Preface ‘This Market Sounding Booklet provides the information necessary to introduce the market regarding “Legok Nangka Regional Final Waste Treatment and Processing Site PPP Project” the Project’) in West Java Province, ‘The market sounding was conducted based on LKPP Regulation No. 29/2018 on Procurement Procedures of Business Entities for Cooperation between the Government and Business Entiles. Project Background, Objective, and Profile 4.4, Background The Province of West Java has a large and increasingly urbanized population. Itis expected to grow from 46 million to over 87 milion by 2035". Population growth, combined with growing per capita incomes and associated changes in consumption patterns, will result in much ‘greater demand for Municipal Solid Waste (MSW) management services. This will represent ‘a major challenge for the Province as current final disposal site at Sarimukti will not be available beyond 2023/2024. To address the urgent challenges associated with MSW management, the West Java Provincial Government plans to develop the Legok Nangka Regional Final Waste Treatment ‘and Processing Facility through a Public Private Partnership procurement (“The Project’). The project will provide a faciity for the final treatment and processing of MSW from six Participating Municipalities, which are Bandung City, Bandung Regency, Sumedang Regency, Cimahi City, Garut Regency and West Bandung Regency. The project will be implemented by West Java Provincial Government as the Government Contracting Agency ("The GCA") under Perpres No. 35/2018 on Acceleration of Development of Environmentally Friendly Waste to Energy Power Plant and Perpres No. 38/2015 on Cooperation between the Government and Business Entity. Other relevant legal basis includes, but not limited to: ‘= West Java Provincial Local Government Regulation Number 12 of 2010 as ‘amended with West Java Provincial Local Government Regulation Number 1 of 2016 on Waste Management in West Java Province. + BAPPENAS Regulation Number 4 of 2015 on Guidelines for the Implementation of Public-Private Partnerships for Infrastructure Provision, and ‘+ LKPP Regulation Number 29 of 2018 on Procurement Procedures of Business Entities for Cooperation between the Government and Business Entities. 1.2. Objectives ‘The GCA has developed Project objectives that align with wider sector regulations and specific waste management needs of the Participating Municipalities. Profile ‘The project will require facity with approximately 2,000 ton/day of processing capacity. The project is designated as waste-to-eneray model case and requires minimum 15 MW of ‘electricity generation capacity. Site Information and Permits 2.4. Site Location ‘The site selected for Lagok Nangka WIE Plant is located in the border of Bandung Regency ‘and Ganut Regency, around 40 km south east of its key catchment area of the Greater Bandung Area ‘TablofFigure 2 Site Location relative tothe catchment area ‘Source: Google Earth Some supporting facilities have been built within the Legok Nangka WIE plant, These supporting facilities include the landfil, the leachate treatment, and some auxiliary infrastructure such as the road, gate, and fences. The landfill and the leachate treatment facility were built by Ministry of Public Works and Housing (MPWH). The GCA is currently Undergoing asset transfer process from MPWH. ‘Around 20 ha of the land in the complex has been allocated as the WtE plant Plot, where SPC ‘would need to build the waste to energy plant. Water Supply Raw water supply o the site will be secured by the GCA. ‘Tablo/Figure 4 Water supply facility preliminary alignment design » tegoi Nagi ‘Source: West Java Provincial Government GCA is currently in the process of building raw water intake facilty from Mount Kareumbi Masigit which is located approximately 10 km north of the Project Site. The detailed engineering design (DED) is being developed by GCA and is aimed to be finished in 2019. ‘The facility is planned to be constructed starting from 2020 and completed in 2021, 2.3, Transmission Line ‘Transmission line for the project wil need to be developed by SPC. Preliminary study has confirmed that there is no significant bottleneck from land, social, and environmental standpoint, ‘Table/Figure 6 Transmigsion Line Alignmont Mi ‘Source: Google Earth Market Sounding Booklet 8 Legok Nangke Regional Final Waste Treatment And Processing Site PPP Project The study result suggests for the Project to adopt 150 kV double circuit transmission line by considering the cost and benefit analysis. The project will require Transmission Line alignment (of 17.8 km from Legok Nangka WtE site to PLN’s grid in Parakan Muncang. With the estimated length, the transmission line will be supported by around 38 towers. 