RULE 18 –CRYOGENIC FLUIDS

DIVISION 1 – GENERAL

SECTION .18. 107. Warning Labels. – Warning labels and signs shall be posted on containers and
equipment and such as locations as may be prescribed by the Chief of the Local Fire Service.
(REFER ALSO TO RULE 27)

Every machines, buildings, container, Fire Equipment and Emergency Exit Labels should have
proper warning labels and signs. Securing the safety of employee, and people around the building
is very important. People should be properly informed about the danger they might encounter.
Safety labels in the workplace and around the areas that customers could get hurt play a highly
important role in protecting their safety as well as the company. There are many options that
business owners have to replace or update the different safety and warning labels.

Safety labels can reduce injuries and accidents. Labels should be clear and easy to read so that
people the people will use will be informed about the injuries or accident that might happen to
them.

Buildings should have safety labels. The typical or the most common precautions that can be seen
on buildings are WATCH YOUR STEPS, KEEP THE DOOR CLOSED, and WEAR PROPER
CLOTHES OR PROPER FOOTWEAR. These signs are commonly seen on every building. These
are simple but somehow important.

Fire Equipment and Emergency Exit Labels this is one of the most important signs that every
buildings should have. Without proper fire equipment and labels the building will face big problems
with the BFP (Bureau of fire protection) they might face some charges because it’s in the law that
securing the protection of every employee, costumer was very important.

A building should have:

 Sprinkler Systems, Smoke Detector, Hose boxes, Reels or standpipe systems


 A fire exist plan for each floor of the building showing the routes from each room to
appropriate exits, displayed prominently on the door on each room .
 Roof vents use by fire fighters and properly marked and lighted exits with provision for
emergency. Lights have to adequately illuminate exit ways in case of power failure.

Container has to be labeled properly and carefully. Employee should be educated on what will be
the effect of the chemicals inside the container.

Containers must be labeled with the following:

 Hazard Statements
 Information about the chemical that the container has
 Name, address, and telephone number of the manufacturer/distributor.

NOTICE – The text should appear in blue print and used as a reminder of the environment to
avoid possible risks.

CAUTION – The text should appear in yellow print and used when referring to the risk of a minor
or moderate injury.

WARNING – The text should appear in orange print and used when death or serious injury could
occur.

DANGER – The text should in red print and used ONLY when death or serious injury WILL occur.

SECTION 14. Collection of Taxes, Fees and Fines. – All taxes, fees and fines provided in section
13 hereof, shall be collected by the City or Municipal Treasurer concerned for remittance to the
National Treasury.

Every corporation, no matter how created or organized, whether domestic or resident foreign,
engaged in or doing business in the Philippines shall pay an annual community tax. Fines can also
be used as a form of tax. Money for bail may be applied toward a fine.
Without taxes, which the citizens pay in one form or another, government cannot exist. Our
government renders many services to us. It keeps peace and order. It builds school through which
we obtain our formal education. It gives us irrigation system to make our fields more productive. It
keeps our town and cities clean. It builds roads, bridges, and highways. It gives us many facilities
to enable us to live more decently, more pleasantly, and more comfortably. These and many
others our government is doing for us. But our government cannot give us these services if has not
the means in the form of taxes from the people. - All local taxes, fees and charges shall be
collected by the provincial, city, or municipal treasurer, or their duly authorized deputies. The
provincial, city or municipal treasurer may designate the barangay treasurers as his deputies to
collect local taxes, fees, or charges in their respective jurisdictions.

Fees to be charged for the issuance of certificates, permits and licenses

The amount of a fine can be determined case by case, but it is often announced in advance

Fine is what they give if there’s a law that been abide there will be a fine and any companies or
any business should pay. If they don’t pay a fine they might face charges against the law.

SECTION 3. The minister of public works and highways and the minister of transportation and
communications, in coordination with the National Commission Concerning Disabled Persons,
shall prepare the necessary rules and regulations to implement the provisions act.

Many people with mobility issues face access challenges every day—from buildings lacking ramp
and doorways too narrow for wheelchair entry. Mobility disabilities can be present at birth, develop
later in life, or be caused by a traumatic event. Everybody has a right to access and use public
places, such as shops, restaurants, office blocks, educational institutions, sporting venues,
libraries and cinemas. However, some buildings are constructed or fitted out in a way that can
make them inaccessible to people with disability, excluding them from opportunities that other
members of the community take for granted.

The Rules and regulations set forth herein provide for minimum requirements and standards to
make buildings, facilities and utilities for public use accessible to disabled persons. A person with
disability has the right to use facilities and utilities. But because of their case they have a hard time
to use those. So architects should design a way or equipment that will be easy for the people with
disabilities to use. Like, Ramps for people who has a wheel chair. Handrails should be installed at
both sides of ramps and stairs. Open spaces for blind people. It is extremely helpful if a walkway
or paths are wide. Ensuring public places have an accessible entrance and interior. Providing
disability access to facilities in public places, for example wheelchair - accessible toilets, lift
buttons within reach, and tactile and audible lift signals for people with vision impairment.
Ensuring that people with disability can access all public areas of a premises and not just a
segregated area with a facility. Providing any information available to users of premises in an
accessible format, for example signage, labels, directions and instructions.

SECTION 206. Qualification of Building Officials – No person shall be appointed as a Building


Official unless he possesses the following qualifications.

1. A Filipino citizen and good moral character.


2. A duly registered architect or civil engineer.
3. A member of a good standing of a duly accredited organization of his own profession for
not less than five (5

SECTION. 211. Implementing Rules and Regulation – In the implementation of the provisions of
the code IRR, the secretary shall formulate necessary rules and regulations and adopt design and
construction standards, rules, and regulations shall take effect after their publication once a week
for three consecutive weeks in newspaper of general circulation.
These rules apply to virtually every type of structure, from garages and houses to schools,
churches, agricultural and commercial buildings. For this reason, we always recommend checking
in with your local building department before commencing the construction of any building on your
property to make sure you adhere to local building regulations.

To ensure the safety and welfare of the people and public welfare of the people who will live and

putting a details or design you have to have a purpose to that thing, you will not just going to put it
there for nothing. 3rd was Firmitas importance of having the good foundations carried down to solid
ground, and the selection of good materials that are suited for the design. .
