Page 1 of 8In the reference 7 cited, the Engineer-In-Chief, RWS & S, Vijayawada has identified
about 52 Irrigation Sources / Reservoirs and formulated drinking water supply projects for Rural &
Urban population drinking needs under Water Grid and estimated about 100.37 TMC of water is
project and also requested to issue necessary orders for allocation of

Irrigation Sources / Reservoirs under the jurisdiction of the Chief Engineer, NTRTGP, Tirupati vide
reference 9" cited.
The Engineer-In-Chief, RWS & S, Vijayawada while enclosing the water requirement
details as on 29.10.2019, requested to accord permission for drawl! of 90.60 TMC of water from
52 Irrigation Sources / Reservoirs for the proposed drinking water supply scheme under Water Grid
Project in addition to the proposed drawl of 45.00 TMC of water by both RWS & S, and PH
Department vide reference 11" cited.
In this context, the Engineer-In-Chief (I), WRD, Vijayawada is informed to furnish
the feasibility report for draw! of 90.60 TMC raw water required, for the proposed drinking water
supply schemes, under water grid project vide reference 12" cited from the 52 Irrigation Sources /
Reservoirs mentioned in the reference 11" cited. Out of these 52 Irrigation Sources / Reservoirs,

Reservoirs (SI.No.48), Sangam Barrage (SI.No.46), Chinnakraka Balancing Reservoir (SI.No.47)
. Somasila Reservoir (SI.No.4), Kandaleru Reservoir (SI.No.5), Balaji & Mallimadugu
comes under the jurisdiction of the Chief Engineer, NTRTGP, Tirupati.
Mean while the District Collector, Chittoor has also conducted a Convergence
meeting on 30-07-2019 with all line departments ie, RWS&S, WRD, Industries, Animal

for preparation of a DPR. In the meeting it was decided to consider the —Mallemadugu and
Sri Balaji Reservoirs as sustainable source for drinking Water supply project to 33 Eastern
Mandals and 5 ULBs Sector-I in Chittoor District duly utilizing the existing TGP system &
GNSS system of Canal and Mallimadugu Reservoir.
In this connection, in the reference 8" cited, the Superintending Engineer, RWS &S,
Chittoor has requested this office to furnish the feasibility report and permission for allocation of
raw water of 6.530 TMC from Kandaleru Reservoir as source and Mallemadugu. Reservoir & Balaji
Reservoir (SI.No.48) has to store & utilizing the existing/proposed network of TGP. & GNSS.
system to meet the drinking water needs of 33 Eastern Mandals and S ULBs Sector-ll in Chittoor
District.
Page 2 of 8In this Connection, the Superintending Engineer, TGP&GNSS Circle, Tirupati has
submitted that in the DPR of TGP, there is no specific allocation of water for drinking and industrial
needs and also mentioned that the Kandaleru Reservoir is intended to serve both Nellore and Chittoor

needs of Tirupati Town and enrooted villages, balance 2.000TMC is intended for buffer storage to
Mallemadugu Reservoir to serve 55,000 Acres of Ayacut contemplated under this reservoir, since
the Mallemadugu Reservoir capacity only can not catter the needs of contemplated ayacut of
55,000Acres. He further submitted that the two reservoirs under GNSS. Phase-2 Project i.e., Balaji
reservoir and Mallemadugu reservoirs which are Basically intended for creation of Irrigation
Potential cannot be totally diverted for utilization as S.S. tanks by R.W.S. authorities vide reference
14" cited.
In addition to this, the Superintending Engineer, TGP&GNSS Circle, Tirupati has
submitted that the Tirumala Tirupathi Devasthanams authorities have come forward to share
proportionate cost for formation of Balaji Reservoir to mitigate the drinking water needs of Tirumala
and also submitted that the T.T.D. authorities have a planning for lifting of water from Balaji
Reservoir to Kalyani Dam to mitigate the drinking needs of Tirumala vide reference 14" cited.
Finally, con:
Engineer, TGP&GNSS Circle, Tirupati has submitted his opinion that it is not feasible to store and
draw the 6.53 TMC of raw water from Mallemadugu & Balaji Reservoirs (SI.No.48) for drinking
water need in 33 Mandals and 5 ULBs in Sector -II of Chittoor District as proposed by R.W.S.

The present allocations of water to irrigation, Industrial and drinking water under Kandaleru
Reservoir exceeds water availability for utilizable storage of 52.8300 TMC by 21.4135 TMC. Thus
there is a total net deficit of (-) 21.4138 TMC under Kandaleru Reservoir and therefore
further allocation of water cannot be possible unless there is an additional allotment of water
from Somasila Reservoir to Kandaleru reservoir.

‘Therefore, Kandaleru Reservoir as a Source, there is substantial allocation of drinking water
to Tirupati, Srikalahasti, Yerpedu, Renigunta, Chittoor, Puttur etc., covering the Urban and Rural
areas of Chittoor District. This allotment can be linked with Water Grid duly considering either
Somasila Reservoir or Kandaleru reservoir as a sustainable source by laying a pipe line directly
for drawl of water as sought for instead of Mallemadugu/Balaji Reservoirs.
In the same way, the allocation made so far for Drinking, Irrigation, and Industrial needs
based on the available records in this office, under Somasila Project is as follows.

In addition to the above, the following proposals were already submitted to ENC (I), WRD,
Vijayawada towards Drinking Water purpose under Somasila Project are as below:
1. 0.500 TMC of water from foreshore of Somasila Reservoir to Nandalur mandal and other
habitations for augmentation of Drinking Water Supply.
2. 1.000 TMC of additional drinking water allocation to Nellore Municipality.
3. 0.650 TMC of water supply to Six villages of Kaligiri mandal of Udayagiri Constituency of
Nellore District.
The pending proposals of drinking water and irrigation requirement at ENC(I), WRD,
Vijayawada under Somasila Reservoir worked out as
= 0.500 TMC+1.000TMC+0.650 TMC = 2.150 TMC .
Thus the total requirement exceeds utilizable storage by 10.9470 TMC (8.797+2.150)
Including drinking, Industrial and irrigation needs under Somasila Project. Thus there is a total net
deficit of (-) 10.9470 TMC under Somasita Reservoir and therefore further allocation of
water cannot be possible unless there are surplus inflows in to the Somasila Reservoir.
This is submitted for favour of information and taking further necessary action.
