SECTION – I

EARNEST MONEY DEPOSIT

1) Tenderer should pay the specified amount towards Earnest Money


Deposit, as follows.
Earnest Money Deposit : Rs 2,25,000 /- ( Rupees Two lakhs
Twenty five Thousand only)

2) The Earnest Money Deposit specified above should be

A DEMAND DRAFT/PAY ORDER / BANKER’S CHEQUE for the


above amount, from any of the Nationalised/Scheduled/Foreign Banks with
Branches in India payable to the CHIEF FINANCIAL CONTROLLER, T.N.E.B.,
N.P.K.R.Ramasamy Malligai, 7th Floor, “Electricity Avenue” 800, Anna Salai,
Chennai - 600 002.

3) The EMD will not carry any interest.

4) The Earnest Money Deposit will be refunded to the unsuccessful


tenderers on application to the Superintending Engineer/TR-II after
intimation of the rejection/non-acceptance of their tender is sent to
them.

5) CHEQUE/ Bank guarantee will not be accepted towards E.M.D. and the
tenders shall be rejected if EMD is not paid in the prescribed manner.

6) The tenderer who had made a permanent EMD of Rs.


5,00,000/- and above with the Board can participate in this
Tender.

7) The Small Scale Industrial units located within the State and
Registered with the Tamil Nadu Small Industries Development
Corporation or the National Small Industries Corporation or Holding
Permanent Registration certificate from the District Industries centres
of Directorate of Industries and Commerce in respect of those items for
which the Registration Certificate has been obtained, Department of
the Government of Tamil Nadu and Undertakings and Corporations
owned by Government of Tamil Nadu, Labour Contract Co-operative
Societies, Tiny Industries classified under SSI registered with the State
of Tamil Nadu and Registration Certificate issued by Department of
Industries and Commerce/Government of Tamil Nadu, Small Scale
Industrial Units located outside the State and such of these units
registered with National small Industries Corporation in respect of the
items manufactured by them are the only categories of
Institutions/Industries exempted from the payment of Earnest Money
Deposit .
8) Those Tenderers who are exempted from payment of EMD shall
furnish in lieu of EMD an undertaking on a non-judicial Stamp paper of value
not less than Rs.80/- (Rupees Eighty Only) to the effect to pay as penalty
an amount equivalent to EMD or an amount equal to the actual loss
incurred whichever is less in the event of non-fulfillment or non observance
of any of the conditions stipulated in the contract consequent to such breach
of contract. The State Government, Public Sector undertakings who are
exempted from payment of EMD should also pay as penalty an amount
equivalent to the amount fixed as Earnest Money Deposit in the event of
non-fulfillment or non observance of any of the conditions stipulated in the
contract. TENDERS RECEIVED WITHOUT THIS UNDERTAKING WILL
NOT BE OPENED.
9) Small Scale Industries registered within the State of Tamil Nadu shall
enclose duly attested Photostat copy of their Registration Certificate
showing the subject materials specifying capacity which they are permitted to
manufacture and the period of validity of the certificate as proof of eligibility
for exemption from payment of EMD as specified in Clause - 1 in a sealed
outer envelope.
10) Others viz. Central and Other State Government Departments,
Undertakings and Corporations other than Tamil Nadu shall have to pay
Earnest Money Deposit and Security Deposit.
11) If on opening the outer cover, it is found that (a) the Demand
Draft/Pay Order/ Banker’s Cheque/ Undertaking along with proof for
exemption of EMD has not been enclosed with the tender, then their
offer will be SUMMARILY REJECTED without opening inner envelope.
12) The Earnest Money Deposit made by the Tenderer will be forfeited if :-

(a) He withdraws his tender or backs out after acceptance.


(b) He withdraws his tender before the expiry of validity period
stipulated in the specification or fails to remit the security deposit.

(c) The tenderer violates any of the provisions of these regulations


contained herein.

(d) The tenderer revises any of the terms quoted during the validity
period.

(13) In the event of the documents furnished with the offer being
found to be bogus or if the documents containing false
particulars, the Earnest Money Deposit paid by the tenderers will
be forfeited in addition to black listing them for future
tenders/contracts in Tamil Nadu Electricity Board.
SECTION-II
BID QUALIFICATION REQUIREMENTS (BQR) FOR BATTERIES
I) The bidder shall be a regular manufacturer of Batteries and supplied
atleast 10 nos Lead Acid Stationary Batteries and 2 nos Plante
Batteries of 220VDC class or above rating during the last three years
out of which atleast 5 Nos Lead Acid Stationary Batteries and 2 nos
Plante Batteries should have been in satisfactory operation for a
period not less than two years. Necessary documentary evidence shall
be furnished for all the above. If the bids are received through
consortium, the same will not be considered and the bids will be
rejected. Tenders received from Agents / Dealers will not be
considered
II) Annual Turnover of the Tenderer should be more than
Rs. 36,00,000/= (Rupees Thirty Six Lakhs only) in any one of the
preceding 3 financial years.viz; 2006-2007,2007-08 and 2008-09 .
The Tenderer shall furnish either the Annual Turn Over Certificate for 3
years certified by Chartered Accountant or Annual statement of
Accounts (i.e) Profit & Loss Accounts and Balance Sheet for preceeding
3 years certified by Chartered Accountant in support of Annual Turn
Over.
III) The Bidders shall furnish the details of various Purchase
orders placed on them by State Electricity Boards/ Electrical Power
Utilities and executed during the last three years on the date of
Tender Opening alongwith its documentary evidence. Necessary
documentary evidence for the performance certificate from the end
users in support of the BQR shall be furnished, alongwith the bid
document.
IV) Type test reports of the tendered equipment should be furnished in
complete shape along with the offer and the above test should has
been conducted in a Government Laboratory/Government
recognized laboratory, within 5 years, as on the date of tender
opening as per IEC 62271-100. the details of Type test reports to
be furnished along with offer are furnished in the Schedule `G’.

THE OFFERS OF BIDDERS NOT SATISFYING THE ABOVE “BID


QUALIFICATION REQUIREMENTS” WILL BE SUMMARILY
REJECTED.
BID QUALIFICATION REQUIREMENTS (BQR) OF CHARGER FOR
CHARGING BATTERIES
1) Only the Small Scale industrial units located within the State of Tamil
Nadu and Registered with the Tamil Nadu Small industries
Development Corporation or the National Small Industries Corporation
or Holding Permanent Registration certificate from the District
Industries centres of Directorate of Industries and Commerce, Tamil
Nadu in respect of these items viz Battery Chargers for which the
Registration Certificate has been obtained and are manufacturers of
battery Chargers and supplied automatic float cum boost charger of
220VDC class or above rating, during the last three years out of
which atleast 5 Nos Dual automatic float cum boost charger should
have been in satisfactory operation for a period not less than two
years are eligible for participate. Necessary documentary evidence
shall be furnished for all the above. If the bids are received through
consortium, the Same will not be considered and the bids will be
rejected. Tenders received from Agents/ Dealers will not be
considered.
II) Annual Turnover of the Tenderer should be more than
Rs. 19,00,000/= (Rupees Nineteen Lakhs only) in any one of the
preceeding 3 financial years.viz; 2006-2007,2007-08 and 2008-09 .
The Tenderer shall furnish either the Annual Turn Over Certificate for 3
years certified by Chartered Accountant or Annual statement of
Accounts (i.e) Profit & Loss Accounts and Balance Sheet for
proceeding 3 years certified by Chartered Accountant in support of
Annual Turn Over.
III) The Bidders shall furnish the details of various Purchase
orders placed on them by State Electricity Boards/ Electrical Power
Utilities and executed during the last three years on the date of
Tender Opening along with its documentary evidence. Necessary
documentary evidence for the performance certificate from the end
users in support of the BQR shall be furnished ,along with the bid
document.
V) Type test reports of the tendered equipment should be furnished in
complete shape along with the offer and the above test should hve
been conducted in a Government Laboratory/Government
recognized laboratory, within 5 years, as on the date of tender
opening as per IEC 62271-100. the details of Type test reports to
be furnished along with offer are furnished in the Schedule `G’.

THE OFFERS OF BIDDERS NOT SATISFYING THE ABOVE “BID


QUALIFICATION REQUIREMENTS” WILL BE SUMMARILY
REJECTED
BID QUALIFICATION REQUIREMENTS (BQR) OF DC
DISTRIBUTION PANEL
I) Only the Bidders who have manufactured and supplied Panels
of220VDC class or above rating, during the last three years out of
which atleast 5 Nos should have been in satisfactory operation for a
period not less than two years Panels are eligible for submitting bids.
Necessary documentary evidence shall be furnished for all the above.
If the bids are received through consortium, the same will not be
considered and the bids will be rejected. Tenders receive from
Agents / Dealers will not be considered.
II) Annual Turnover of the Tenderer should be more than
Rs. 1,20,000/= (Rupees One Lakh Twenty Thousand only) in any
one of the preceding 3 financial years.viz; 2006-2007,2007-08 and
2008-09 . The Tenderer shall furnish either the Annual Turn Over
Certificate for 3 years certified by Chartered Accountant or Annual
statement of Accounts (i.e) Profit & Loss Accounts and Balance Sheet
for preceding 3 years certified by Chartered Accountant in support of
Annual Turn Over.
III) The Bidders shall furnish the details of various Purchase

THE OFFERS OF BIDDERS NOT SATISFYING THE ABOVE “BID
QUALIFICATION REQUIREMENTS” WILL BE SUMMARILY REJECTED
SECTION – III
REJECTION OF TENDERS:
I. Tenders will be SUMMARILY rejected if
(a) The EMD requirements are not complied with.
(b) Not satisfying any of Bid Qualification Requirements.
(c) If the documents furnished with the offer is found to be bogus or
the documents contains any false particulars.

II. Tender is LIABLE to be rejected, if it is:


(a) not covering the supply of equipments/materials with all
accessories.
(b) with validity period less than that stipulated in this specification.
(c) not in conformity with Board’s Commercial terms and Technical
Specifications (Section - V & VI).
(d) not signed properly by the tenderer.
(e) received from a Tenderer who is directly or indirectly connected
with Government service or Board Service or services of local
authority.
(f) from any black listed Firm or Contractor.
(g) received by Telex/Telegram / E-Mail/FAX.
(h) from a tenderer whose past performance/Vendor rating is not
satisfactory
(i) not containing all required particulars as per Schedule - A to G.
(j) not marked the Technical bid as envelope ‘A’ and price bid as
envelope ’B’.
(k) Received from any joint venture of firms/ companies/ individual or
consortium of firms /companies/ individual.
(l) received “ after due date and time”.
(m) Not containing separate Demand draft /Banker’s Cheque or
evidence for exemption from the payment of cost of specification
along with their offer in case of
(n) downloading the tender document from TNEB website.
SECTION – IV
INSTRUCTIONS TO TENDERERS

1.0. Sealed tenders in Two Part System (a) Technical Bid with
Commercial Terms but without Price Bid and (b) Price Bid (both bids in
duplicate) will be received for and on behalf of TAMILNADU ELECTRICITY
BOARD herein after referred to as Board so as to reach on or before the due
date prescribed. All the tenders shall be prepared and submitted strictly in
accordance with the Instructions set forth herein. THE TENDERERS WHO DO
NOT FULFILL THE “BID QUALIFICATION REQUIREMENTS “ AS PER SECTION
– II NEED NOT PARTICIPATE IN THE TENDER. OFFERS NOT SATISFYING
THIS "BID QUALIFICATION REQUIREMENTS” WILL NOT BE CONSIDERED
AND WILL BE SUMMARILY REJECTED.

1.1. The Tamil Nadu Transparency in Tenders Act 1998 and Tamil Nadu
Transparency in Tender Rules 2000 and subsequent amendments are
applicable to this tender.

2.0. SCOPE OF SUPPLY:


2.1. The scope of supply of the material (described in Schedule-A) includes
design, manufacture, inspection, testing, packing, forwarding and delivery of
the materials detailed herein, at TNEB stores anywhere in Tamil Nadu.

3.0. SUBMISSION OF TENDER OFFER :


3.1. The Tenderer is expected to examine all instructions and Schedules
detailed in the Specification and submit the Schedule of prices and other
required particulars in the schedules and drawings called for in this
specification only as per the formats prescribed herein.

4.0. TWO PARTS TENDER SYSTEM:


4.1. The Tenders shall be in Two Parts as detailed below each in a separate
sealed Envelope marked,
" ENVELOPE - A " AND " ENVELOPE - B "
The first envelope, called “Envelope - A” shall contain:
(a) Un priced bid as per Schedule B, C1, C2, D, E, F & G (i.e. Technical Bid
with commercial terms except price.), Check lists as per annexure II, III and
IV.
(b) Any other information called for in the specification other than price.

THIS ENVELOPE - “A” SHOULD NOT CONTAIN ANY PRICE BID.

