Sub: Postponement of 2nd Membership verification for 6 months to favour one
Association --- facilities also to be extended for the full period of 6 months:

Respected Sir,
Kindly refer the letter under ref. 1above in which the opinion of the Association is sought for
the postponement of 2nd Membership verification among Executive Associations in BSNL. The
view of SNEA to conduct the 2 nd Membership verification well within the recognition period
was already conveyed to the management in many meetings. It has been conveyed to us that
the 2nd Membership Verification will be conducted immediately after the MV among the non
Executive Unions. Again by the letter dated 13.11.2019 under ref: 2 above, our view has been
communicated in response to BSNL letter dated 31.10.2019.
However Management unilaterally decided to postpone the 2 nd MV for 6 months, citing
administrative difficulties vide order dated 26.11.2019 (ref 3). Surprisingly, management
postponed the Membership verification, taking the shelter of BSNL Revival Plan and VRS. The
VRS has not come as a deterrent for the verification among the Non-Executive Unions. This
action of the management to postpone the MV may be for favouring one Association which
did not participated in the last MV but getting support from some quarters of higher
management. Even after non-participation in the MV, management favoured them by
extending some Trade Union facilities, flouting the Recognition Rules, a matter to be
enquired. As such that Association don’t have any right for involvement in BSNL matters as of
now.
Thereafter, surprisingly management extended the facilities to the Recognised
Association only upto 28.02.2016 vide letter under ref.4 above, just for two and
half months whereas the management postponed the MV for 6 months. This is
highly objectionable. We strongly demand that all the facilities should be extended
for the full 6 months as management deliberately postponed the 2 nd MV even after
opposition from the Recognised Association.
