2. CONDITIONS AS PER
The Water(Prevention and Control of Pollution)Act, 1974

2.1 In case of generation of trade effluent from the industry, effluent treatment system consisting of
treatment units having adequate capacity established as per the proposal submitted along with the
application shall be made functional before commissioning. Additional facilities required, if any, to
achieve the standards laid down by the Board u/s 17(1) (g) of the Water Act shall also be made along
with.
2.2 Water Consumption : 16000 litr/day

3.1 Adequate air pollution control measures shall be provided before commissioning of the industry.
Additional facilities required, if any, to achieve the standards laid down by the Board shall also be made
along with.

4. CONDITIONS AS PER
The Environment (Protection) Act, 1986.

4.1 The construction activities shall be carried out strictly in compliance with the provisions of the Noise
Pollution (Regulation and Control)Rules 2000.
4.2 Used lead acid batteries shall be disposed of as per the Batteries (Management and Handling) Rules,
2001
4.3 Hazardous waste generated, if any, shall be handled as per the Hazardous Waste (Management,
Handling and Transboundary Movement) Rules, 2008.
4.4 e-waste shall be disposed off safely as per the e-waste (Management and Handling) Rules, 2011.

5. SPECIFIC CONDITIONS

5.1 The location of the industry/out let shall be as per the approved drawing attached.

5.2.This consent is granted subject to the power of the Board to review and make variation in or revoke the
conditions as the Board deems fit as per the relevant Acts / Rules.
5.3.This consent, unless withdrawn earlier and subject to condition no. 2.1, shall be valid for three years
from the date of issue. At the end of the validity period if the construction is not completed, the same shall
be got renewed.
5.4.The applicant shall comply with the instructions that the Board may issue from time to time regarding
prevention and control of air, water, land and sound pollution.
5.5.The date of commissioning shall be intimated, at least one month in advance, to the Head Office at
Thiruvananthapuram/ Regional Office/ District Office of the Board at Ernakulam.
5.6.Consent to Operate / Authorisation shall be obtained before commissioning the building under the Water
(Prevention and Control of Pollution) Act, the Air (Prevention and Control of Pollution) Act and the
relevant Rules under Environment (Protection) Act. Maintenance Contract with Performance Guarantee
shall be entered into between the consentee and the consultant/ authorisee of the consultant to operate the
pollution control systems for a period of six years.
5.7.Water meter shall be fixed to record consumption of water. Separate meters shall be fixed if cess at
different rates is claimed for use of water for cooling/boiler feed, domestic, process where the effluent is
easily biodegradable and / or not toxic and process where the effluent is not easily biodegradable and / or
toxic.
5.8. A minimum set back of 3 m shall be provided between the boundary and the building and the set back
can be utilised for the development of green belt. D. G. set shall be placed at a minimum distance of 6.5 m
from nearest residence.
5.9.Effluent treatment plant consisting of treatment units listed below shall be made functional before
commissioning.
1. Collection tank 2.Chemical addition. 3. Aeration tank4. Primary Hopper bottom Settling tank. 5.Sludge
drying bed 6.Pressure sand filter. 7.Activated carbon filter
5.10.Maximum quantity of effluent discharge shall be 20,000 litre/day. The whole quantity shall be reused.
5.11.Domestic effluent shall be discharged only into soak pit with the following specifications:
Soak pit shall have concreted bottom, honeycomb brick work or perforated ring side wall and 75 cm thick 2
mm sand envelope around it.
5.12.Arrangements shall be provided for rain water harvesting and for utilisation of harvested rain water.
The rain water harvest system shall be at least 20 m away from the soak pit.
5.13.Natural drainage of the area shall be protected.
5.14.Entire cooling water shall be recirculated.
5.15.Water sprinklers shall be provided to suppress spreading of dust outside the premises in the
construction phase. Suspended particulate matter at the boundary of the premises shall not exceed 200
microgram per cubic metre.
5.16.The sound level measured 1 m outside the boundary of the premises shall not exceed the ambient sound
level standard applicable for the adjoining area.
5.17.All operations likely to produce dust or noise shall be carried out within closed premises.
5.18.Suitable technology/equipment shall be provided during construction and operation to ensure keeping
the ambient air quality within the permissible limit as specified in condition no. 5.16 and 5.17.
5.19.Suitable species of trees and curtain plants shall be planted and maintained within and along the
periphery of the premises, forming a green belt to improve the environment.
5.20.The boiler stack shall have minimum height of 15 m above the ground level and shall have port hole
and platform cum ladder to facilitate monitoring of the emissions.
5.21.The 125 KVA DG set shall be made acoustic and exhaust height 2.5 m above roof level of DG room.
5.22.The location of the structures shall be as per condition no. 5.8 and as shown in the drawing attached.
No change or alteration to the above shall be made without prior clearance from this office.
5.23.ETP sludge and Solid waste shall be disposed off scientifically.
5.24.Facility shall be provided for the safe disposal of garbage.