4.2. The second envelope, called Envelope-B, shall contain the PRICE BIDS
only as per Schedule – A.
4.3. The Tender in two parts shall be prepared in duplicate and put in a
separate sealed super scribed envelope (Envelope-A and Envelope-B) as
instructed above.
4.4. Envelope- A and Envelope-B and the Earnest Money Deposit in
approved form or proof of exemption from payment of EMD / PEMD shall be
enclosed either in “A” Cover or inside the outer cover.
4.5. Envelope-A and Envelope-B and the overall envelope should be
individually sealed, super scribed with the Specification number, materials
offered and due date of submission and addressed to the Chief
Engineer/Transmission, 6th Floor, NPKRR Maaligai, 144, Anna Salai, Chennai
– 600 002.
4.6. The Tender offers in complete shape in one envelope containing
Envelope– A and Envelope-B, as required in Clause 4.3 shall be sent so as to
reach the Chief Engineer/Transmission on or before 2.00 P.M. on the due
date for submission of offers.
4.7. The Tender documents shall be addressed to the Chief Engineer/
Transmission, 6th Floor, Western Wing, NPKRR Maaligai, 144, Anna Salai,
Chennai – 600 002.
4.8. The bid will not be considered if EMD (or) proof for EMD / PEMD are
not found in the outer covers (or) in envelop ‘A’. Those bidders who satisfy
the requirement of Earnest Money Deposit will only be opened on the due
date and time already mentioned. If any of the Bidders indicate price in
Envelope – A, the Bid will not be read out and will be rejected.
4.9. Envelope “B” will not be opened at the time of opening Envelope “A”
but will be authenticated in the covers by officers authorised to open the bids.
Envelope “B” so authenticated will be kept under the safe custody of the
empowered officer to open the tender. Envelope “B” Price Bid will be opened
later, the date of which will be intimated to the tenderer at a later date, after
technical evaluation of the tender is completed.
4.10. If the tenderer finds any ambiguity in any of the terms and
conditions stipulated in this specification, if any sought before 48 hours before
opening of the tender will be replied to and that such clarification shall be
communicated to all tenderers. He shall get it clarified the same from the
Chief Engineer/Transmission, 6th floor, Western Wing, NPKRR Maaligai,
Electricity Avenue, 144, Anna Salai, Chennai – 600 002. If this is not done
and subsequent to the opening of the tenders, it is found that the doubt,
about the meaning or, ambiguity in the interpretation, of any of the terms
and conditions stipulated in the specification are raised by the tenderer either
in this tender or by a separate letter, the interpretation or clarification issued
by the Chief Engineer/Transmission, Tamil Nadu Electricity Board, Chennai – 2
on such of those terms and conditions of the Tender Document as may be
raised by the tenderer shall be final and binding on the tenderer.
4.11. All tender offers shall be prepared by typing or printing in the formats
enclosed with the specifications. One original and one duplicate of the original
proposal which are identical shall be submitted by each tenderer.
4.12. All information in the tender offer shall be in ENGLISH only. It shall
not contain interlineations, erasures or over writings except as necessary to
correct errors made by the tenderer. Such erasures or other changes in the
tender document shall be attested by the person signing the tender offer.
4.13. The tender offer shall contain full information asked for in the
accompanying schedules and elsewhere in the specification.
4.14. The tenderer has the option of sending the offer by Registered Post /
Courier or submitting the same in person so as to reach by the date and time
indicated.
4.15. In case of postal delivery, tenderers are advised to send their offer well
in advance so that they are delivered at the office of the Chief
Engineer/Transmission, Chennai-2 before the prescribed date and time.
4.16. The tenders delivered in person/courier shall be handed over to the
Executive Assistant to The Superintending Engineer/Transmission-II, Chennai
– 600 002 before 14.00 hrs. on the due date.
4.17. The Board will not be responsible for any postal or other transit loss or
delay in receipt of the tender offer.
4.18. Telex/Fax/E-Mail or telegraphic offers will not be entertained and will be
rejected.
4.19. Any offer received by the Board after the due date and time specified
for submission of tender will be declared late, rejected and returned
unopened to the tenderer.
4.20. No tender offer shall be allowed to be modified subsequent to the
deadline for submission of tender offers.
4.21. Tenderer shall bear all costs associated with the preparation and
delivery of its offers, and the BOARD will in no case be responsible or liable
for these costs.
4.22. No offer shall be withdrawn by the tenderer in the interval between the
deadline for submission and the expiry of the period of validity
specified/extended validity of the tender offer.
4.23. ONLY MANUFACTURERS MUST QUOTE. Tenders received from
Agents / Dealers will not be considered.
4.24. The Tenderers are requested to furnish the exact location of their
factories with detailed postal address, Pin Code, Telephone and Fax Nos. etc.,
in their tender so as to arrange inspection by the Board if considered
necessary.
4.25. The tenderers are advised to quote their Permanent Account Number
in their tender or other relevant documents.

5.0. TENDER OPENING:


5.1. The Tender offers except price Bid will be opened at 15.00 Hrs. on the
date notified, at the Office of the Chief Engineer/Transmission, 6th Floor,
NPKRR Maaligai, Electricity Avenue, 144, Anna Salai, Chennai – 600 002 in
the presence of tenderer’s Authorised representatives who may wish to be
present on the date of opening.
5.2. If the last date set for submission of tender offers and opening date
happens to be a holiday, the tenders will be received and opened on the
succeeding working day, without any changes in the timings indicated.
5.3. The duly authorized representatives of the tenderers who are present
shall sign the tender opening register.
5.4. The Tenderer’s Name, Technical and commercial terms during
Techno commercial Bid opening and such other details as the Board, at its
discretion, may consider appropriate will be announced and recorded at the
time of tender opening, for ascertaining substantiated responsiveness of the
Bids.

6.0. INFORMATION REQUIRED AND CLARIFICATIONS:


6.1. To assist in the examination, evaluation and comparison of tender offers,
the Board may, at its discretion, ask the tenderer for a clarification of his
offers. All responses to requests for clarification shall be in writing and to the
point only. No change in the price or substance of the offer shall be
permitted.
6.2. The Board will examine the tender offers to determine whether they are
complete, whether any computational errors have been made, whether
required sureties have been furnished, whether the documents have been
properly signed and whether the offers are generally in order.
6.3. Prior to the detailed evaluation, the Board will determine the substantial
responsiveness of each offer to the Bidding Documents.
6.4. A substantially responsive offer is one which conforms to all the terms
and conditions of the specification without any deviation.
“Attempt by any tenderer to bring to bear extraneous pressure on the
tender accepting authority shall be the sufficient reason to disqualify
the tenderer”.
6.5. The Tender offers shall be deemed to be under consideration
immediately after they are opened and until such time official intimation of
award/rejection is made by the Board to the tenderers. While the offers are
under consideration, tenderers, and/or their representatives or other
interested parties are advised to refrain from contacting by any means, the
Board and/or Board’s employees/representatives on matters related to the
offers under consideration.
6.6. Mere submission of any Tender offer connected with these documents
and Specification shall not constitute any agreement. The tenderer shall have
no cause of action or claim, against the Board for rejection of his offer. The
Board shall always be at liberty to reject or accept any offer or offers at its
sole discretion and any such action will not be called into question and the
tenderer shall have no claim in that regard against the Board.

7.0. EVALUATION AND COMPARISON OF TENDER OFFERS :


7.1. The tender offers received and accepted will be examined to determine
whether they are in complete shape, all data required have been furnished,
the tender offer is properly signed and the offers are generally in order and
the tender offer conforms to all the terms and conditions of the Tender
document without any deviation.
7.2. For the purpose of evaluation of the tender offers, the following
factors will be taken into account for arriving at the evaluated price.
7.2.1. The evaluated price shall include all central duties like
Excise Duty, Cess 3% on Excise Duty, Freight and Insurance, Packing and
Forwarding charges.
Where the tenderers are both from the State of Tamil Nadu
and from outside the State of Tamil Nadu, the TNVAT quoted by the
tenderers situated in the State of Tamil Nadu will be excluded and
the CST quoted by the tenderers situated outside the State of Tamil
Nadu shall be included for the evaluation of the offers received to
determine the L1 tenderer.
Where all the offers received are from outside State of Tamil Nadu offers
may be evaluated FOR (D) all inclusive including CST quoted by the firms.
Where all the offers received are within the State of Tamil Nadu offered
may be evaluated FOR (D) all inclusive of TN VAT quoted by the firms.
7.2.2. The amount of Sales Tax/ TNVAT and percentage of Sales
Tax/ TNVAT shall be indicated in the offer.
7.2.3. For the purpose of evaluation of the tender offers,
the unit FOR (D) value of Indoor Control & Relay Panel will be
arrived and evaluation will be carried out as detailed in Clause 7.2.1.
From this value will be evaluated to arrive at the lowest offer (L1
Tenderer).
7.2.4. The evaluation and comparison shall include Fifteen
percent Price preference for Domestic small Scale Industrial units and Ten
percent price preference for the public sector undertakings of the Government
in respect of products and quantities manufactured by them.
7.2.5 If the rates furnished in the price schedule differs in words and
figures, lower of the two values and which is advantageous to the Board shall
be taken for evaluation.
7.2.6. The bid evaluation will be done as per Tamilnadu Transparency in
Tenders Act 1998 and Tamilnadu Transparency in Tenders Rules 2000.

8.0. VALIDITY :
8.1. The tender offer shall be kept valid for acceptance for a period of 180
days from the date of opening of offers. The offers with lower validity
period are liable for rejection.
8.2. Further, the Tenderer shall agree to extend the validity of the Bids
without altering the substance, and prices of their Bid for further periods, if
any, required by the Board.

9.0. RIGHTS OF THE BOARD :


Not withstanding anything contained in this specification, the Board
reserves the right to:
(a) Accept the lowest tender.
(b) Revise the quantities at the time of placing orders, to the extent of
+/- 25%.
(c) Reject any or all the tenders or cancel without assigning any reasons
thereof.
(d) To split the Tender Quantity and place orders on one or more than
one Firm to meet the delivery requirements.
(e) Recover losses if any sustained by the Board, from the supplier who
pleads inability to supply, and backs out of his obligation after award
of contract. The Security Deposit paid shall be forfeited in such cases.
(f) To cancel the orders for not keeping up the delivery schedule.
(g) In the event of the documents furnished with the offer being found to
be bogus or the documents contain false particulars, the EMD paid by
the tenderers will be forfeited in addition to blacklisting them for
future tenders/ contracts in Tamil Nadu Electricity Board.
(h) After negotiation with the tenderer and before passing the order
accepting a tender, if the tender accepting authority decides that the
price quoted by such tenderer is high, the tender is liable for
rejection.

10.0. DEVIATIONS :
10.1. The Tenderer shall furnish, if there are any deviations in the
commercial and technical terms in the Schedule C1 & C2 Annexed. Deviations
mentioned elsewhere will not be considered. If no deviations are furnished, it
will be construed that the tenderer is accepting all terms specified in the
specification.
Similarly if any deviations are furnished in the said schedules C1 & C2 it
will be construed that these are the only deviations and the tenderer is
accepting all other terms of the specification and the offer will be taken for
evaluation accordingly.
THE TENDERERS SHALL FURNISH THE DETAILS OF THEIR OFFER IN
THE CHECK LIST ALSO FOR BID QUALIFICATION REQUIREMENTS,
COMMERCIAL TERMS AND TECHNICAL TERMS IN THE ANNEXURES II, III
AND IV RESPECTIVELY.
10.2. THE OFFERS OF THE TENDERERS WITH DEVIATIONS IN COMMERCIAL
TERMS OF THE TENDER DOCUMENT WHICH COULD NOT BE ACCEPTED
WILL BE REJECTED.
10.3. NO ALTERNATE OFFER WILL BE ACCEPTED.
11.0. APPEAL :
Any tenderer aggrieved by the order passed by the Tender
Accepting Authority under Section-10 of the Tamil Nadu Transparency in
Tenders Act 1998 may prefer an appeal to Government within 10 (Ten) days
from the date of receipt of order.
12.0. BAR ON JURISDICTION :
Save as otherwise provided in the Tamil Nadu Transparency in Tenders
Act, 1998 no order passed or proceedings taken by any officer or authority
under this Act shall be called in question in any court and no injunction shall
be granted by any court in respect of any action taken or to be taken by such
officer or authority in pursuance of any power conferred by or under this Act.

