1, Gat© P a s s shall be processed by the Auction and

Cargo Disposal Division (ACDD) t o cover releases and/or
transfers of shipments mentioned in paragraph II hereof
from the Security Warehouse,

2. Gate Pass duly processed by ACDD m u s t specify

with particularity the nature and quantity of the ship-
ment. a s indicated In the authority to release or transfer
duly issued therefor. In addition, the Chief, ACDD m u s t
indicate on the face cf the Gate Pass the following infor-
mation:

1. P l a t e Number o f t h e t r u c k t o b e u s e d i n
transporting a r t i c l e s from the Security
Warehouse.

2, Karnes o f the driver and helpers,

3» The p e r s o n effecting the release or transfer of

shipments from the Security Warehouse must be armed with
an a u t h o r i t y issued by the consignee/owner. For this
purposethe authority shall be in the form of a duly
notarized special power of attorney executed by the con-
signee/owner of the shipment. This requirement shall not
apply if the person claiming the shipment is the consignee/
owner or winning bidder himself,

2« The c o n c e r n e d c u s t o m s o f f i c i a l s h a l l , immediately
a f t e r r e c e i p t of the request f o r c l e a r a n c e , evaluate the
r e q u e s t and s h a l l a p p r o v e t h e same i f f o u n d i n o r d e r ,

35. Bequest for clearance acted upon by the concerned

customs official shall be returned to the ACDD f o r the
implementation of the directive made b y him,

c a t e d by t h e c o n c e r n e d customs o f f i c i a l on t h e f a c e o f
r e q u e s t f o r c l e a r a n c e and i n h i s p r e s e n c e and r e p r e s e n t a t i v e s
from t h e Customs I n t e l l i g e n c e & I n v e s t i g a t i o n S e r v i c e (CIIS)
a n d E n f o r c e m e n t & S e c u r i t y S e r v i c e (J£5S) w h o s h a l l a f f i x t h e i r
s i g n a t u r e s i n the Gate Pass, I t hb.al'.:. "by u n d e r s t o o d t h & t t h e
a b s e n c e o f t h e C l i S a n d / o r ESS r e p r e s e n t a t i v e s o r b o t h s h a l l
not be a ground t o d e l a y and/or postpone the scheduled r e l e a s e
or transfer* H o w e v e r , t h e C I I S / E S S r e p r e s e n t a t i v e who f a i l s
t o witness, despite n o t i c e , shall be dealt with a c c o r d i n g l y ,

4,1 The C h i e f , ACDD s h a l l b e r e s p o n s i b l e i n giving

notice (in w r i t i n g ) t o t h e C I I S a n d ESS repre-
sentatives o f the scheduled release.

All O u s t 02ns O r d e r s and/or circulars inconsistent with

tteis Order are hereby repealed/amended or modified accor-
dingly.
