INTRODUCTION

This paper is focused on identifying the best practices being observed by COLUMBAN COLLEGE,
INC., OLONGAPO CITY that assist the institution oh how they manage and administer services to the
different stakeholders. It focused on the tri-focal functions of a higher education institutions, particularly,
Faculty, Research and Extension.
A questionnaire was created to provide the discussant insight on the scope and nature of the
practices. The questions are as follows:
1. What is the institution trying to develop with its Best Practice?
2. What are the concrete outcomes desired in implementing the Best Practice?
3. What is the highlight of the best practice?
4. What departments affected by the best practice?
5. What other program/s is required for this Best Practice?
6. What is the main factor required to have a positive effect on the outcome of the Best practice?

The paper identified the vital practices that enabled the institution facilitate quality services to the
stakeholders and be successful on its goals and objectives as higher education institution. Through the
questionnaire, it identified common theme practices, particularly:

1. Faculty efficiency, commitment and involvement.


2. Fostering a culture of research.
3. Implementing sustainable community extension programs.

PROFILE OF THE INSTITUTION

Columban College Inc. (CCI) is a Catholic institution dedicated to serve the needs of the city and the
surrounding provinces of Zambales and Bataan. This institution was first known as Naval Reservation Junior
College. It was passed by Joben Admana family in 1961 to the Columban Fathers. Columban Sisters were
assigned in 1962 to assist in the administrative and teaching programs. In 1983, the administration of the
college was handed over by the Columban Fathers to the Vincentian Fathers. Rev. Fr. Constancio Gan was
appointed school director. The Daughters of Charity took over when the contract of the Vincentians expired
in 1989 when Sr. Stella Real D.C. was appointed school director. In 1993 Most Reverend Bishop Deogracias
Iniquez Jr., the head of the diocesan schools, took over the administration of Columban College. Like in any
diocesan school, the director of an institution comes from the diocesan clergy assigned in the diocese in Iba.

Columban College has two campuses in Olongapo City, located at Barangay East Tapinac, Olongapo
City and one in Sta. Cruz, Zambales respectively. As an academic institution, Columban affords a basic
education program from Nursery to Senior High School, as well as non- degree courses in Information
Technology and Electronics. For undergraduate programs, the institution offers programs in Teacher
Education, Nursing, Architecture, Business and Accountancy, Engineering and Computer Studies.

The institution has been very effective in producing highly competent professionals in various fields.
Columban has been a home for board passers and national topnotchers. Graduates of Columban are
occupying top level positions within Olongapo City, throughout the Philippines and abroad.
For years now, the institution has successfully undergone accreditations from PAASCU and
PACUCOA. The colleges of Engineering, Computer Studies, Business and Accountancy and Education were
awarded Level 1 and Level III respectively. Accentuating, service and leadership, Columban College is
deeply involved with community development programs through its ST. COLUMBAN COMMUNITY
EXTENSION CENTER FOUNDATION, INC. centered on building Christ-centered communities.

A. FACULTY

Columban College Inc. (CCI) envisions itself as a leading educational institution in the holistic
formation of students and professionals who are to become Christ-centered and service- oriented. As the
institution go about its vision, one of the key area that is determined to assure its realization is the Faculty.
The main best practice being display is the Faculty efficiency, commitment and involvement. This is
highlighted with the achievements of the Faculty Staff as for the institution to be known within Zambales and
surrounding provinces.
Faculty members in CCI are viewed as models of quality and
excellence and to assure this the school capitalizes in trainings and
development of the Faculty members. Trainings and development
concentrating on the quality of teaching for the Faculty. The school
provides for all the expenses, both local, national and international
trainings. The Faculty members, as recommended by the Dean, attend
to several conferences, symposiums and presentation to be updated
with trends and technologies in Education and specializations.

The school also sees Faculty development as strategic that is why 75% subsidy is given for graduate
studies. Faculty Members must finish straight then upon graduation a sum is given, for Masterate Degree an

incentive of P10, 000 and for Doctorate, P20, 000. The school believes that after the post graduate studies,
the Faculty members can participate well in planning and development of the school.
The school also taps industry partners for the Faculty Immersion Program, wherein the Faculty
members get to observe the environment and workflow of different industries with the goal of cascading it to
the students who will eventually enter those organizations. The school would like to capture firsthand the
industry trends to calibrate the curriculum and modules therefore producing quality graduates for the different
industries.

B. RESEARCH

The institution sees Research as a means to realize its goal as a higher education institution which
is, superiority. Those are the exact words of the Director of the Research, Planning and Development Office
(RPDO). Added to this, RPDO views Research in the College shall generally support and enhance instruction
and community extension services and production. As one of the quadruple functions of every Higher
Education, it is expected that the research outputs produce new knowledge relative to science and society.