SECTION : V – COMMERCIAL
1.0 SCOPE:
1.1 The scope of supply includes manufacture, inspection, testing,
packing, forwarding, insuring and delivery of the Equipments detailed herein,
at our stores any where in Tamil Nadu.
2.0 PLACING OF ORDERS :
2.1. It is not binding on the Board to accept the lowest or any tender. The
Board reserves the right to split and place orders for the items with different
tenderers and for revising the quantities at the time of placing the orders.
The Board reserves the right to vary the quantity finally ordered to the
extent of 25% either way of the requirement indicated in the tender
documents.
2.2. The award of contract will be issued to the successful tenderer with all
Board’s terms and conditions, duly indicating the approved unit rates and the
approximate quantity allotted to them for a period of one year. The approved
rates will be FIRM and valid for the entire contract period.
3.0 PRICE :
3.1 The Tenderers are requested to quote FIRM price only and variable
price will not be accepted.
3.2. The Tenderers shall quote the Ex-works price, Excise Duty with
percentage, Packing and Forwarding, Freight and Insurance charges and
Sales Tax/TNVAT with percentage separately for delivery to Tamil Nadu
Electricity Board Stores anywhere in Tamil Nadu. A format for price is given in
Schedule `A’.
3.3. It is the responsibility of the Tenderer to make sure about the correct
rates of duty/tax leviable on the materials at the time of tendering. If the
rates assumed by the Tenderers are less than the current rates prevailing at
the time of tendering, the Board will not be responsible for the mistake.
3.4. The Tenderer should quote their rates taking into account the Excise
Duty. relief available to them on account of duty paid for procurement of raw
materials under CENVAT Scheme. A certificate to this effect shall be
furnished along with the offer.
4.0. SALES TAX :
4.1. The Central Sales Tax / TNVAT will be paid extra as applicable. The
amount of Central Sales Tax/ TNVAT and percentage payable shall be
indicated separately in the tender offer. Central Sales Tax/ TNVAT is not
applicable to Freight and Insurance charges.
4.2. The Board has been registered as a dealer, both under Central Sales
Tax Act 1956 under Registration Nos. 32929/81-82 dated 18.1.82 Appropriate
Central Sales Tax/ TNVAT in accordance with the provisions of the relevant
Act in force shall be included by the Tenderer in the price quoted.
The Commissioner of Commercial Taxes in their Lr. No. VAT Cell/ 2952/2007
(VCC No.995) Dt. 06.08.07 has clarified that exemption already granted for
registration of TNEB will continue as per Section 88(3) (i) of the VAT Act
2006. Hence TIN shall not be applicable to TNEB.
As per Sl.No. 305 of Annexure to TN VAT Act, 2006 Sale of any goods
except Petrol, Diesel and Cement to TNEB for use in Generation,
Transmission and Distribution of Electrical energy will attract TNVAT @ 4%
as per G.O. Ms.No. 31, Commercial Taxes, B.s, Dt. 27.03.02.
The Commissioner of Commercial Taxes has confirmed in their Lr. No.
VAT Cell/ 2952/ 2007 (VCC N.955) Dt. 06.08.07 that exemption is continued
as per Sec .88 (3) (i) of the TN VAT Act 2006.
4.3. In case of delayed delivery the central sales tax prevailing on the date of
despatch or on the last day of the contractual delivery period whichever is
LESS will be admitted. For both the cases the supplier shall furnish
documentary evidence while submitting the bills for payment.
4.4. Provided always, it is hereby agreed and declared that in case, where the
Board has doubt and belief that Central ST/TNVAT is not at all payable for the
transaction in question, the Board reserves the right to with-hold the amount
of tax until the party produces an order of court of competent jurisdiction,
declaring the liability of the transaction to Central sales tax/TNVAT.
Concessional rate of Central Sales Tax/TNVAT if any shall be taken into
account and included in the price quoted giving proof thereof.
4.5. The following certificates have to be furnished for admittance of claim of
Central Sales Tax/TNVAT.
(i) Certified that the transaction in which the Central Sales Tax/TNVAT has
been claimed and has been/will be included in the return submitted/to be
submitted to the Central Sales Tax/TNVAT authorities for assessment of the
Central Sales Tax/TNVAT and the amount of Central Sales Tax/TNVAT
claimed from the purchaser has been/will be paid to Central Sales
Tax/TNVAT authorities.
(ii) Certified that the goods on which the Central Sales Tax/TNVAT has been
charged have not been exempted under C.S.T. Act or the rules made there
under and the charges on account of Central Sales Tax/TNVAT on these
goods are correct, under provisions of relevant Act or rules made there
under.
(iii) Certified that we shall indemnify the Board, in case if it is found later on
that wrong or incorrect payment has been recouped on account of Central
Sales Tax/TNVAT paid by us.
(iv) Certified that we are registered as dealer under the Central Sales
Tax/TNVAT Act and our Registration No is………and under TNVAT Act 2006
and our Registration No. is……………
(v) Certified that TNVAT Credit availed by me has been taken into account in
the rates quoted.
Consequent to introduction of VAT, the additional taxes such as
Turnover Tax or Resale Tax, Surcharge and additional surcharge have
been abolished.
In VAT Act 2006, there is no provision for availing concessional rate of
3% against Form XVII.
In regard to central Sales Tax involving Inter State sale appropriate
rate of CST against “C” form shall be applicable.

5.0. EXCISE DUTY AND CESS ON EXCISE DUTY :


5.1. It is the responsibility of the tenderer to make sure about the correct
rates of duty leviable on the material at the time of tendering. If the rates
assumed by the Tenderer are less than the current rates prevailing at the
time of tendering, the Board will not be responsible for the mistake.
5.2. Any increase in Excise Duty and Cess on Excise Duty consequent to the
suppliers coming into different duty slab during the execution of the contract
shall have to be taken into account and the all inclusive Firm Price shall be
quoted accordingly by the tenderers. Any variation in Excise Duty and Cess
on Excise Duty due to statutory variation within the contract delivery date
shall be considered.
In case of delayed delivery, the Excise duty prevailed on the date of
actual delivery or the Excise duty applicable on the contractual delivery period
whichever is less will be admitted.
Authentic invoice containing the details of Central Excise Registration No.
PLA No. and date and time of removal of goods, Debit entry in PLA/RG 23
duly authenticated by authorized signatory shall be produced for the Excise
Duty claim for all the items manufactured by the tenderer.
5.3. The Tenderer who have quoted ED as NIL and in the event of
placement of order on such tender against this specification where the value
of order is above Rs. 150 lakhs such tenderer shall a furnish an
undertaking to the effect that the ED commitment on account of crossing the
turnover slab will be discharged to the E.D. authorities and that the
Board shall not be responsible for any E.D. evasion by the tenderer in respect
of this transaction.
5.4. In the case of tenderer who has quoted ED as NIL and in the event of
placement of order against the specification and the proposed order value is
less than Rs.150 lakhs, the tenderer shall furnish an undertaking to the
effect that he has not obtained any other order in the same financial
year and that the Board shall not be responsible for ED evasion if any by the
tenderer in respect of this transaction.
6.0. INSURANCE:
Contracting firms shall arrange insurance for the equipment and all its
accessories being supplied by them, through any of the Nationalised
Insurance Companies. The equipment shall be insured to cover transport
(from Warehouse) and 60 days storage risk at site. The damages, if any,
during transit will be reported within 30 days of receipt of materials. It will be
the responsibility of the supplier to replace the defective/damaged materials
and make good the shortages and other losses in transit, free of cost, lodge
and recover claim from Insurance, Under-writers/Carriers.

7.0. PACKING AND FORWARDING:


The equipment and all its accessories shall be securely packed
and despatched, freight paid, duly insured, at supplier’s risk and cost. The
packing may be in accordance with the manufacturer’s standard practice.
The supplier is responsible for ascertaining the facilities that exist for Road
Transport to site. Each package shall be clearly marked and contain detailed
packing list, such as gross weight, net weight etc. The supplier is solely
responsible for any loss or damage during transport. The despatch of
materials shall be made only after the approval of test certificates by the
Board. The equipment/Materials shall be unloaded at Destination Stores/Sites
by the supplier free of cost.

8.0 PAYMENT:
8.1 Payments will not be made for equipments/materials damaged during
transit. All defective materials shall be replaced by the supplier free of charge.
8.2 Payments for the supplies will be made by cheque on any one of the
Nationalised Banks/Scheduled Banks approved by Reserve Bank of India, in
Tamil Nadu. The bank charges involved in making the payment will be to the
account of the Tenderer.
8.3. (I) Option – 1: When the tenderer opts to furnish Performance B.G.
(a) For the equipments/materials delivered within the contractual delivery
period :
1. 95% of the all inclusive price (including sales Tax) of the equipments/
materials will be paid within a reasonable time after receipt of materials in good
condition at site and submission of bills with required documents.
2. The balance 5% will be made within a reasonable time on completion of entire
supply.
(b) For the equipments/materials delivered beyond the contractual delivery period :
1. 95% of the all inclusive price (including sales Tax) of the equipments/
materials after deducting the appropriate amount of L.D. of each consignment will
be paid within a reasonable time after receipt of materials in good condition at
site and submission of bills with required documents.
2. The balance 5% will be made within a reasonable time after completion of the
execution of the contract and after closure of P.O.
(II) Option–2: When the tenderer does not opt to furnish Performance BG.
(a) For the equipments/materials delivered within the contractual delivery period :
90% of the all inclusive price of the equipments/materials including Sales
Tax will be paid within a reasonable time on receipt of materials in good
condition at site.
The 5% payment will be made within a reasonable time on completion of
entire supply.
The final 5% will be released on expiry of the guarantee period.
(b) For the equipments/materials delivered beyond the contractual delivery
period:
1. 90% of the all inclusive price (including sales Tax) of the equipments/
materials after deducting the appropriate amount of L.D. of each consignment will
be paid within a reasonable time after receipt of materials in good condition at
site and submission of bills with required documents.
2. The balance 5% will be made within a reasonable time after completion of the
execution of the contract and after closure of P.O.
3. The final 5% will be released on expiry of the guarantee period
8.4. For the delayed payments if any, Board will not pay any interest on any
account.
8.5. In case of delay in supply, the materials will be accepted subject to the
following conditions.
(a) There should be no declining trend in prices.
(b) Payment will be released as per the recent purchase order rates or lowest
rates obtained during the recent tenders opened subject to levy of
liquidated damage for belated supplies.
(c) Board reserves the right to accept or reject the delayed supplies without
assigning any reason therefor and take action as per the other terms and
conditions of this specification.
8.6.The bills for payment will be passed only after the approval/acceptance of the
following:
(a) Security Deposit.
(b) Performance Bank Guarantee for 5% value of the order/value of materials
to be supplied according to delivery schedule.
(c) Sales Tax Clearance Certificate/ VAT Certificate.
(d) Test Certificate.
(e) Supply of approved drawings, Instruction manuals, etc.,as per Section-VI
Technical of this Specification.
(f) Undertaking towards Jurisdiction for legal proceedings.
8.7.The supplier should despatch only after getting despatch instruction. If the
supplier despatches the materials without the prior approval of the purchaser, then
the purchaser shall not be responsible for any demurrage or wharfage or both and
only the supplier should bear any expenditure arising out of such unapproved
despatches.
9.0. SECURITY DEPOSIT :
9.1. The successful tenderer will have to furnish 5% of order value as Security
Deposit in the form of DD/Banker’s Cheque/irrevocable Bank Guarantee.
Security Deposit will include the Earnest Money Deposit already paid. For the
Permanent Earnest Money Deposit holders, Security Deposit has to be paid in
full.
9.2. The Security Deposit will be refunded to the supplier only if the contract is
completed to the satisfaction of the purchaser. If the purchaser incurs any loss
or damages on account of breach of any of the clauses or any other amount
arising out of the contract becomes payable by the supplier to the purchaser,
then the purchaser will in addition to such other dues that he shall have under
the law, appropriate the whole or part of the security deposit and such amount
that is appropriated will not be refunded to the supplier.
9.3. The successful tenderer will have to furnish the Security Deposit within 15
days from the date of receipt of P.O. The security deposit will not carry any
interest.
The Board also reserves the right to accept the belated payment of
Security Deposit by levying penal interest at the rate of 22% p.a. from the date
of expiry of 15 days time limit till the date of actual payment of Security
Deposit. The same will be recovered from suppliers first bill.
9.4. Failure to comply with the terms regarding Security Deposit set out in the
purchase order within the stipulated time of the successful tenderer will entail
cancellation of the purchase order without any further reference to the supplier.
10.0. DELIVERY:
The delivery indicated in the schedule –B shall have to be adhered to. If
any other delivery period is indicated the tenderer is liable for rejection. The
delivery period will be reckoned from the date of receipt of Purchase order and
not from the date of approval of drawing.
The date of receipt of materials at stores/site in good condition will be
treated as date of delivery for all purpose.

10.1. ERECTION AND COMMISSIONING :

The 220V/300Ah,110V/300Ah,110V120Ah lead acid stationary


batteries, 220V/535Ah lead acid plante battery ,automatic float cum boost
charger for charging 220V/535Ah plante battery , for charging 110V/300Ah lead
acid stationary batteries,110V/120Ah lead acid stationary batteries will be
erected departmentally. The successful tenderer shall render services of
qualifies personnel for the supervision of erection,testing at site and
commissioning the batteries,chargers supplied .A lumpsum rate per batteries,
per chargers shall be quote in the price schedule towards this supervision
services.

The service personnel should be deputed to the site within four days
from the date of intimation by the concerned filed officer. If there is delay in the
deputation of service personnel, liquidated damages will be levied as detailed in
Liquidated damages clause.

11.0. LOSS OR DAMAGE:


11.1. External damages and/or shortages that are prima facie, the results of
rough handling in transit or due to defective packing will be intimated within
one month from the date of receipt of the materials at site. Internal defects,
damages or shortages of integral parts, which cannot ordinarily be detected on
a superficial visual examination, though due to bad handling in transit or
defective packing, would be intimated within 2 months from the date of receipt
of materials. In either case, the defective materials shall be replaced/rectified
by the supplier, free of cost as per the Clause of Replacement of
Defective/Damaged materials of this specification.
11.2. If during the period of supply, it is found that goods already
supplied are defective in material or workmanship or do not conform to
specification or are unsuitable for the purpose for which they are purchased,
then it will be open to the purchaser either to reject the goods or repudiate the
entire contract and claim such loss that the purchaser may suffer on that
account or require the supplier to replace the defective goods, free of cost.
11.3. Similarly, if during the guarantee period any of the goods found
to be defective in materials or workmanship or do not conform to specification,
it will be open to the purchaser either to repudiate the entire contract and claim
damages or accept such parts of the goods that are satisfactory and require the
supplier to replace the balance or to claim compensation for the entire loss
sustained by the purchaser on that account.
11.4. In the event of supplies being received damaged or any shortages
at the destination stations, the cost of such materials, Excise duty and Sales Tax
(if payable) and other charges payable thereof will be paid only proportionate to
the value of materials received in good condition, unless the damaged goods or
short supplies are made good free of cost by the suppliers.
11.5. For all legal purposes, the materials shall be deemed to pass into the
Board’s ownership at the destination Stores, where they are to be delivered and
accepted.
12.0. LIQUIDATED DAMAGES AND PENALTY :
12.1. The delivery as specified should be guaranteed by the supplier under the
liquidated damages clause given below:
If the supplier fails to deliver the equipments/materials within the time
specified in the contract or any extension thereof, the purchaser shall recover
from the supplier as liquidated damages, a sum of HALF PERCENT (0.5%) of the
contract price of the undelivered equipments/materials for each completed week
of delay. The total liquidated damages shall not exceed TEN PERCENT (10%) of
the contract price of the equipments/materials so delayed. Only the date of
actual receipt of materials at stores will be reckoned as date of delivery for this
purpose.
It should be noted that if a contract is placed on the higher tenderer
in preference to the lowest acceptable tender in consideration of the offer of
earlier delivery, the said contractor will be liable to pay the Board the difference
between the contract rate and that of the lowest acceptable tender in case of
failure to complete the supplies in terms of such contract within the delivery
period specified in the tender and incorporated in the contract. This is without
prejudice to other rights under the terms of contract.
12.2. Equipment will be deemed to have been delivered only when all
its component parts and its accessories are also delivered. If certain
components and accessories are not delivered in time the whole equipment will
be considered as delayed unless, the missing parts are delivered. The
Liquidated damages will also be levied for the quantity not supplied as is done
for the delayed supplies. If supplies effected in part which could not be
beneficially used by the Board (due to such incomplete supply), liquidated
damage will be worked out on the basis of entire contract price of the such
whole units which could not be beneficially used and not on the value of
delayed portion.
12.3. If supplies to be rendered are made by the supplier beyond the period of
delivery and they are accepted by the Board, such acceptance is without
prejudice to Board’s right to levy liquidated damages for the delay in supply.
12.4. If the ordered materials are not delivered, the purchaser shall recover
from the supplier, as liquidated damages a sum equal to TEN PERCENT
(10%) of the contract price of the equipments/materials undelivered besides
forfeiture of security deposit.
12.5. The suppliers are liable to pay the amount of loss sustained by the Board
in the event of non-execution of orders, if any placed on them either in full or
part to the satisfaction of the Board under the terms and conditions of contract
and in the event of placing orders for such quantities on some others at a
higher price.
12.6. Tenderers not giving clear and specific acceptance to the above clauses
are liable for rejection.
12.7. If there is any downward trend in prices on account of belated supplies,
the tenderers have to accept the same with the levy of liquidated damages, for
belated supplies.

