Dear Mr. Villanueva:
This has reference to your inquiry on the travel ban on DOST scholars which you coursed through our
FO! portal on 18 June 2019,
We would like to inform you that the Temporary Restraining Order of DOST-SEI scholars has been lifted
in the Department of Foreign Affairs (DFA) and Bureau of Immigration (Bl), however, the names of the
DOST-SEI scholars are still submitted to the National Bureau of Investigation (NBI) as part of our tracking
mechanism.
In connection to this, the DOST-SEI requires the scholars with service andior financial obligations to
secure temporary travel clearance from the Scholarship Program which they have to present to NBI
before they may be issued NBI Clearance.
Once the scholars have already fulfilled their service and/or financial obligations, a final clearance from
the DOST-SEI will be issued which they have to present to the NBI for the latter to purge their names in
the database of scholars needing clearance from DOST-SEI.
