QUESTION:

How important is a political intervention in the operation of the school or an


institution?

ANSWER
Filipinos have deep regard to for education. Education occupies a central place
in Philippine political, economic social and cultural life. It has always been strongly
viewed as a pillar of national development and a primary avenue for social and
economic mobility.
A clear evidence of the value placed on education is the proportion of the
national government budget going to the sector. The Department of Education (DepEd),
the country’s biggest bureaucracy is given the highest budget allocation among
government agencies each year as required by the 1987 Philippine Constitution.
The 1987 Constitution likewise guarantees the right to education of every
Filipino. It provided that, “The State shall protect and promote the right of all citizens to
quality education at all levels and shall take appropriate steps to make education
accessible to all.”
However, we cannot deny the fact that many far flung areas in the Philippines still
lacks facilities and teaching personnel, on our level as school teachers, reasons are
hard to determine. One thing is sure it is due to politics, we are all aware that
Philippines is a country of political culture which can manipulate all aspect of
governance.
We have to accept that political intervention is important in the operation of an
institution. Through political interventions projects and programs emphasizing on
educational reforms and development/advancement is possible and achievable, reforms
through laws and special memorandum order where the content is directed in upgrading
and listing out the obsolete for the sole reason of getting along with the trends of
modern education not to mention the GLOBALIZATION in the educational system.
Development and advancement in a way that through the governments financial
assistance and allotments in many forms will and shall give rise to the procurement and
acquisition of different up to date technology driven instructional materials and
equipment, construction of additional and even new school buildings is possible only
with the intervention of the national government and not to mention the local
government unit which in the past decade has proven to be a partner of an institution
when it comes to subsidizing the much needed funds for the school programs which is
not lay out in the national budget. On the other hand the LGUs has been the schools
partner in making a school programs and projects such as extension programs,
community outreach, research and other student and faculty development programs
possible.
School administrators who know how to play with politicians are more blessed
with projects that benefited our students. An example of this is the situation in URS
Cainta campus. The director has had a previous unacceptable discussion with the
municipal mayor due to the mayor’s political belief that the campus is a supporter of the
former mayor in town, since the building was built during its administration.
Due to this, the mayor had never attended any invitation nor sent representative
in any or all programs that we had, worst, we were not given any donation from the local
government. Lucky, we are in good terms with the provincial government, that is why we
are granted with one building.