13.0. FORCE MAJEURE:


13.1. If at any time, during the continuance of the contract, the
performance in whole or in part, on any obligation under this contract, is
prevented or delayed by reasons of any war, hostility, acts of public enemy,
acts of civil commotion, strikes, lockouts, sabotages, fires, floods, explosions,
epidemics, quarantine restrictions or other acts of God (herein after
referred to as eventualities) then, provided notice of the happening of any
such eventuality is given by the tenderer to the Board within 15 days
from the date of occurrence thereof,neither party shall, by reasons of such
eventuality, be entitled to terminate this contract nor shall have any claim for
damages against the other in respect of such non-performance or delay in
performance and deliveries under this contract, shall be resumed as soon as
practicable after such eventuality has come to an end or ceased to exist.
13.2. Provided that if the performance in whole or part by the supplier on any
obligation under this contract is prevented or delayed by reasons of any
eventuality for a period exceeding 60 days, the Board may at its option
terminate the contract by a notice in writing.
14.0. GUARANTEE:
14.1. The entire equipments should be guaranteed for satisfactory operation
and good workmanship at least for a period of 36 (Thirty six) months from
the date of receipt of materials at site in good condition.
14.2. Any defects noticed during this period shall be rectified free of cost to
the Board within 2 (Two) months from the date of intimation of defect/failure.
Irrespective of number of failures and repairs, the suppliers are responsible
for free replacement of the defective materials. Such replaced components
shall serve for a continuous period of 12 months from the date of re-
commissioning and this shall be in addition to the guarantee provided for the
equipment.
14.3. The incidental expenses, transport and freight charges for the
replacement of defective materials within the guarantee period shall also be
borne by the supplier till such time it serves a continuous period of 12
(Twelve) months as said above.
14.4. The tenderers shall guarantee among other things, the following
(i) Quality and strength of materials used.
(ii) Safe electrical and mechanical stresses on all parts of the
equipments under all specified conditions.
(iii) Performance figures given by the tenderers in the Schedule of
Guaranteed technical particulars.

15.0. PERFORMANCE GUARANTEE:


OPTION – 1 :
The successful tenderer should furnish a performance guarantee in the
form of bank guarantee for 5% of the total accepted value of the contract
and shall be valid for a period of 36 months from the anticipated date of
receipt of last consignment of goods/materials at site in good condition. In
case of delay in supply, the Performance Bank Guarantee should be extended
suitably.
The Performance Bank Guarantee will be released on expiry of
guarantee period after ensuring that defects /damages during the guarantee
periods are rectified /replaced.
OPTION – 2 :
The successful Tenderer need not furnish any Bank Guarantee towards
performance guarantee. Instead they should agree to retain 5 % value of the
material supplied against each invoice till the completion of guarantee period.

16.0. REPLACEMENT OF DEFECTIVE/DAMAGED MATERIALS:


16.1. Not withstanding anything contained in the above liquidated damages
clause when the whole or part of the materials supplied by the supplier are
found to be defective/damaged or are not in conformity with the
specification or sample, such defects or damages in the materials supplied
shall be rectified within two months from the date of intimation of
defect/damage either at the point of destination or at the supplier’s works, at
the cost of supplier, against proper security and acknowledgement. In the
alternative, the defective or damaged materials shall be replaced at free of
cost within two months from the date of receipt of the intimation from the
purchaser of such defects or damages. If the defects or damages are not
rectified or replaced within this period, the supplier shall pay a sum towards
liquidated damages as per liquidated damages clause given above, for the
delay in rectification/replacement of the defects or damages from the date of
receipt of intimation of the defect or damages.
16.2. If even after such rectification or replacement of the damaged or
defective part, if the equipment materials ordered is not giving the
satisfactory performance as per the contract, then it will be open to the
purchaser either to reject the goods or repudiate the entire contract and
claim such loss sustained by the Board.
16.3. Notwithstanding any other remedies available, the purchaser shall be
entitled to dispose off the defective/damaged materials in `as is where is
condition’ without further notice, if the contractor/supplier fails to rectify the
defect and /or replace the damaged materials and / or fails to remove the
defective/damaged materials within such period as may be notified by the
purchaser through notice and the sale proceeds of such disposal shall be
appropriate towards the dues to the Board such as liquidated damages,
ground rent etc. as may be determined by the purchaser.
17.0. FAILURE TO EXECUTE THE CONTRACT:
Suppliers failing to execute the order placed on them to the satisfaction
of the Board under terms and conditions set forth therein, will be liable to
make good the loss sustained by the Board, consequent to the placing of
fresh orders elsewhere at higher rate, i.e. the difference between the price
accepted in the contract already entered into and the price at which fresh
orders have been placed. This is without prejudice to the imposition of
Liquidated Damages and forfeiture of security deposit.
18.0. NON-ASSIGNMENT:
The supplier shall not assign or transfer the contract or any part thereof
without the prior approval of the purchaser.
19.0. EFFECTING OF RECOVERIES:
Any loss, arising due to non-fulfillment of this contract or any other
contract, will be recovered from the Security Deposit held and or any other
amount due to the supplier from the Board from this Contract as well as from
other contracts.
20.0. SALES TAX CLEARANCE CERTIFICATE:
The tenderer should enclose with the tender, a copy of certificate of
sales tax clearance for the previous year from the appropriate Sales Tax
Authorities.
NOTE : The successful tenderer should submit the copy of latest STCC
after receiving the order.
21.0. INCOME TAX
Tenderers shall furnish their Permanent Account Number (PAN) in
their offer or other relevant documents without fail.
22.0. PATENT RIGHTS ETC :
The supplier shall indemnify the purchaser against all claims, actions,
suits and proceedings for the infringement or alleged infringement of any
patent, design or copy right protected either in the country of origin or in
India by the use of any equipment supplied by the supplier other than for the
purpose indicated by or reasonably to be inferred from the specification.
23.0. ARBITRATION:
The Board will not accept any arbitration in case of disputes
arising in any respect under this contract. Any dispute arising out of this
contract shall not be subject to arbitration under the provisions of Arbitration
and Conciliation Act 1996 in the event of any dispute between the parties.
24.0. DEVIATIONS FROM SPECIFICATION:
No deviations in commercial and Technical terms shall be acceptable.
25.0. TEST CERTIFICATES:
The test certificates in triplicate for the materials furnishing the
results of the tests as per latest issue of IS shall be forwarded and got
approved before the materials are despatched. In addition to the tests called
for in the specification, the purchaser reserves the right of having such tests
as he desires carried out at his own expenses to satisfy himself that the
materials conform to the requirement of this specification. The materials may
be rejected if the test results are not satisfactory.
26.0. RESPONSIBILITY:
The tenderer is responsible for safe delivery of the materials at the
destination stores. The tenderer should include and provide for packing and
secured protection of the materials so as to avoid damages or loss in transit.

27.0. MAXIMUM WEIGHTS AND DIMENSIONS OF PACKINGS:


27.1. The supplier is responsible to make sure about the facilities that exist
for Road and Rail transport to site, the maximum packages which can be
conveyed by the railways and crane lift available at the destination Railway
station. The supplier is also responsible for any loss or Damage during
transport and storage for 60 days.
27.2. Each case or package should be clearly marked and should contain
detailed packing list.
28.0. INSPECTION:
28.1 The authorized representatives of the purchaser shall have access to
the supplier’s or sub-vendor’s works at any time during working hours, for the
purpose of inspecting the manufacture of the materials and for testing the
selected samples from the materials covered by this specification. The
supplier or the sub-vendor shall provide facilities for the above.
28.2.Tenderers are requested to furnish in their tenders the exact location of
their factory with detailed address to enable inspection by Board if considered
necessary.
28.3.Not less than 15 days advance intimation shall be given about the
quantity of materials that will be ready for inspection by the Board’s
Officers/Third Agency authorized by the Board. The arrangement for
inspection shall be made by suppliers in such a way that the delivery schedule
is kept up. The materials shall not be despatched without instruction from
Board.
29.0. COMPLETENESS OF TENDER:
The tender should be complete with all details of illustrative and
descriptive literature and drawings. The tenderers shall furnish the complete
technical details of the equipment. Information regarding the country of
manufacture or origin of materials used in the manufacture of the articles
should be furnished. The tenderer should include all minor accessories even
though not specifically mentioned in this specification but which are essential
for the completeness of the materials ordered.
The tenderer shall not be eligible for any extra charges in respect of
such minor accessories though not included in the tender.
30.0. INTERCHANGEABILITY:
All similar parts and removable parts of similar items shall be
interchangeable with each other.

32.0. CLIMATIC CONDITIONS:


The materials are for use in Tamil Nadu and should be satisfactory for
operation under tropical conditions in Tamil Nadu.
a) The ambient temperature will be within the range of + 10 Degree
Centigrade to + 50 Degree Centigrade.
b) The altitude will be less than 1000 meters.
c) The maximum atmospheric humidity will be in the range of 95%.
d) Average Number of thunder storm days per annum is 65.
e) Average Number of dust storm days per annum is 5.
f) Average Number of rainy days per annum is 65.
g) Average annual rainfall is 100 cm.
h) The climatic conditions are prone to wide variation in ambient condition
and equipments offered under this specification shall be suitable for
installation at any of the Sub-Stations in Tamil Nadu.
i) All electrical devices shall be given tropical and fungicidal treatment.
Fog, smoke and mild acids are also present in the atmosphere.

33.0. ELECTRICITY RULES :


All works shall be carried out in accordance with the latest
provisions of the Indian Electricity Act /Electricity Supply Act and the Indian
Electricity Rules there-under unless modified by this specification.
34.0. MATERIALS AND WORKMANSHIP:
34.1. All materials, equipments and spare parts thereof shall be new, unused
and originally coming from manufacturer’s plant to the destination stores.
Those including used, rebuilt or overhauled materials/equipments will not be
accepted.
34.2. All the materials shall be of best class and capable of satisfactory
operation in the tropics with humid atmospheric condition. Unless otherwise
specified, they shall conform to the requirements of appropriate Indian
Standards. Where these are not available, IEC and American/British
Standards shall be followed.
34.3. The equipments should be designed to facilitate inspection and repair
and to ensure satisfactory operation under atmospheric conditions prevailing
at site and under sudden variations of load and voltages as may be met with
under working conditions in the system including those due to faulty
synchronizing and short circuits within the rating of the apparatus.
34.4. The design shall incorporate every reasonable precautions and
provisions for the safety of all those concerned in the operation and
maintenance of equipment.
34.5. All the equipments should operate without undue vibration and with the
least practicable amount of noise.