As a best practice of the institution RPDO is the main arm for Research. Columban College, both as
a mature institution of higher learning and as the seedbed of excellence not only in Zambales but also in the
country. It is expected to produce quality researches and research journal publication; to set direction for the
attainment of CC’s vision, mission and goals; and to initiate changes for the growth and development of the
entire institution towards global excellence. It is highly expected that in these more years to come the RPDO
will generate and contribute a lot of new knowledge to the global society.

The CC-RPDO, finds itself at center stage as the College Unit’s


support in: establishing a culture of research by providing research
leadership, policy direction and the avenues/opportunities where
research needs of faculty members/ personnel may be met;
involving faculty members/ personnel in audit/program reviews;
periodically reviewing research incentives that may be given to
deserving faculty members/ personnel; and publishing research
outputs of faculty members/ personnel and students both in the
undergraduate and graduate level. At the same time, RPDO shall be
the arm of the institution in attaining academic global excellence
through research and planning.

As the institution continues to foster a culture of research, it also intensifies the exposure and training
so that the Faculty will gain the technical know-how of the academic community in conducting and publishing
research. Research capability trainings and workshops are frequently given. Part of that is also optimizing
public and private partnerships which is beneficial to the school. With this a number of researches were
conducted and presented locally, nationally and internationally. Faculty members and administrators were
given chance to present research titles. But I would like to highlight that the success of the school in terms of
Research affected other departments by this best practice, especially the administration by giving full financial
and moral support to the RPDO and school researchers. To date, facilities were built, travel grants given,
publication supported and cash incentives were awarded. The giving of incentives to research presenters
showed that how this practice translates into policy, for example, the Faculty Manual states that if you will
present your title locally you shall be receiving P10, 000 from the school.

Students as well are impacted by Research, most of the programs integrate Research in the
curriculum. Students attend to Methods of Research classes before going to Thesis Writing. Finished and
accepted Thesis are presented to national and international research presentation with Faculty members as
co-author. The institution is successful in teaching to students the value of quality research and its discipline
as well.

C. EXTENSION

ST. COLUMBAN COMMUNITY EXTENSION CENTER FOUNDATION, INC.

As the enrolment of the institution continue to increase, the need to establish a separate department
that will implement the community development and out-reach program of the institution became eminent,
thus, St. Columban Community Extension Center Foundation, Inc. was created. The community extension
office is commissioned by a Director, the one responsible for the coordination and execution of the community
extension service plan by each department and college. With the Director are two community workers
employed by the institution who are tasked in holding meetings and training on community development for
the adopted areas as well as conducting baseline study for the next community to be adopted. But what
makes ST. COLUMBAN COMMUNITY EXTENSION CENTER FOUNDATION, INC. uniquely effective is the
implementation of a sustainable community extension. This means that the community extension program
bails out from merely dole out of goods or money but rather providing to communities literacy, livelihood and
most especially spiritual growth through catechism.
Right now, there are four adopted communities being served
by the extension program. First is the St. Francis Learning
Center in Subic, a community of Aetas undergoing livelihood
program for women and literacy for children. Second, is the
Social Welfare Development Center of Olongapo City, this is a
local DSWD and the institution partnered together with the
Local Government Unit to assist abandoned, sexually abused
and neglected children, delivering catechism and literacy.

Third, is the Bureau of Jail Management Phenology of Olongapo City, providing Adult Learning School
for inmates, where a number of passers were produced for the last couple of years and catechism for the
spiritual enrichment of the inmates. Lastly, is a community of indigent families in Pag- asa Perimeter,
Olongapo City.
The community extension program adheres to the belief that the main factor required to have a positive
feedback on the outcome of the different activities is the shared-decision between the CCI and the
leaders/members of the adopted community in order to build a common objective for the future of the adopted
communities

The community extension program aspires for the active participation of the Faculty Staff, Personnel
Staff, students and alumni. All activities the program there are representatives from the Faculty Staff,
Personnel Staff, students and alumni. The program emphasizes servant leadership, commitment to social
transformation and humanitarianism among the Faculty Staff, Personnel Staff, students and alumni.
Especially for the students to be community aware and involved, which is important as future leaders and
builders of communities. But the program’s success require other programs like building of infrastructures
within adopted communities and establishing more linkages with Local Government.
Columban College Inc. as it stays true to its institution’s mission and vision will exhibit effective
activities, programs and practices by implementing sustainable community extension.