2.4, EIATAMDAL and SIPPA GCA has completed the environmental study and in the process of obtaining Environmental Permit and raw water permit (SIPPA), 1) EIAAMDAL + Environment Impact Assessment (EIA) and Public Consultation process has been ‘conducted and GCA is currently completing AMDAL process and applying for an Environmental Permit for the purposes of the Project. + EWWAMDAL Is prepared by the GCA based on reference technology and associated output analysis, The SPC shall amend the EIVAMDAL and the Environmental Permitif there are changes to the technology or output specification that may have different environmental impact. 2) SIPPA ‘+The GCA is currently developing the DED for water supply faciliies. Based on this DED, GCA plans to obtain SIPPA permit. This permit will allow GCA to take raw water up to 10 liter per seconds (860 m°) to be used for the Project. Water intake facility itself is planned to be completed by 2021 Fly Ash and Bottom Ash (FABA) treatment Government has agreed that Legok Nangka Sanitary Landfil can be used for FABA disposal. Based on permission from KLHK, MSW FA treatment will be implemented in WtE location and can be landilled in the sanitary landiil (after treatment). MSW BA can be directly landfiled in the sanitary landfil on site without any treatment. KLHK is currently finalizing the ministerial regulation draft under Directorate General of Solid Waste and Hazardous Waste Management (PSLB3) prior to legal harmonization at MoLHR. Project Scope GCA has defined the project scope to be delivered jointly by the public and private during the concession period (20 years after COD). In essence, GCA will provide land, utilities and MSW required for the project. Risk Allocation and Government Support 4.1. Risk Allocation Risk analysis was conducted whilst applying the principles of allocating risks to the party who can best control and manage the risks. Below table summarizes in general the risk allocation planned for the project. Descriptions of risks are merely examples for the purpose of clarifying Tisks in the context of the project. If the application is approved by MOF, \VGF will function as construction cost subsidy for the project with a condition that it must be less than 50% of the total construction cost related capex. VGF amount will be proposed by the bidders as a financial bidding parameter. 2) IGF Guarantee GCA is currently applying for government guarantee through IIGF. As next step, GCA will need to submit Guarantee Application Package (GAP) to IIGF. If the application is approved, IIGF will quarantee GCA's breach of financial obligation, 5, MSW Information 5.1. MSW Supply Commitment ‘The 6 Municipalities has committed a minimum guaranteed MSW amount of 1,853 ton/day. ‘The minimum guaranteed amount is based on the waste amount supplied per day on a ‘monthly average basis. MSW Quality MSW Quality study was done in Sarimukti Lancfil in both Rainy and Dry season to understand the MSW quality expected in Legok Nangka. MSW Logistics ‘The Participating Municipalities will be able to collect and deliver more than 1,853 toniday needed forthe project forthe duration of the PPP Agreement. The expansion of the Legok Nangka waste acceptance hours as compared tothe current Sarimuktilandfll operating hours help to reduce the number of trucks required for the logistic system. Logistics analysis shows that itis possible to supply 1,853 ton/day MSW with the current MSW transport trucks ‘combined with 9% MSW truck increase. The municipalities are aware and committed to budget for required resources. ‘Moreover, as a mid-term solution, there isa plan to develop intermediary Logiste Staton (SPA) ‘nd long-haul trucks with big capacity. Under this logistic configuration, tis estimated thal the total logistics cost could be reduced by 22 - 26%. The 6 municipalities and GCA has agreed not to deliver such Unsuitable ‘Waste to TPPAS Legok Nangka Despite such agreement, small amount of Unsuitable Material could still get through and be delivered to the site. General Technical Requirement 6.1. Open Technology ‘The project tender will be done using an “Open Technology” scheme, where bidder is free to Propose the technology which they deemed fit to achieve the project objective. The project ‘objectives are outlined in the Output Specification, which will be celailed in the Request for Proposal Document. Variations of possible technology to be used includes Incineration, Gasification as well as Mechanical and Biological Treatment (MBT). Needless to say, the technology will need to be “Proven Technology’ with sufficient track record of reliable operations. While new innovative technologies are important for the sector, the project will not consider technology that Is not sufficiently proven. This is to ensure thatthe reliability of waste processing is nol jeopardized. 6.2, Output Specification The general output specification is ilustrated as an overall material and energy stream going in and out of facility, where important requirements of each stream is specified. For each of the 8 items, we define the general technical specification below in the table.