35.0. RECOVERIES OF DUES :


The Board is empowered:
(a) To recover any dues against this contract in any bills/
Security Deposit/Earnest Money Deposit due to the suppliers either in this
contract or any other contracts with Board.
(b) To recover any dues against any other contract of the suppliers with
Board, with the available amount due to the suppliers against this contract.
36.0. PAST PERFORMANCE:
36.1.The intending tenderers shall furnish the documentary evidence with
details of various Purchase Orders/placed on them during the last three
years as on the date of Tendering in the proforma enclosed to the Tender
Specification and also proof for having manufactured the tendered item and
for their satisfactory performance from State Electricity Board.
36.2. The Bidders shall furnish copies of Balance Sheet, Profit and Loss
Account for the years 2006-2007, 2007-2008 and 2008-2009 certified by the
Auditor.
In case 2008-2009 accounts are not finalised, the bidders shall furnish
annual turnover statement for the year 2008-2009 certified by Auditor.
36.3. The Bidders shall furnish documentary evidence for the constitution of
the firm such as Memorandum and Articles of Association, Attested copy of
Registered Partnership Deed with details of Name, Address, Telephone,
Electricity Board Service Connection No. of the manufacturing plants.
36.4. The details furnished by the tenderers shall be in complete shape and if
it is found that any information is found omitted, suppressed, incomplete or
incorrect, the same will be taken note of while dealing with the Tenderers in
future.
37. 0. TYPE TESTS :
Tenderers are requested to furnish along with tender copy of type
test certificates for the Equipments /boughout components in full shape
as conforming to relevant IS / IEC standards of latest issue obtained from
a Government/ Government Recognised Laboratory.
Otherwise the above type test certificates shall be furnished before the
offer of Inspection for the first lot of materials / equipments at no extra
cost to Board and no relaxation to Board’s Delivery Clause will be given on
this account.
The above type test should have been conducted not earlier than
five years (5 years) as on the date of tender opening. Non submission of
above type test certificates within the stipulated time will entail
cancellation of Purchase Order without any further reference to supplier.
The original type test certificates shall be furnished for
verification on request. The details of type test if already conducted should be
furnished in the Schedule – G.
38.0. RAW MATERIALS:
It is the responsibility of the tenderer to make his own arrangement to
procure the necessary raw materials required for the manufacture.
39.0 JURISDICTION FOR LEGAL PROCEEDINGS (AFTER AWARD OF
CONTRACT)
39.1. No suit or any proceedings in regard to any matter arising in respect of
this contract shall be instituted in any court, save in the High Court, Madras,
City Civil Court at Chennai or at the Court of small causes at Chennai. It is
agreed that no other court shall have jurisdiction to entertain any suit or
proceedings, even though, part of the cause of action might arise within their
jurisdiction. In case, any part of cause of action might arise within the
jurisdiction of any of the Courts in Tamil Nadu and rest within the jurisdiction
of courts outside the Tamil Nadu, then it is agreed to between the parties that
such suits or proceedings shall be instituted in a Court within the State of
Tamil Nadu and no other court outside the State of Tamil Nadu shall have
jurisdiction even though any part of the cause of action might arise within the
jurisdiction of such courts. The successful tenderer shall furnish an
undertaking in a non/Judicial stamp paper of Rs.80/= agreeing to the above
condition.

2.0 GENERAL REQUIREMENTS OF THE EQUIPMENTS :


General requirement of the different components of the Battery system are
given below.
2.1 Two set of 220V, 535AH lead acid type plante storage battery set is
required for meeting the D.C. load requirements of indicating lamps,
emergency lighting, relays, alarms, circuits breakers etc. The battery shall be
kept in healthy conditions with the help of the existing float charging unit.
The existing boost charger unit shall supply quick charging current to bring
back the battery to fully charged conditions after it has discharged to a
considerable extent while meeting the emergency load. The battery shall
meet practically all the heavy current demands, as required for operation
[closing and / or operating of circuit breakers, emergency lighting load and
field flashing load etc). It should be noted that, the 220V batteries are to be
accommodated in the Battery Room and should operate satisfactorily over the
entire range of ambient temperature of 00 C to 500 C and relative humidity of
95%.

2.2. STANDARDS :
1. The equipments shall comply in all respects with the latest edition of
relevant Indian Standard Specifications except for the modifications
specified herein. The equipments manufactured according to any other
authoritative national / international standard which ensure an equal or
better quality than the provisions of these specifications shall also be
acceptable. Where the equipment offered conform to any other
standard, salient points of differences between the proposed standard
and the provisions of these specifications shall be clearly brought out in
the tender. A Xerox copy of such standards [in English shall be
enclosed with the offer].
In the event of conflict between requirements of any two clauses of the
specification documents or requirements
of differentcodes/standards specified, the morestringent requirement
as per the interpretation of the PURCHASER shall apply.

3.0 INSTALLATIONS :
3.1. Equipments covered under these specifications shall be suitable for
indoor installation.
3.2 It should be noted that, the 220V batteries are to be accommodated
in the Battery Room and should operate satisfactorily over the
entire range of ambient temperature of 00 C to 500 C and relative
humidity of 95%.
3.3 The bidder shall indicate in his bid the requirements of ventilation in the
battery room.
The battery shall operate satisfactorily over the entire range of the
temperature and humidity indicted in this specification without affecting
its normal life. Bidder shall indicate the percentage reduction in battery
capacity at the lowest temperature of 27 deg C. If any special
ventilation requirements are necessary, the same shall be indicated.

4.0. DETAILS OF SPECIFICATIONS OF PLANTE BATTERIES :


1. The batteries shall be made of closed type lead acid cells with ‘plante’
type plates manufactured to conform to IS: 1652-1991.

‘trickle’ charger supplying the continuous load. However, the batteries

terminal voltage falling below 200 V [90% of rated voltage]

5. The number of cells for the 220 V batteries shall be so chosen that for
the nominal floating voltage of the cells, the battery voltage shall be
237.5V and for the minimum [discharged condition] voltage of the cells,
the voltage of the battery shall not be less than 198V, while the
assigned rating of the battery bank can not lowered below its rated
voltage of 220 volts.
5.0 DESIGN AND CONSTRUCTION DETAILS :
5.1 Containers : The containers for the cells shall be of impervious, moulded
transparent, san/plastic/glass material having heat-resisting, high strength,
non-reacting and low inflammable properties conforming to IS-1146-1981.
The containers shall be mounted on insulators blocks. The containers shall be
of robust construction and free from flaws, bubbles or foreign matter. The
surface of the containers shall have a finish substantially free from blisters,
rough spots, scales, blow holes and other imperfections or deformations. The
handle bars, if provided, shall be of such that sufficient sediment space shall
be available and the batteries will not have to be cleared out during their
normal life. Battery containers shall be subjected to type, Routine and
Acceptance Tests as per the requirements of IS-1146-1981. The containers of
the label attached firmly to the containers shall be marked with the
information as per requirements of the above standard. The supplier’s
manufacturer’s test certificates shall be submitted by the tenderer for the
scrutiny of the purchaser.
2 Plates : The positive plates shall be of pure lead lamelle type with
plante formation. The negative plates shall be pasted antimonial-lead
Grid type so designed as to hold the active material securely in place
and in firm contact with the grid during service. The plates shall be
designed for maximum durability and shall not buckle during all service
conditions including high rate of discharge and the fluctuation of load.
3 Separators : The separators shall be of synthetic material conforming
to the latest edition of IS-6071-1986. These shall permit free flow of
electrolyte and would not be affected by the chemical reaction inside
the cell and shall last for indefinite time. The internal resistance factor
of the separators shall assure high discharge characteristics under all
operating conditions. Proper arrangement to keep end plates in position
shall be furnished by the bidder alongwith his offer.
4 Electrolyte : The electrolyte shall be prepared from the battery grade
sulphuric acid conforming to IS-266-1993 and shall have a specific
gravity of 1.2 at 270C. The sulphuric acid of battery grade shall be
colourless liquid. The concentrated sulphuric acid on dilution with an
equal volume of distilled water shall be free from suspended matter
and other visible impurities. The sulphuric acid shall meet the
requirements of columns – 4 and 5 Table –1 of IS-266-1993. The
requisite quantity shall be despatched in non-returnable containers
suitably packed and marked as per the requirements of the above
Indian Standards. The container materials and packing shall be subject
to approval of the purchaser.
Sufficient quantity of distilled water conforming to IS-1069-1993 shall be
supplied in non-returnable containers to correct the level of electrolyte during
initial testing and commissioning. The material of containers and packing shall
be subject to the approval of the purchaser.
Specific Gravity of Electrolyte:

The specific gravity of a fully charged cells shall be adjusted to


1.200+/- 0.005 at 27 deg. C as per the requirement of IS 1651
(latest revision)

Temperature Correction:

The capacity of the cell shall be corrected to 27 deg. C using the


proper temperature correction factor pertaining to the type of
the cell and the rate of discharge. The temperature correction
should be made using factors supplied by the manufacturer but
shall generally conform to some national or international
standard for the similar type of cell.

Observations:

The observations, during any test shall be performed as


specified in IS 1651 (latest revision)

5.5. Plate group bar with terminals : The plate group bar with
terminals shall conform to IS-1652-1991. The positive and negative terminals
shall be clearly marked for easy identification. The legs of the plates of like
polarity shall be connected to the load, turned to a horizontal group bar
having an upstanding terminal post adopted for connection to the external
circuit. The group bars shall be sufficiently strong to hold the plates in
position.

6. Buffers/spring: Suitable buffers / springs shall be provided in the


cells to keep the end plates in position. These shall have adequate
length and strength.
7. Cell lids : Lids used with sealed or closed type cells shall be of glass,
plastic or ebonite and shall be provided with vent plugs. Terminal post
shall be suitably sealed at the lid to prevent escape of acid spray, by
means of rubber grommets, sealing compound or other suitable device.
The positive and negative terminal posts shall be clearly and indelibly
marked for easy identification.
8. Water :- Water used for preparation of electrolyte and also to bring
the level of electrolyte to approximately correct height during operation
/ testing shall conform to relevant standards.
9. Venting device : The venting device shall be anti splash type and
shall allow gases to escape freely but shall effectively prevent acid
particles or spray from coming out. There shall be two vent holes, one
serving as a guide for acid level indicator for checking the electrolyte
level and other to permit drawing of electrolyte samples, servicing,
checking of specific gravity etc.
10. Marking : Acid level line shall be permanently and indelibly marked
around on all the containers.
The following information shall be indelibly marked on the outside
surface of each cell :
[i] Manufacturer’s name, type and trade mark.
[ii] Nominal voltage.
[iii] AH capacity at 10 hours rate with specified end cell voltage.
[iv] Cell number.
[v] Upper and lower electrolyte level in case of transparent
containers.
[vi] Type of positive plate.
[vii] Type of container.
[viii] Date of manufacture [ month and year] or [week and year].
6.0. INSTALLATION OF BATTERY :
1. The battery set shall be installed on wooden racks in a separate battery
room non air – conditioned but ventilated. The tenderer shall offer
racks and mounting insulators etc.
2. The cell shall be arranged on the racks in a two-tier arrangement with
two rows of cells on each tier or with some other suitable arrangement
depending upon the availability of space inside the battery room. The
lay out shall be subject to the approval of the purchaser. The racks
shall be constructed of best quality seasoned teakwood with at least
three [3] coats of anti-acid paint of approved shade and also flame
proof coating. These racks shall be such that cells are located at
convenient height to facilitate maintenance and they may be so
constructed so as to promote free access to the floor directly beneath
the rack to faciliate easy cleaning of the floor. These shall be designed
and arranged in such a way that easy handling of the cells is possible
while in operation. Numbering tags for each cell shall be attached on to
the racks.
The successful tenderer will be required to supply sufficient quantity of paint
in separate containers for applying 3 coats for each stand with Cell No. Plates-
1 to 110 for 220V 535AH batteries. The supplier has to arrange to paint the
stands at site after satisfying himself&purchaser that the stands are made of
seasoned teakwood.
3. The tenderer shall indicate and include the proposed arrangement of
the batteries and include arrangement for fixing and mounting of inter-
bank, inter-row, inter-cell and tap-off connectors etc.
7.0. CONNECTORS :
Bars tinned copper lead connectors shall be employed for Inter-cell and
inter-row, inter-tier connections.The lead coating shall be adequate and
tenacious. Minimum thickness of lead coating shall be 50 microns.
Connectors should be adequately designed to carry maximum duty
cycle as specified and shall offer minimum resistance. The current
density for copper connectors shall not be more than 1.5 Amps/
Sq.mm.
However, the tee-off connection from the battery unit shall be made
with acid resisting cables of suitable size.
A suitable terminal box alongwith acid-testing cable shall be provided
by the tenderer for this purpose. The connectors shall preferably be of
bolted type and the bolts and nuts shall be of similar material as that of
connectors and shall be provided with corrosion resisting lead coating.
The connectors shall be of sufficient cross-section (not less than 75
sqmm) to withstand all the working conditions including one minute
discharge rate as well as short circuit conditions.
Necessary transparent shrouds to cover all the inter row, inter cell and
terminal connectors shall be provided.
Bolts and Nuts for connecting the cells with inter-cell connectors shall
be robust made of high tensile steel material and effectively coated with
lead to prevent corrosions.
8.0 MAXIMUM SHORT CIRCUIT CURRENT :
The Bidder shall state the maximum short circuit current of each
battery alongwith the safe duration in seconds which it can withstand.
Methods, proposed to be adopted for protecting batteries from the
short circuit conditions should also be stated to avoid damage to the
battery and loss to the associated equipment.

9.0. VENTILATION :
The bidder shall indicate in his bid the requirements of ventilation in
the battery room. The battery shall operate satisfactorily over the
entire range of the temperature and humidity indicted in this
specification without affecting its normal life. Bidder shall indicate the
percentage reduction in battery capacity at the lowest temperature of
27 deg C. If any special ventilation requirements are necessary, the
same shall be indicated.
10. CAPACITY :
The standard Ampere-hour capacity at ten hour rate shall be 535 AH
with an end cell voltage of 1.85 volts/cell.
11. CHARGING :
The bidders shall state whether an equalising charge is recommended
for the battery. If so, the equalising charge voltage, current, duration
and the interval between the equalising charging shall be specified in
the Data sheet. Bidder shall also indicate the requirements for boost
charging.

12.0. INSULATION:
The internal insulation of the cells shall be such as to withstand the
heavy wear and tear. The separators shall not split or crush under heavy
strain of discharge.

13.0 TEST CERTIFICATE:


The certificates in triplicate for the materials furnishing the results of
the tests as per latest issue of ISS shall be forwarded and got approved
before the materials are despatched. In addition to the tests called for in the
specification, the purchaser reserves the right of having such tests as he
desires to be carried out at his own expenses to satisfy himself that the
materials conform to the requirements of this specification. The materials
may be rejected if the test results are not satisfactory.

