CONTENTS
2. REGISTRATION
2.1. Teams must confirm their participation by sending an e-mail of their team composition
with the subject ‘UMCS - 16 Registration’ to rmlumcs.16@gmail.com by 11.59 PM
(23:59 hours), August 15, 2016.
2.2. No registrations shall be accepted after the aforementioned deadlines.
2.3. No team shall be registered in the event of non-compliance of Rule 1.1.
2.4. The Moot Court Committee1 shall, through an email, confirm the registration of each
team, separately.
2.5. The M.C.C. reserves the right to conduct a ‘Memorial Knockout’, if the number of
registered teams exceeds 32.
3. CLARIFICATIONS
Participating teams may request for clarifications to the moot proposition via email to
rmlumcs.16@gmail.com latest by 23:59 hours (11.59 PM), August 17, 2016.
4. ANONYMITY
4.1. Every participating team would be allotted a team code after/when their registration is
confirmed by the M.C.C.
4.2. The participants shall not use their names anywhere in the Memorials, Researcher’s
Test or Oral Rounds, and shall use their team code instead.
4.3. The participants shall not use any marks which may lead to the disclosure of the team’s
or any or all of the team members’ identity(s) in the Memorials or in Researcher’s
Test’s answer sheet.

4.4. Non-compliance with rules 4.2 and 4.3 would result in immediate disqualification from
the event.
4.5. The decision of the M.C.C. in any matter arising out of the above mentioned rule would
be final.
5. MEMORIALS
5.1. Each team shall prepare a Petitioner and a Respondent memorial. One (1) soft copy
(only in MS Word format) must be emailed to rmlumcs.16@gmail.com latest by
11.59 PM on September 3, 2016, with the following subject – ‘Memorials for Team
Code _’. The file names of the electronic copies of the memorials must contain only
the team code and the side being represented in the following format –
‘13P’ or ‘13R’, ‘P’ being for Petitioner and ‘R’ being for Respondent.
5.2. The memorial for each side should be submitted as one single file and not in various
files. Violation of this rule shall invite penalty in accordance with Table 3.
5.3. Six (6) hard copies for each side of the memorial must be submitted to the organizers
latest by 4:59 PM on September 6, 2016.
5.4. The hard copies must be identical to the soft copy. Any violation of this rule would
entail penalty in accordance with Table 3.
7. PENALTIES
7.1. The deductions on the non-compliant nature of memorial or memorial’s ingredients
shall be according to Table 3.
7.2. The memorials shall be accepted after the date and time mentioned in Rule 5.1, till
the passage of 48 further hours, i.e. till 11:59 PM on 5th September, 2016, but with
deductions as prescribed in Table 3. No memorials shall be accepted after the lapse of
this time period, and the defaulting team shall be immediately disqualified.
7.3. There shall be a penalty cap of 15 per memorial.
8. EXCHANGE OF MEMORIALS
8.1. There shall be an exchange of memorials between the respective opposing Teams, in
accordance with the fixtures as determined by a draw of lots, prior to all the Rounds.
8.2. The participants are prohibited from making any marks on the exchanged memorials.
8.3. Teams are prohibited from making any copies of the exchanged memorials.
8.4. At the conclusion of their respective Rounds, the participants are required to return the
exchanged memorials to the Bailiffs of the Court where the Round is so conducted.
9. ORAL SUBMISSIONS
9.1. There shall be the following rounds:-
a) Preliminary Round 1
b) Preliminary Round 2
c) Quarter Final Rounds
d) Semi Final Rounds
e) Final Round
9.2. Each team shall argue as the Petitioner and the Respondent, once in the preliminary
rounds.
9.3. Use of any electronic gadgets is not permitted during the course of oral proceedings.
9.4. Participants shall not disclose, in any manner whatsoever, for the entire duration of the
Rounds, their identities, even if asked by the judges.
9.5. Passing of compendiums to the judges by the teams is allowed.
9.6. Teams shall not make any move or try to inquire about their or any other team’s
respective scores for any of the rounds.
9.7. Delay in appearance for a round for more than five (5) minutes will render
disqualification of the Speaker for that round. In such a case, their opponent shall make
their oral submissions ex parte.
9.8. The time limit for the oral submissions in the Preliminary Rounds and the Quarter Final
Rounds will be thirty (30) minutes for each Team, including the time for Rebuttals and
Sur-Rebuttals. Exceeding the limit shall be penalized heavily. No speaker can speak for
more than fifteen (15) minutes. No team shall be allowed more than five (5) minutes for
rebuttal or sur-rebuttal. Time extensions may be given to each team at the discretion of
the Judges. The Judges shall endeavour to ensure that both teams get an opportunity to
speak for the same amount of time.
9.9. The time limit for the oral submissions in the Semi Final rounds and the Final round
will be forty-five (45) minutes for each Team, including the time for Rebuttals and Sur-
Rebuttals. Exceeding the limit shall be penalized heavily. No speaker can speak for
more than twenty-five (25) minutes. No team shall be allowed more than ten (10)
minutes for rebuttal or sur-rebuttal. Time extensions may be given to each team at the
discretion of the Judges. The Judges shall endeavour to ensure that both teams get an
opportunity to speak for the same amount of time.
11. EVALUATION
11.1. The Oral Rounds shall be evaluated out of a total score of 200 for each round.
11.2. Evaluation of Memorials shall be out of a score of 100 (50 for each side).
11.3. Evaluation of Researchers Test shall be out of a score of 100.
11.4. The teams to qualify to the Quarter Final rounds shall be decided on the basis
of the win-loss of the two Preliminary Rounds coupled with Memorial Scores and
Researchers Test scores.
11.5. Quarter Final, Semi Final and Final Rounds would be knockout rounds. The
team that wins will qualify to the subsequent round.
11.6. In the knockout rounds, Memorial Scores shall be considered only in the event
of a tie.
12. SCOUTING
Scouting shall be deemed to have happened if the participants are found – Witnessing,
hearing, observing, etc. the oral submissions in a round, except where the round is one in
which the team to which he/she is affiliated is participating in; or Reading a memorial of
a team except where –
a) It is of the team to which he/she is affiliated; or
b) The memorials have been obtained on account of an exchange of memorials prior
to a Round of the team to which he/she is affiliated
13.1. Upon the conclusion of all the rounds of the 9th Annual University Moot Court
Selections, 2016 the M.C.C. shall draw up a rank list of the participating teams in
descending order on the basis of the Evaluation criteria specified in Rule 11.
13.2. On the basis of the rank list, there shall be an allocation of moots with a first
preference of selecting a moot, from a comprehensive list of moots provided, given to
the team with Rank 1 and so on.
13.3. At least 50% of the participating teams shall be allotted a moot. However, the
M.C.C. reserves the right to increase or decrease the number of moots to be allotted on
the basis of participation, judges feedback and other factors which are solely at the
discretion of the M.C.C.
13.4. In the event of cancellation of a moot allotted to a team, the M.C.C. shall allot
an alternate moot to the team, which may or may not be from the list specified in Rule
13.2.
14. MISCELLANEOUS
14.1. The M.C.C. reserves the right to amend, alter, vary or change, in any manner
whatsoever, the Rules governing the Competition, which would be communicated to
the teams within a reasonable period of time.
14.2. The Chairperson of the M.C.C. of RMLNLU shall be the final arbiter for these
Rules and any such decision made by him on any issue/dispute arising in relation to the
Competition shall be final and binding on all concerned.
14.3. All communications made to the M.C.C. shall be on the same thread of the
mail requesting for registration of the team for the 9th University Moot Court
Selections. Messages or requests or submissions from any other thread would not be
entertained.
