University are to conduct a TRASHplastiCAN workshop as a partial fulfillment in our major subject,
Social Change and Development Perspectives.

TRASHplastiCAN: Developing a Community to Reduce the Increasing Number of Wastes in the


Locality of Barangay 37, Reclamation Area Tacloban City is a project that aims to create an
alternative material that will reduce the increasing number of wastes and therefore reduce the
impact of possible diseases in the community.

Developing a Community to Reduce the Increasing Number of Wastes in the Locality of
Barangay 37, Reclamation Area Tacloban City

I. Background and Project Aim


Barangay 37, Reclamation Area is a locality within the municipality of
Tacloban,City in the Province of Leyte. Seawall is a low-level squatters’
area that situated near the ocean. The increasing number of wastes brings
a great deal of destruction and pollution. This project aims to create an
alternative material that will reduce the increasing number of wastes and
therefore reduce the impact of possible diseases in the community.
1.1. Project Scope
This project will focus on developing eco-friendly trashcans that will help to
reduce the increasing number of wastes. Our project is recycled, which is
limited only for waste reduction that is made of plastic bottles, but made
available as trash bins for any kind of garbage. It will also be a less cost and
easy to make for we will only be using simple and recyclable materials that
can be found at home. The project will not look like the structure of a
processed trashcan but it will still address the problem of the community.
With this, only environment-friendly and current used plastic materials are
considered.
1.2. Purpose of Proposal
The purpose of this proposal is to establish a project plan that encompasses
the general explanation of our project in attempting to address, an outline
and its relevance to the problem. The proposed method in constructing this
project is also included as well as the development of this community project
plan looking at the community problem, assumptions, potential challenges,
and risks involved in progressing this project.

II. Situation Overview


1.1. Problem Description
The locality of Barangay 37, Reclamation Area is now exposed to a high
risk in their quality of living due to the unproper disposal and management
of domestic wastes. Their environment is not safe for the health of the
children as well as the people who are living there. The proposed project
will be identified as a key opportunity to the community in reducing their
wastes and preventing the possible impact of diseases that might occur and
also influence the community to make an alternative solution and innovation
to their condition. Trashcans and garbage plastic bags are trash bins which
most of the people in the community commonly used as they believe that it
also helps in reducing their wastes and garbage every day. However, there
is a simple way that will not require money and it is just easy to create.
Given the possible impact of wastes to the health of people in the
community and to the environment, a more flexible design would be
prudent.
1.2. Applicable Approaches and Strategies
The need to adapt to the increase number of wastes suggests that there is
an opportunity to look into at an eco-friendly trashcan. Plastic bottles are an
eco-friendly material that can be recycle into anything either artificial flower,
vase, container and many more that is absolutely useful. TrashPlastiCan is
one kind of trashcan that is produced by using plastic bottles, the best thing
about this, it does not only reduce wastes but also improve our environment
to be clean. About the concepts of flexibility, plastic bottles as a key material
are the approaches and strategies that were the starting point for our
design.
III. Contingency of the Plan
One of the main characteristics of social change is that it is sometimes
intentional but often unplanned. Thus, aiming change in Barangay 37,
Reclamation Area Tacloban, City is like other projects, it may face
challenges that has significant risk of delaying or stopping it. In order to
minimize the disruption, an alternate or go-to plan should develop. This go-
to or alternate plan is the contingency plan and for the illustration of some
risks or challenges, the Table below suggests alternate route just in case
the planned route is not available.
IV. Project Evaluation
In order to measures the effectiveness and efficiency of the project in
Barangay 37, Reclamation Area Tacloban, City and determines the level of
achievement of the project objectives a project evaluation must develop.
This evaluation plan may take form into accounts about the outcomes and
impacts of the project.
V. Project Outcomes
Prior to starting the project implementation, the community is expected to
develop three Trash Plastican in every barangay zone. This three Trash
Plastican must be in accordance with the segregation of waste, there must
be a separate repository for non-biodegradable, biodegradable, recyclable
and if the resources are plenty enough to produce more than three cans,
the repository of metals, tires, and waste foods will also be presented.
VI. Project Impact
It is first agreed upon implementation of the project that its goal was to
reduce waste problem on Barangay 37, Reclamation Area Tacloban,City.
The project is expected to lessen the impacts of waste in nature and how
those waste affects their manner of living. After 2 years prior to project
implementation, it is expected that Barangay 37, Reclamation Area
Tacloban,City can manifest as waste-free barangay and the community is
expected to dispose garbage on Trash Plastican and not in the oceans or
somewhere else. If those things mentioned above happened, the decrease
of ill people living on Barangay 37, Reclamation Area will take place.
According to studies, one of the root causes of sicknesses or diseases
comes from filthy things, most of the diseases affecting health of an
individual is because of dirty things they encountered It is also visible that
because of waste, a lot of creatures are now classifieds on the extinction of
their races, most especially on the creatures living in the oceans. If the
people on the Barangay 37, Reclamation Area will maintain and take care
of the project, they will be a great help to sustain the residue resources.

In total, TRASHplastiCAN project cost ₱ 592.5, this total expense was


equally divided to the members of the group which is composed of five as a
contribution, and each paid ₱ 120. Supplies, including tire wire and candle
was the primary material that was used to form TRASHplastiCAN,
meanwhile, paint was used for the beautification of the output. Other
miscellaneous, like snack’s were only provided during the workshop for the
participants. And materials including 6 sacks of plastic bottles were traveled
from LNU dormitory to Reclamation Area by renting two motorcycle which
cost ₱ 50.
