environment through proper fall protection education, ensuring the use of appropriate Personal Protective Equipment (PPE), and thorough training. t's important to teach all workers that just because a task will only take a couple of minutes doesn’t mean you don’t need to wear PPE. PROCEDURE Supervisors or other designated staff must conduct regular inspections to identify slip, trip and fall hazards and to ensure walking and working surfaces are maintained in a safe condition. All areas of a workplace and walking and working surfaces must be kept clean, orderly and in sanitary condition and to the extent feasible, dry. All work performed from elevated surfaces including roofs, building ledges, mobile lift, scaffolding and other work platforms shal be in accordance with this policy and with the following Fall Protection Program Generally, fall protection can be provided through the use of guardrail systems, safety het systems, or personal fall arrest systems. OSHA refers to these systems as conventional fall protection. Other systems and methods of fall protection may be used when performing certain activities. 6.1. Personal Fall Arrest System (PFAS) Are designed to stop a worker from free falling to a lower level. A personal fall arrest system consists of an anchorage, connectors, and a full body harness. Other system components, may include lanyard, a lifeline, and a deceleration device. These components must be used conily for fall protection and not for any other purpose. If the system, or any system component is subjected to a fall, it must be immediately removed from service and cannot bbe used again until a competent person determines it is un damaged. Ropidstee! Travel Restrain System ‘An assembly of components capable of restricting a worker's movement on a work surface and preventing the worker from reaching a location from which the worker could fall Vertical Lifeline ‘Arope or wire that is attached to an anchor. The lanyard of afallarrest system is attached A tothe lifeline. The lifeline extends the reach ofthe lanyard to an appropriate anchor point. An example of alifeline isa 5/8 diameter synthetic rope (polypropylene blend) with a sliced loop and thimble for attachment to an anchor point using a shackle. It ‘must extend to the ground or the lowest point that a worker could access. Exposure to the sun may damage or weaken synthetic lifelines. Ensure that material being considered for lifelines is UV-resistant. ‘There must be a separate lifeline for each worker using a fall-arrest system, Anchor Point Vertical Lifeline - A structure, or a device attached to a structure, which will support a fall- arrest load. A support used in a fall-arrest system must be capable of supporting a static force of at least 8 kilonewtons (1800 Ibs ) without exceeding the allowable unit stress for ‘each material used. Horizontal Lifeline ~ A horizontal lifeline connected horizontally with an anchor point at ‘each end. Because ofits configuration, it may have very high end loads in the event of a {all arrest. Personal Protective Equipment ‘Th Full body harnesses are required. The use of body belts is prohibited. e attachment point of the body harness is the center D-ring on the back. Employees must always tie off at or above the D ring of the harness except when using lanyards 3 feet or less in length Harnesses or lanyards that have been subjected to an impact load shall be destroyed, Load testing shall not be performed on fall protection equipment 6.2. Guardrail Systems - The use of guardrail systems is considered a passive method of fall protection and is actually the preferred method for eliminating fall hazards. Guardrails are needed at the edge of work areas 6 feet or more in height to protect employees from falling, This includes the edge of excavations greater than six feet in depth. Guardrail systems need to meet the following criteria: » Toprailis 42 inches, +/- 3 inches above the walking/working level > Midrail is located midway between the top rail and the walking/working, level Ropidstee! Someone working on a stepladder next to an edge may raise his/her working surface well above the walking surface. > Both top and midrails should be constructed of materials at least one- quarter inch in thickness or diameter. If wire rope is used for toprails, it needs to be flagged with a high-visibility material at least every 6 feet and ‘can have no more than 3” of deflection > The toprail needs to withstand a force of 200 pounds when applied in any downward or outward direction. > The midrail needs to withstand a force of 150 pounds applied in any downward or outward direction > Toeboards are required for all guardrails on elevated walking or working platforms where employees working below are exposed to falling objects. Toeboards must be four inches in height and must be securely fastened. > The system should be smooth to prevent punctures, lacerations or snagging of clothing > The ends of the top rail shouldn't overhang the terminal posts, except when stich overhang does not present a projection hazard > When a hoisting area is needed, a chain, gate or removable guardrail section must be placed across the access opening when hoisting operations are not taking place 6.2.1 Fall Safety Nets ~ One of the most important issues in the area of building-site netting is fall protection. It serves to prevent falls or to catch people on the building site. The net plays a life-saving role in preventing falls from heights, due to which series of safety guidelines apply to a fall safety nets and guardrail nets. The most important in this, is that the mesh size of the safety net should not exceed 100mm. In addition, the net must display adequate resistance to weathering and UV radiation. In order to ensure that it possesses these important properties at all times, we recommend having every building-site safety net that is in operation annually tested. While working within the control zone, the worker is protected by a travel restraint system or other means of effective as the travel restraint system > Provide the workers, at no cost, with the adequate fall protection equipment > Make sure that all parts of PFAS (Personal Fall Arrest System} provided to workers are approved, meet the specified requirements and are maintained in good condition > Make sure that anchor points or anchor plates are part of the personal arrest, meet the regulatory requirement > Make sure that the full body harness fits well the worker > Make sure that the workers required to use a full body harness are trained in the safe use, care, maintenance, and limitations of the harness, inspect the PFAS before each use, and notify the employer of any defects that they may have noticed > Make sure that the defective components of the fall protection systems are removed from use and defects are repaired or the unsafe condition is corrected. > Make sure that all openings in floors, roofs, storage tanks or other surfaces into which a worker could step or fall are either covered and signaled, or are surrounded by a guardrail with toe boards.