13.1.0 TYPE TEST CERTIFICATE:


The type test certificates for 220V 535AH battery (Attested xerox
copies) as per latest ISS/IEC shall be furnished by the tenderer. The initial
payment for the materials will be released only after approval of type test
certificate from this office.
The bidder shall submit the test reports alongwith his offer for the
following type tests, conducted on the offered samples as per relevant
National Standard[s] within five years from the date of opening of the
bid and test witnessed by any Government Department / Government
undertaking, failing which the offer is liable for rejection.
a Verification of constructional requirements.
b Verification of dimensions.
c Test for capacity.
d Test for retention of charge.
e Endurance Test.
f Ampere-hour and watt-hour efficiency test.
g Test for voltage during discharge.
If the type test report [s] does/do not meet the requirements
as per this specification, TNEB at its discretion may ask the supplier to
conduct the above type tests [s] at the supplier’s cost in the presence of
TNEB’s representative without any financial liability to TNEB.
13.2.0 SPECIAL TEST:-
The bidder shall submit the test reports alongwith his offer for the following
special tests, conducted on the offered samples at CPRI or at any recognized
test laboratory by G.O.I within five years from the date of opening of the bid
and test witnessed by any Government Department / Government
undertaking, failing which the offer is liable for rejection.
1.Test for Charging Efficiency:

Since the cells are expected to operate at various state of


charge (SOC), the charging efficiencies at various depth for
discharge needs to be measured and standardized for this
application.
The cell appropriate for this application should have the
following charging efficiencies:

80% SOC 80%


10% SOC 90%

2. Water loss:

The cell/ battery after being fully charged shall be kept


on a float charge of 2.4 volts per cell at a temperature of
40 deg. C for 21 days at a stretch. The loss of water due
to evaporation and self discharge shall not be more than
0.65 grams per Ah.
The battery shall reach an equilibrium state of charge
within 72 hours of such charging. This shall be indicated
by the float current after 72 hours of constant float. The
float current shall not be more than 3 mA per Ah.

14.0 ROUTINE TESTS:

All the acceptance and routine tests as stipulated in the relevant


standards shall be carried out by the supplier in the presence of Board’s
representative.The Test Certificates submitted in triplicate for approval
before despatch.Following acceptance tests shall be carried out in the
presence of TNEB’s officer.
[i] Verification of marking.
[ii] Verification of dimensions.
[iii] Test for capacity for 10 hours discharge rate along with
the Test for voltage during discharge.
[iv] Ampere-hour and watt-hour efficiency test.

Immediately after finalisation of the programme of acceptance/routine tests


the supplier shall give sufficient advance intimation atleast 15 days in advance
to the Board to enable to depute its representative for witnessing the tests.

The Purchaser may at his discretion undertake test for capacity


and voltage during discharge after installation of the battery at site without
any extra cost. The supplier shall arrange for all necessary equipments
including the variable resistor, tools, tackles and instruments for the tests. If a
battery fails to meet the guaranteed requirement, TNEB shall have the option
of asking the supplier to replace the same within 15 [fifteen] days from the
date of declaring the same to be insufficient/failed / not as per the
specification [s].

15.0. FACTORY INSPECTION


During the course of manufacture, purchaser’s representative shall
have the right to expedite and or inspect the materials, workmanship, labour
and the progress of manufacture of the equipment on order and may reject
any material which is defective or unsuitable for the purpose intended or
which is not in accordance with the specification. Supplier, upon demand by
the purchaser or his representative, shall remedy or replace such defective or
unsuitable material. Supplier shall provide all reasonable inspection facilities
to purchaser’s inspector. The supplier shall give notice of readiness so that
the purchaser’s representative may witness such final and acceptance tests
before shipment. Purchaser’s representative may at any time inspect and
copy any or all test data. No material being furnished shall be shipped until
factory inspection to the satisfaction of the purchaser and/or his
representative had been made. Such inspection and approval shall not
relieve the supplier from full responsibility for furnishing equipment,
conforming to the requirements of the purchase order nor prejudice any
claim, right or privilege which the purchaser may have, because of the use of
defective or unsatisfactory equipment, should the inspection be waived by
the purchaser, such waiver shall not relieve the supplier in any way from his
contractual obligations. All tests required including repeated tests and
inspections, that may be necessary owing to the failure to meet any tests
specified shall be made at supplier’s expense. If the equipment fails to pass
the tests specified, purchaser shall have option to reject them. Additional
tests shall be made to locate the failure and reconstruction. Testing shall be
repeated to prove that the rebuild equipment meets the requirements in all
respects.

16.0. DRAWINGS TO BE SUPPLIED ALONG WITH TENDER:


Tenderer shall submit along with the tender the following:
i.) General arrangement of cells and battery assembly.
ii.) General arrangement showing the inter-connections.
iii) Graphics showing the performance of material
iii) Drawing for the wooden stand.
iv) Instruction manuals for initial charging and subsequent
charging.
v) Pamphlets and technical literature giving detailed information
of the batteries offered.
vi)The following characteristic curves, to be furnished alongwith
the tender
a.Battery discharge curves at various rates between one minute
and 10 hour rate.
b.Curves showing the relation between the specific gravity and
amount of charge in the battery for both charging and discharging
conditions.
c.Curve of internal resistance at the end of various discharge
rates .
d.Curves showing the relation between cell voltage and charging
current when charged at Finishing rate,High starting rate & Two step
charging by starting and finishing rate.

(No block diagrams are acceptable. Tenders are liable for


rejection if details schematic drawings are not submitted).

16.1The successful tenderers shall forward within 10 days of issue of


purchase order four sets of the drawings for the purchaser’s approval.
Drawings which are satisfactory for approval on the first submission will be
approved and one copy of the approved prints will be returned. The drawing
not satisfactory for approval on the first submission will be returned to the
supplier for re-submission. The print with such addition shall not be
interpreted by the supplier to be approved as noted, unless specifically so
noted above on approving signatures.

16.2 Any shop work done prior to the approval of drawings shall be at the
supplier’s risk. Supplier shall make any change in the design which are
considered necessary to make the equipment conform to the provisions
and indent of the purchase order without any additional cost to the
purchaser.

16.3 The supplier shall supply the purchaser within 15 days of receiving an
approved print, one reproducible master print plus two prints of each of
the approved drawings. In case the supplier resubmit a revision or
change for approval, such resubmission shall be by four prints.

16.4 All drawings, part lists, assembly procedures etc., shall bear a readily
identifiable number, drawing number etc., and each subsequent revision
or addition to the drawing shall be identified by a revision number.
16.5 Checking and approval of the above documents by the purchaser is for
the benefit of the purchaser and shall not relieve the supplier from full
responsibility for ensuring correct interpretation of design, drawings and
specifications or for the completeness and accuracy of the shop drawings and
relevant specification.
Supplier shall record all deviations, corrections, omissions, changes,
etc., occuring throughout the manufacturing, assembly and testing phases.
16.6 The Bidder shall also furnish one copy of bound manual along with each
set of battery covering erection, commissioning, operationand maintenance
instructions in English Language and all relevant information and drawings
pertaining to themain equipment as well as auxiliary devices. Each manual
shall also contain one set of all the approved drawings, type test reports as
well as acceptance reports of the corresponding consignment dispatched.

16.5 The equipment shall conform in all respects to high standards of


engineering, design, workmanship and latest revisions of relevant
standards at the time of supply and Purchaser shall have the power to
reject any material which, in his judgment, is not in full accordance
therewith.
All drawings shall be in English Language and in Meteric System of
units.
17.0 GUARANTEED TECHNICAL PARTICULARS:

The Guaranteed technical particulars, as called for in the ‘Annexure – I


& II shall be furnished alongwith the tender. Any tender lacking complete
information in this respect is likely to be rejected

1.0 Intent of Specification


This section of the specification covers design, manufacture, testing,
supply of battery charger with all materials and accessories required
for various Stations for boost, float and trickle charging, 110V/300Ah
conventional indoor type lead acid battery set with efficient and
trouble free operation to various equipments in substations, as detailed
below:
1.1 Supervision of Erection and commissioning of the charger at the sub-
stations shall have to be undertaken and rates for the same shall be
indicated along with the offer.
1.2 Scope
1.2.1 The brief requirement for each station is detailed below :
A Charger panel consisting of a separate boost charger and separate
Float charger with trickle charging as detailed else where in the
specification.
1.2.2 The battery charger together with the battery bank and DC distribution
board shall constitute a 110V DC source for supply to various
equipments in the main receiving stations. In addition to this, the
charger shall be capable of being used for initial charging, trickle
charging and equalizing charge as stipulated by battery manufacturer.
The arrangement for end cell tapping, shall be provided, so that while
boost charging, the battery AC supply voltage fails or float charger feeding
loads develops trouble, at least about approx. 42 cells (42 x 2.62 volts =
110V) are connected across the load and part of battery continue to meet
the DC requirement till change over takes place and full battery is put across
the load. The detailed circuit arrangement is explained else where in the
specification.
1.3 CODES & STANDARDS:
1.3.1 The material shall conform in all respects to the relevant Indian
Standard Specifications with latest amendments thereto.

1.4 DESIGN CRITERIA
1.4.1 The Battery charger will constitute the DC power supply source for all
stations loads.
1.4.2 The equipment will be installed indoor in a clean but hot, humid and
tropical atmosphere.
1.4.3 The battery charger combination shall be such as to ensure continuity
of DC supply at load terminals at all times without even momentary
interruption.
1.4.4 The charger output shall be stabilized to plus or minus 1% of
set value for -15% to +10% input voltage variations and
0-100% and 0-100% load variation, plus or minus 5%

frequency variation.
1.4.5 For connecting battery and battery charger , 30 meters of 2 runs of
single core 70 sqmm unarmoured copper cable shall be supplied along
with the charger with suitable terminal lugs made of copper.
1.5 System Concept
1.5.1 The battery charger panels shall consists of the following
a) A Charger panel consisting of separate boost and float charger
suitable For charging, equalizing charging and trickle charging of
battery sets 110V 300Ah besides meeting continuous and
emergency DC loads as detailed else where in the specification.
The above modes of charging both automatically and manually shall be
through manually operated Auto / manual selection switch.
b) The boost charger shall be capable of initially charging of the
110V, 300AH battery at quick rate after an emergency or after a
discharge test or for giving periodical curative charge once or twice a
year as per battery manufacturer’s recommendations.
c) The float charger shall always be connected to the DC load and
shall maintain a steady voltage of 110V, plus or minus 1 % using a
constant potential controller.
d) The float charger shall be provided with an automatic current
limiting facility such that when float charger out put current exceeds
10% above the rated current, the float charger voltage should be
brought down automatically so that the float charger output current
does not exceed the set value .
e) The chargers shall have built-in automatic voltage control and
load limiting features. The voltage regulator shall automatically
sense, monitor and regulate the D.C. voltage to within + or - 1%
of the set value from No load to full load and under A.C. input

supply voltage and frequency fluctuations. Load limiting features


shall automatically reduce the output voltage of the charger on
loads more than the rated load.
1.5.2 During normal condition the float charger shall be on and working in
parallel with DC load and battery. The rating of the float charger shall
be such as to meet the float charge current requirement of the battery
plus the continuous DC load, the details of which is given else where in
the specification. While boost charging the battery set shall be across
boost charger and float charger shall be across the load.
1.5.3 During the boost charging, if there is an AC supply failure, the battery
should automatically be connected to the load to maintain continuity of
DC supply.
1.5.4 Further, to have battery supply across load even during short interval
of change over period and if float charger develops trouble, the 42th
cell of the battery should be capable of being connected through a
blocker diode to the load so that under boost charging condition the
float charger, the continuous DC load and battery up to 42th cell are
in parallel.
1.6 RATING :
The ratings for boost charger, trickle charger, float charger and
emergency lighting change over system shall be as detailed below :

1.7 Detailed specification for charger panel.
The battery charger shall be supplied complete with all devices
including but not limited to the following. If any device/components
felt is required at the time of approval of drawings, the same shall be
provided without any extra cost.
1.8.1 Each charger panel shall consists of –
I ) Charger Panel For 110V/300Ah
a) A Boost charger operating on AC input voltage of 415 volts
–15 % to +10%, three phase, 50hertz, shall be capable of
boost charging the battery comprising of 55 Nos of 2V 300AH
lead acid cells upto a maximum cell voltage of 2.7V per cell ,
consisting of the following components.
i) A.C MCCB of suitable capacity
ii) Required Nos. of HRC fuses with base, fittings etc. for DC
output & AC input.
iii) Three Nos. of pilot lamps for indicating availability of 3
phase supply.
iv) One No. AC contactor triple pole with ON/OFF push
button with O/L relay
v) One constant potential controller for error detection,
load current detection, amplification etc., so that the
Boost charger output voltage is maintained automatically
to the required value, with input voltage variation
detailed above.
vi) One 3Ph naturally air cooled transformer liberally rated
for the rectifier rating specified with + 2.5% taps on
input side for input voltage correction by means of
selection switch mounted on the front of the panel which
can be operated on load for changing the taping of the
input transformer.
vii) Three Nos. ballast chokes, if required.
viii) a) One set of 3- phase full wave bridge connected
silicon rectifier, with zener type thyristor with simple
smoothening circuits, liberally rated to meet the
continuous current rating specified with stepless voltage
control.
b) One set ripple filtering device to limit the ripple
content to less than 2%
ix) One double pole moulded case circuit breaker backed by
HRC fuses on DC output side.
x) A set of indicating lamps for DC on indication & A.C
supply indication
xi) One DC ammeter moving coil type with shunt etc., for
measuring DC output /charge / discharge current and
one ammeter for measuring load current.
xii) One moving coil voltmeter with selector switch to read

