This feature enables the USN9810 to specify the accessibility of basic VoLTE services
and VoLTE emergency call services based on whether the coverage area in the E-
UTRAN supports VoLTE services.

This feature is optional and requires a license. The license control item is Voice Policy
Control Based on Location.
The USN9810 filters the TA list to be delivered to UEs so that the TAs in the TA list
have the same VoLTE capability. As a result, the TA list delivered to UEs may have
fewer TAs, increasing the TAU times.
Application Limitations
This feature is implemented based on TAs, requiring all the eNodeBs under a TA have
the same VoLTE capability.
This feature allows the MME to deliver IMS VoPS capability indicators to UEs
through TAU Accept messages. When a UE moves from an area that supports VoLTE
services to another area that does not support VoLTE services through a TAU or
handover procedure, the new MME does not delete the IMS PDN connection that was
set up for the UE on the old MME.

Related Concepts
Selection of a voice solution for a UE depends on the voice service capabilities of this UE
and the network. The voice service capability of the network is included in the Attach
Accept or TAU Accept message sent from the MME to the UE. The voice service
capability of the UE is indicated by the "Voice domain preference and UE's usage
setting" IE included in the Attach Request or TAU Request message. This IE consists of
"UE's usage setting" and "Voice domain preference."
The values of "UE's usage setting" are as follows:
Voice centric: This type of UE selects an appropriate network to ensure availability of
voice services after obtaining voice service supporting indicators from the network. If
a UE cannot perform voice services in the LTE network, it disables the LTE
capability, which results in reselecting the GSM/UMTS network. Mobile phones
predominantly fall into this category.
Data centric: This type of UE selects an appropriate network to ensure availability of
data services after obtaining voice service supporting indicators from the network.
This type of UE stays in the LTE network even when the voice service is unavailable.
Data card terminals predominantly fall into this category.
NOTE:
UE behavior varies with UE vendors in actual applications.
Overview
If some E-UTRAN coverage areas served by the USN9810 do not support VoLTE
services, dedicated bearers with a QCI of 1 cannot be set up in these areas. As a result,
basic VoLTE services and emergency call services are both unavailable in unsupported
areas. Voice services will be interrupted if a UE moves out of a supported VoLTE area.
This feature is introduced to differentiate areas supporting VoLTE services from those
that do not. A UE moves between these areas can timely obtain the VoLTE policy on the
MME and select a proper voice scheme according to its capability. The related MML
commands are SET IMSVOPS, ADD TAGP, and ADD TAGPMEM.
Procedure Implementation
During an attach or TAU procedure, the MME informs an UE of the IMS VoPS
capability of the coverage area through the "EPS Network Feature Support" IE in the
Attach Accept or TAU Accept message. The MME also filters the TA list to be delivered
to the UE so that the TAs in the TA list have the same IMS VoPS capability. When
moving between areas supporting VoLTE services and those that do not, the UE initiates
a TAU procedure to obtain the IMS VoPS capability indicator from the MME again.
To allow location-based voice policy control, IMS VoPS of MME in SET IMSVOPS must
be set to UNSPECIFIED(Unspecified). The MME does not contain the "Homogeneous
Support of IMS Voice Over PS Sessions" IE in the Update Location Request or Notify
Request message to the HSS during an attach or TAU procedure. The HSS must
determine whether the TA where the UE is located supports VoLTE services through a T-
ADS procedure during a mobile terminated VoLTE call.
