This Staff Circular is being issued in Supersession of Staff Circular No. 2989 dated 17.11.2015,
SC no. 2998 dated 15.03.2016 and SC No. 3020 dated 07.01.2017.
The Bank had under HRD Initiatives, incentivized 21 courses offered by Indian Institute of
Banking and Finance (IIBF), Mumbai, by reimbursing examination/ course fee, to encourage staff
members at continually upgrading their professional skills.
In view of the new GST regime, discontinuation of certain courses and clarifications regarding
names of certain certificate/ diploma examinations/ courses at IIBF, Mumbai the following 19
certificate/ diploma examination/ courses are being reimbursed by the Bank as per below
mentioned terms and conditions.
The reimbursement of examination/ course fee of above mentioned courses shall be subject to the
following terms and conditions:-
1. Employees will be allowed to apply for one course at a time. Employees working in the
Foreign Exchange Department/ Branches in the Bank, are exempted from this condition
while seeking permission to pursue the Certificate Course in Foreign Exchange only since
it’s a mandatory requirement.
2. The Zonal Manager/ Head of Department (Scale-IV & above) shall be the competent
authority to permit an employee to appear in the particular course/ exam and shall also be
the competent authority for allowing reimbursement of course fee for passing any of the
above said courses.
3. All staff members who have obtained the permission to join a course mentioned in Circular
No. 2950 after 23/01/2015 shall only be eligible for reimbursement of examination fee
only. However, Classroom fee shall be reimbursable for diploma/certificate where
permission has been taken after issue of circular no. 2989 dated 17.11.2015.
4. The qualifying officer/ clerical staff shall be eligible to receive the course fee
reimbursement as mentioned above provided he/she clears the exam in maximum 3
attempts and within a period of 5 years from the date of application. For Certificate
Course in Foreign Exchange the qualifying officer/ clerical staff shall be eligible to
receive the course fee reimbursement provided he/she clears the exam in maximum 2
attempts and within a period of 2 years from the date of application.
8. The employees who qualify any of the abovesaid course/s shall become eligible to
receive the course fee reimbursement, provided, they give an undertaking that they will
not have any objection to their posting by the Bank in the acquired qualification area at
a point of need. While making such placements, no deviation from the existing
rules/guidelines on transfer and posting shall be made.
9. In case an employee resigns from the services of the Bank within three years from the
date of passing as mentioned on the certificate/ diploma examination/ course, the amount
reimbursed for the certificate/ diploma course shall be recovered from said employee at the
time of his/ her leaving the services of the Bank.
10. Zonal Offices/Controlling Offices must ensure that the information of qualification
acquired along with the amount of course fee reimbursed has been sent to HO HRD
Department.
11. Exam/Course fee shall be reimbursed by Head Office/Zonal Office where the staff
member is posted at the time of passing the exam/course as covered under this circular,
provided prior permission has been taken by the staff member for pursuing the Diploma/
certification course.
12. The reimbursement of examination fee/course fee for passing any of the Diploma/
Certificate courses as mentioned above for the employees posted at Departments in Head
Office shall be made by the Central Establishment Cell, HO HRD Department
13. Apart from Full course fee and classroom fee reimbursement no other benefit shall be
extended to staff for pursuing these courses.
14. The updation of qualification in the profile of employees with HO HRD Department
shall be done upon submission of copy of Pass Certificate duly verified by respective Zonal
Office/Controlling Office/ Head Office Department.
The postings of such qualified employees shall match their qualifications/expertise subject to
exigencies of the Bank. HO HRD Deptt., Zonal Managers & Head of Departments shall ensure the
same.