+ 10%, three phase 50Hz shall be such as to meet the float
charge current requirement of the 55 Nos. 2V 300AH lead acid
cells battery plus the continuous DC load, consisting of the

ii) Three Nos. of HRC fuses with fittings.
iii) Three Nos. of pilot lamps.
iv) One No. AC contactor triple pole with ON/OFF push
button with O/L relay
vi) One constant potential controller for error detection, load
current detection, amplification etc., so that the float
charger output is adjusted automatically such that the
battery voltage is around 110 volts with load current and
input voltage variation detailed above (both) occurring
simultaneously.
vi) One auto manual change over switch.
vii) One raise / lower push button for manual operation.
viii) One main transformer, 3 phase, natural cooled, liberally
rated for the rectifier rating specified with
+ 2.5% taps on input side for input voltage correction by
means of selection switch mounted on the front of the
panel which can be operated on load for changing the
tapping of the input transformer.
ix) a) One set of 3 phase full wave bridge connected
silicon rectifier with zener type thyristor with simple
smoothening circuit liberally rated to meet the continuous
current rating specified with step less voltage control.

b) One set of smoothing choke to limit the ripple content to


less than 2%.
x) One moulded case circuit breaker to control float charger
DC output.
xi) Required Nos. of HRC fuses with base fittings etc for DC
output and AC input.
xii) One moving coil ammeter for float charger current.
xiii) One center zero milli ammeter to measure trickle
charging current to the battery.
1.9. The battery chargers shall also comprise the following equipment.
ii) One set of single pole two way on and off, suitably rated change
over switch for selection of Battery Float/ Boost mode (one for
each battery bank)

iv) A suitable volt meter with selector switch shall be provided


on the panel to indicate phase to phase and phase to ground
voltage of the incoming supply
v) One centre zero D.C. Ammeter to be provided in the negative
terminal of the battery for reading charge/ discharge
current of the battery. The Ammeter range shall be 60-0-60A
for 300Ah
vi) Internal light operated on 230 Volts single phase, 50 C/S, A.C.
system with door opening/closing ON/OFF switch.
vii) 2 Nos. earthing lugs suitable for receiving 120 sq.mm copper
conductors.

viii) Space heaters suitable for operation AC 230 V, 50 c/s.

ix) Heater ON/OFF switch.

x) Cable glands for all the external cables.

xi) Single phase preventor

xii) 1 MCCB triple pole for connection of 55th cell and 42th cell
positive and for first cell negative for 110V.
xiii) D.C. contactor of suitable rating for connecting 55th cell to
the Positive D.C. bus, inter-locked with A.C. contactor
provided in the boost charger.
xiv) 1 No. silicon blocking diode connected to 42 th cell and the D.C.
positive bus to maintain continuity of D.C. supply to the
D.C. bus in the event of A.C. failure while boost charger in
service and to avoid short circuit of 55th cell positive and
the 42th cell positive.

xiv) Suitable no. of earth leakage circuits for annunciation both


audible and visual with push button for reset.

xv) One set of milli-ammeter to indicate the leakage current when


the mid point of the battery is earthed.

xviii) Necessary provision for self diagnostic alarm for any internal

xix) The D.C. system shall be provided with a continuous earth
leakage indicating milli-Ammeter, suitable for operation with an
earth fault on either pole together with a relay to give alarm
and visual indication for an earth fault on the D.C. system.

xx) Necessary relays for annunciation for faults mentioned above


shall be provided. They shall be suitable for operation of 110V
D.C. supply with + 10% to –15% variation. Necessary circuitry
for canceling alarm shall be provided. On canceling the alarm,
the sound only should go and lamp should continue
till the fault is rectified/cleared.

Annunciation shall however be prevented when the charger is


manually shutdown or when A.C. power supply is momentarily
interrupted for adjustable period of 5 to 10 seconds.

xxi) Necessary contacts for SCADA operations shall be provided.


xxii) In the event of A.C. supply failure, when the battery is on
boost charge, the available battery capacity shall be
automatically connected to the D.C bus.

xxiii) All fuses shall be HRC non-deteriorating type. Unless


otherwise specified, the fuses shall be of class-4 (80KA
prospective breaking current) for A.C. circuits and class-2(33
KA prospective D.C. current) for D.C. circuits.

xxiv) A block diagram to indicate the general protection features


provided for the charger shall be furnished along with the Bid.
xv) The float charging equipment and boost charging equipment
shall be mounted in a metal enclosed, sheet steel cubicle, indoor floor
mounting, free standing type. It shall be totally enclosed, completely
dust tight, weather and vermin proof. The cubicle shall be adequately
ventilated with louvers to facilitate the cooling of transformers and
rectifiers. The ventilating openings shall be less than 3 mm size. The
panel shall be complete with internal wiring, terminal board for
internal and external connections. The panel shall be made out of
suitable angles and M.S. Sheet of 16 SWG for the front,18 SWG for
the back, top and sides, and 14 SWG for the bottom. The height of the
panel shall be 1800 mm and depth 600 mm and panel shall have
suitable width to accommodate the charging equipment. i.e., adequate
clearance / space should be provided between item to item in the
charger, to facilitate easy handling at the time of attending on repairs.
The charger shall be provided with hinged type rear doors.
NOTE :
All MCCB shall be of breaking capacity of 25 KA with over load , short
circuit and earth fault protection.
[c) IMPORTANT NOTE :
a) Fuses for DC output and AC input shall be brought on the
front of the panel and cutouts provided.
b) Semi conductors devices, Power failure, relay alarms on
Ac failure and to disconnect all internal charger loads
from battery to prevent unnecessary discharging during
power failure.
C) Printed circuit shall be accommodated in modules, plug in
type, and similar modules shall be interchangeable in

standard socket chasis.


d) The selection of electronic components shall be used on
ambient temperature of 50 degree C. and shall be of worst-case design
to ensure continuous and trouble free service
e) Natural air cooling shall be employed in all units. Suitable
louvers with fine mesh or perforations are to be provided in the panels
for this purpose. The use of fans etc., for including accelerated air
flow is precluded. Oil cooled components are not acceptable.
1.10 INTEREFRENCE AGAINST RF-CIRCUITS:
The equipment shall be efficiently screened against interference to
radio as also other communications equipment, which may be installed
in the same building. All the sources of noise shall be fitted with Re-
suppressors generally in accordance with relevant ISS/IEC.
1.11 Ground Bus :
For ensuring the rigid connection the minimum section of the ground
bus shall not be less than 160 Sq. mm. The ground bus shall be
earthed solidly and connected to the purchaser’s station main earthing
system through 50 x 6 mm G.I flat with 2 bolts of M12 size.

2.0 DC Distribution Boards


The D.C. distribution boards shall be of rugged construction, designed
for working satisfactorily under the severest operating and
climatic conditions and shall conform to the relevant ISS of latest
issue.
The 110 V Distribution panels cabinet shall be of indoor type suitable
for floor mounting on steel frame work on cement concrete pedestal.
The thickness of the sheet steel shall be as follows :-
Front & Base Frame : Not less than 3mm
Top, Sides and rear : Not less than 2mm
The cabinet shall be fabricated with the M.S. Sheet steel bu suitably folding
the sheet to achieve required strength.
The panel shall be painted with two coats light grey enamel paint to Shade –
631 of IS – 5 for exterior finish and glossy white for interior finish. All
hardwares shall be hot dip galvanized to avoid corrosion.
The panel shall be vermin proof. Hinged twin doors shall be provided on the
rear side, vermin proof louvers with copper/brass/stainless steel wire mesh
shall be provided on the rear doors, lever type locking handle shall be
provided for doors. The cable entry shall be from bottom and detachable
gland plates in two halves shall be provided with 25 mm diameter. Rubber
gasket shall be provided for joints. HRC fuses shall be provided for DC
lightning circuit, A.C. supply, D.C. control.
The height is inclusive of height of 100mm vase support frame.
(a) Anodised Aluminium Labels shall be provided for all instruments,
switches, push buttons, lamps, fuses and for name plate details of
the panel.
(b) Grouting holes and bolts shall be provided. Vermin proof
ventilating louvers switch stainless steel/Copper/Brass wire mesh
shall be provided on the rear doors of the panel.
(c) The A.C. supply (230 V 15%) shall be wired neatly and kept
separately from D.C. supply.
(d) The bus bars shall be of electrolytic grade copper only.

& indicating lamps to indicate DC supply ON position, for all
circuits.
(f) TERMINATION OF CABLE :
Incoming and outgoing cables shall be terminated in suitable
rated stud and nut type terminal block. Necessary clearance
shall be maintained for easy wiring, 20% spare terminals shall
be provided for future connection.
(f) INSULATION :
The cabinet wiring and all equipments shall withstand a power
frequency high voltage of 2 KV for one minute between each
point to ground and between circuits.

2.1 SPACE HEATERS AND LIGHTING OUTLETS :


(g) Space heaters shall be provided inside all cubicles and panels to
prevent condensation of moisture. The wiring of space heaters
shall be protected with porcelain beads for suitable thermal
insulation for a safe length.All lighting outlets with the switches
etc., shall be provided inside each entrance door at the back of the
panels.
2.2 WIRING
The internal power and control wiring of the charger shall be of
adequate rating as recommended by cable manufacturers and relevant
IS.
The interconnecting cables or bus bars carrying load current from the
main transformers secondary onwards upto and including DC output
bus bars shall be PVC insulated 1100V grade stranded copper
conductor. Interconnecting leads in the control circuits and leads of
filter capacitors shall also be of 2.5 sqmm copper conductors . Ends of
all load current carrying cables shall be fitted with copper lugs of
adequate rating and shall be soldered or crimped effectively to the
conductor to ensure that the temperatures rise at the joints does not
exceed that of the conductors. All cabling and wiring shall be neatly
secured in position and adequately supported. All cables and wire
carrying AC supply shall be kept separate from other cables. The
colour scheme employed for the cabling and wiring shall be shown in
the suppliers instructions manual. The colour scheme employed shall
be as follows :
i. For AC Circuits - Grey
ii. For DC Circuit - “Positive” -Red
“Negative” -Black
“Earth” -Green
All outgoing wiring shall be brought out to terminals on terminal blocks
provided with 10% additional terminals. The terminal end shall be
provided with suitable identification marks. All the terminals shall be of
nut and stud type .All control wiring shall be ferruled
2.3 MIMIC DIAGRAM :
The mimic diagram shall be incorporated with red and green lamps for
indicating air circuit breakers position. Switchboard purpose, built in
resistor type lamps of low watt consumption inter changeable and
suitable for easy replacement shall be provided. LED lamps are also
acceptable.
2.4 EARTHING :
Earthing of a dead metallic part of bodies of the equipment on the
panels shall be done with a soft drawn single conductor bare copper.
Main connection shall have minimum area of 14.5 mm and the main
earthing connection to the earthing bus bar, 65 sq. mm these wires
shall be connected to suitable terminals and clamp junctions. Soldered
connections shall not be employed. The no. of earthing terminals shall
be two for the whole assembly of panels.
2.5 INDICATING INSTRUMENTS :
All instruments shall be of the square switch board type, of 96 Sqmm.
Size back connected, suitable for semi flush mounting and provided
with dust light cases for tropical use with dull black enamel finish. The
accuracy class shall be 1.5. The instruments shall be approximately 96
mm square with 270 deg. C scale.The dials shall be made of such
materials as to ensure freedom from wrapping, fading and
discolouring. Marking on scales shall be black on white background.
The dials of the instruments shall be of 2400 scale. All instruments
shall have practicable laboratory means of adjustments to accuracy.
The limits of error shall be those permissible for switchboard
instruments as per IS-1248 or BSS-87.
All indicating lamps shall be of cluster type LEDs of reputed make.
2.6 Regulation :
The DC output shall be maintained at + 1% for input variation of -15
to +10% from no load to full load and input frequency variation from
47.5 Hz to 52.5 Hz and also when all three variations occur
simultaneously. The power factor shall not be less than 0.65.
3.0 TYPE TESTS :
Type test certificates of charger and DC Distribution Panel as per
relevant standards shall be furnished by the tenderer. The initial
payment for the materials will be released only after approval of type
test certificate from this office.
The type test conducted on the offered samples shall be within five
years from the date of opening of the bid,and shuld have been
witnessed by any Govt.Dept/Govt undertaking failing which the offer is
liable for rejection.

V) In addition to the above tests,manufacturer’s
test,certificates,vendor test certificates for different
equipments,accessories,instrument etc., shall be submitted
along with the technical offer and also when sough by the
client’s inspecting official.
Vi) Immediately after finalisation of the programme of acceptance
tests and completion of routine tests on the lot the supplier
shall give sufficient advance intimation atleast 15 days in
advance along with routine test certificates to the Board to
enable to depute its representative for witnessing the
acceptance tests and routine test on select samples.
vii) The purchaser reserves the right to insist for witnessing the
acceptance/routine testing of the bought out item.

4.0 TENDER DRAWINGS:


Duplicate copies of the following drawings shall be submitted along
with the tender failing which the offer is liable for rejection.

5.0 DRAWINGS TO BE SUPPLIED ALONG WITH TENDER

The successful tenderers shall forward within 15 days from the


date of receipt of purchase order, four sets of the drawings for the
purchaser’s approval. Drawings which are satisfactory for approval
on the first submission will be approved and one copy of the
approved prints will be returned. The drawing not satisfactory for
approval on the first submission will be returned to the supplier for re-
submission.

i) Details of construction of cubicles and complete drawings of the


switch board indicating full details of the location switches,
instruments, relays, bus bars, cable glands, support etc.
ii) Wiring and cabling diagram for all the circuits. All devices shall
be numbered according to the international convention.
iii) Details of construction of boost and float charger

Any shop work done prior to the approval of drawings shall be at the
supplier’s risk. Supplier shall make any change in the design which are
considered necessary to make the equipment conform to the provisions and
indent of the purchase order without any additional cost to the purchaser.
The supplier shall supply the purchaser within 15 days of receiving an
approved print, one reproducible master print plus two prints of each of the
approved drawings. In case the supplier resubmit a revision or change for
approval, such resubmission shall be by four prints.
The Bidder shall also furnish one copy of bound manual along with
each charger(after approval) covering erection, commissioning,
operation and maintenance instructions in English Language and all
relevant information and drawings pertaining to the main equipment as
well as auxiliary devices. Marked erection drawings shall identify the
component parts of the equipment as shipped to enable Purchaser to
carryout erection with his own personnel. Each manual shall also
contain one set of all the approved drawings, type test reports as well
as acceptance reports of the corresponding consignment dispatched.

