In line with the Department's continuing commitment to provide quality

infrastructure projects consistent with the pro-active program to upgrade
quality standards and to ensure that there is check and balance in project
implementation, any consultant undertaking the preconstruction activities
including Detailed Engineering shall not be allowed to oversee or manage the
execution of construction works.

All other Department Orders which are inconsistent with the foregoing
are deemed amended/repealed.

This Order shall take effect immediately.