All drawings, part lists, assembly procedures etc., shall bear a readily
identifiable number etc., drawing number and each subsequent revision or
addition to the drawing shall be identified by a revision number.
Checking and approval of the above documents by the purchaser is for
the benefit of the purchaser and shall not relieve the supplier from full
responsibility for ensuring correct interpretation of design, drawings and
specifications or for the completeness and accuracy of the shop drawings and
relevant specifications.
Supplier shall record all deviations, corrections, omissions, changes
etc., occuring throughout the manufacturing, assembly and testing phases.
All drawings shall be in English language and in Metric System of Units.
Non-supply or part supply of drawings, literature and manuals will be
deemed as incomplete supply.
The supplier should forward the drawings and literatures as follows apart
from others indicated elsewhere.

entries and trenches, etc.,

TECHNICAL SPECIFICATIONS FOR BATTERY CHARGERS FOR
110V120Ah CAPACITY BATTERIES

1.0 Intent of Specification


This section of the specification covers design, manufacture, testing,

supply of battery charger with all materials and accessories required

for various Stations for boost, float and trickle charging, 110V/120Ah

conventional indoor type lead acid battery set set and

design,manufacture,testing,supply of D.C.Distribution of efficient and

with efficient and trouble free operation to various equipments in

substations, as detailed below:

1.1 Supervision of Erection and commissioning of the charger at the sub-

stations shall have to be undertaken and rates for the same shall be

indicated along with the offer.

2.0 Scope

2.1 The brief requirement for each station is detailed below :

A Charger panel consisting of a separate boost charger and separate

float charger with trickle charging as detailed else where in the

specification.

2.2 The battery charger together with the battery bank and DC distribution

board shall constitute a 110V DC source for supply to various

equipments in the main receiving stations. In addition to this, the

charger shall be capable of being used for initial charging, trickle

charging and equalizing charge as stipulated by battery manufacturer.

The arrangement for end cell tapping,shall be provided, so that while


boost charging, the battery AC supply voltage fails or float charger

feeding loads develops trouble, at least about approx.42 cells (42 x

2.62 volts = 110V) are connected across the load and part of battery

continue to meet the DC requirement till change over takes place and

full battery is put across the load. The detailed circuit arrangement is

explained else where in the specification.

1.3 CODES & STANDARDS:

1.3.1 The material shall conform in all respects to the relevant Indian

Standard Specifications with latest amendments thereto.

The equipments manufactured according to any other

authoritative nation/international standard which ensure an equal or

better quality than the provision of these specification shall also be

acceptable. Salient points of differences between the proposed

standard and provision of these specification shall be clearly brought in

the technical offer.A copy of such standards in English shall be

enclosed with the offer.


1.4 DESIGN CRITERIA

1.4.1 The Battery charger will constitute the DC power supply source for all

stations loads.

1.4.2 The equipment will be installed indoor in a clean but hot, humid and

tropical atmosphere.

1.4.3 The battery charger combination shall be such as to ensure continuity

of DC supply at load terminals at all times without even momentary

interruption.

1.4.4 The charger output shall be stabilized to plus or minus 1% of set value

for -15% to +10% input voltage variations and 0-100% and 0-100%

load variation,plus or minus 5% frequency variation.

1.4.5 For connecting battery and battery charger , 30 meters of 2 runs of


single core 70 sqmm unarmoured copper cable shall be supplied along
with the charger with suitable terminal lugs made of copper.
1.5 System Concept

1.5.1 The battery charger panels shall consists of the following

a) A Charger panel consisting of separate boost and float charger

suitable

For charging, equalizing charging and trickle charging of battery sets

110V/120Ah besides meeting continuous and emergency DC loads as

detailed else where in the specification.

The above modes of charging both automatically and manually shall be

through manually operated Auto / manual selection switch.

b) The boost charger shall be capable of initially charging of the

110V120Ah battery at quick rate after an emergency or after a


discharge test or for giving periodical curative charge once or

twice a year as per battery manufacturer’s recommendations.

c) The float charger shall always be connected to the DC load and

shall maintain a steady voltage of 110V, plus or minus 0.5 %

using a constant potential controller.

d) The float charger shall be provided with an automatic current

limiting facility such that when float charger out put current

exceeds 10% above the rated current, the float charger voltage

should be brought down automatically so that the float charger

output current does not exceed the set value .

e) The chargers shall have built-in automatic voltage control and

load

limiting features. The voltage regulator shall automatically

sense, monitor and regulate the D.C. voltage to within + or -

1% of the set value from No load to full load and under A.C.

input supply voltage and frequency fluctuations. Load limiting

features shall automatically reduce the output voltage of the

charger on loads more than the rated load.

1.5.2 During normal condition the float charger shall be on and working in

parallel with DC load and battery. The rating of the float charger shall

be such as to meet the float charge current requirement of the battery

plus the continuous DC load, the details of which is given else where in
the specification. While boost charging the battery set shall be across

boost charger and float charger shall be across the load.

1.5.3 During the boost charging, if there is an AC supply failure, the battery

should automatically be connected to the load to maintain continuity of

DC supply.

1.5.4 Further, to have battery supply across load even during short interval

of change over period and if float charger develops trouble, the 42th

cell of the battery should be capable of being connected through a

blocker diode to the load so that under boost charging condition the

float charger, the continuous DC load and battery up to 42th cell are

in parallel.

1.6 RATING :

1.7 Detailed specification for charger panel.


The battery charger shall be supplied complete with all devices
including but not limited to the following. If any device/components
felt is required at the time of approval of drawings, the same shall be
provided without any extra cost.
1.8.1 Each charger panel shall consists of –
I ) Charger Panel For 110V/120Ah
a) A Boost charger operating on AC input voltage of 230 volts
–20 % to +10%, single phase, 50hertz, shall be capable of
boost charging the battery comprising of 55 Nos of 2V 120AH
lead acid cells upto a maximum cell voltage of 2.7V per cell ,
consisting of the following components.
i) One No. double pole ON / OFF A.C. 2-pole miniature
circuit breaker of suitable capacity
ii) Required Nos. of HRC fuses with base, fittings etc. for DC
output & AC input.
iii) Pilot lamps for indicating availability of AC supply.
iv) One No. AC contactor double pole with ON/OFF push
button with O/L relay
v) One constant potential controller for error detection,
load current detection, amplification etc., so that the
Boost charger output voltage is maintained automatically
to the required value, with input voltage variation
detailed above.
vi) One single Ph naturally air cooled transformer liberally
rated for the rectifier rating specified with + 2.5% taps
on input
side for input voltage correction by means of selection
switch mounted on the front of the panel which can be
operated on load for changing the taping of the input
transformer.
vii) Three Nos. ballast chokes, if required.
viii) a) One set of 1- phase full wave bridge connected
silicon rectifier, with zener type thyristor with simple
smoothening circuits, liberally rated to meet the
continuous current rating specified with stepless voltage
control.
b) One set ripple filtering device to limit the ripple
content to less than 2%
ix) One double pole moulded case circuit breaker backed by
HRC fuses on DC output side.
x) A set of indicating lamps for DC on indication & A.C
supply indication
xi) One DC ammeter moving coil type with shunt etc., for
measuring DC output /charge / discharge current and
one ammeter for measuring load current.
xii) One moving coil voltmeter with selector switch to read
boost charge voltage, float charge voltage, battery tap
and off and one volt meter for AC input voltage.
b) A float charger operating on AC input voltage of 230 V –15% to
+ 10%, three phase 50Hz + 5% shall be such as to meet the
float charge current requirement of the 55 Nos. 2V 120AH lead
acid cells battery plus the continuous DC load, consisting of the
following components.
i) One AC input double pole ON/OFF A.C. 2-pole miniature
circuit breaker of suitable capacity
ii) Three Nos. of HRC fuses with fittings.
iii) Three Nos. of pilot lamps.
iv) One No. AC contactor double pole with ON/OFF push
button with O/L relay
vi) One constant potential controller for error detection, load
current detection, amplification etc., so that the float
charger output is adjusted automatically such that the
battery voltage is around 110 volts with load current and
input voltage variation detailed above (both) occurring
simultaneously.
vi) One auto manual change over switch.
vii) One raise / lower push button for manual operation.
viii) One main transformer, 1 phase, natural cooled, liberally
rated for the rectifier rating specified with
+ 2.5% taps on input side for input voltage correction by
means of selection switch mounted on the front of the
panel which can be operated on load for changing the
tapping of the input transformer.
ix) a) One set of 1 phase full wave bridge connected
silicon rectifier with zener type thyristor with simple
smoothening circuit liberally rated to meet the continuous
current rating specified with step less voltage control.
b) One set of smoothing choke to limit the ripple
content to less than 2%.
x) One moulded case circuit breaker to control float charger
DC output.
xi) Required Nos. of HRC fuses with base fittings etc for DC
output and AC input.
xii) One moving coil ammeter for float charger current.
xiii) One center zero milli ammeter to measure trickle
charging current to the battery.
1.9. The battery chargers shall also comprise the following equipment.
ii) One set of single pole two way on and off, suitably rated change
over switch for selection of Battery Float/ Boost mode (one for
each battery bank)

iv) A suitable volt meter with selector switch shall be provided


on the panel to indicate phase to phase and phase to ground
voltage of the incoming supply
v) One centre zero D.C. Ammeter to be provided in the negative
terminal of the battery for reading charge/ discharge
current of the battery. The Ammeter range shall be 30-0-30A
for 120Ah

vi) Internal light operated on 230 Volts single phase, 50 C/S, A.C.
system with door opening/closing ON/OFF switch.
vii) 2 Nos. earthing lugs suitable for receiving 120 sq.mm copper
conductors.

viii) Space heaters suitable for operation AC 230 V, 1 Amp, 50 c/s.

ix) Heater ON/OFF switch.

x) Cable glands for all the external cables.

xii) 1 MCCB triple pole for connection of 55th cell and 42th cell
positive and for first cell negative for 110V.
xiii) D.C. contactor of suitable rating for connecting 55th cell to
the Positive D.C. bus, inter-locked with A.C. contactor
provided
in the boost charger.
xiv) 1 No. silicon blocking diode connected to 42 th cell and the D.C.
positive bus to maintain continuity of D.C. supply to the
D.C. bus in the event of A.C. failure while boost charger in
service and to avoid short circuit of 55th cell positive and
the 42th cell positive.

xiv) Suitable no. of earth leakage circuits for annunciation both


audible and visual with push button for reset.

xv) One set of milli-ammeter to indicate the leakage current when


the mid point of the battery is earthed.

xvi) A set of audible and visual alarm annunciation scheme with all
necessary accessories to acknowledge reset and test scheme as
also other necessary relays, with the following facia window.

All the alarms shall be provided through
electronic display cards. Audio alarm through
buzzer, visual indication through 10 mm LEDS
& alarm ack. / reset shall be thourh push
button.

xvii) Necessary relays for the above shall be provided wherever


necessary. Potential free contacts (minimum 3 nos) shall
be provided.
xviii) Necessary provision for self diagnostic alarm for any internal
faults in the charger.
xix) The D.C. system shall be provided with a continuous earth
leakage indicating milli-Ammeter, suitable for operation with an
earth fault on either pole together with a relay to give alarm
and visual indication for an earth fault on the D.C. system.

xx) Necessary relays for annunciation for faults mentioned above


shall be provided. They shall be suitable for operation of 110V
D.C. supply with + 10% to –15% variation. Necessary circuitry
for canceling alarm shall be provided. On canceling the alarm,
the sound only should go and lamp should continue
till the fault is rectified/cleared.
Annunciation shall however be prevented when the charger is
manually shutdown or when A.C. power supply is momentarily
interrupted for adjustable period of 5 to 10 seconds.
xxi) Necessary contacts for SCADA operations shall be provided.
xxii) In the event of A.C. supply failure, when the battery is on
boost charge, the available battery capacity shall be
automatically connected to the D.C bus.

xxiii) All fuses shall be HRC non-deteriorating type. Unless


otherwise specified, the fuses shall be of class-4 (80KA
prospective breaking current) for A.C. circuits and class-2(33
KA prospective D.C. current) for D.C. circuits.

xxiv) A block diagram to indicate the general protection features


provided for the charger shall be furnished along with the Bid.
xxv) The float charging equipment and boost charging equipment
shall be mounted in a metal enclosed, sheet steel cubicle,
indoor floor mounting, free standing type. It shall be totally
enclosed, completely dust tight, weather and vermin proof.
The cubicle shall be adequately ventilated with louvers to
facilitate the cooling of transformers and rectifiers. The
ventilating openings shall be less than 3 mm size. The panel
shall be complete with internal wiring, terminal board for

internal and external connections. The panel shall be made out of suitable
angles and M.S. Sheet of 16 SWG for the front,18 SWG for the back, top and
sides, and 14 SWG for the bottom. The height of the panel shall be
1800 mm and depth 600 mm and panel shall have suitable width to
accommodate the charging equipment. i.e., adequate clearance / space
should
be provided between item to item in the charger, to facilitate easy handling
at
the time of attending on repairs. The charger shall be provided with hinged
type
rear doors.
NOTE :
All MCCB shall be of breaking capacity of 25 KA with over load ,short circuit &
earth fault protection.
[c) IMPORTANT NOTE :
a) Fuses for DC output and AC input shall be brought on
the front of the panel and cutouts provided.

b) Semi conductors devices, Power failure, relay alarms on


Ac failure and to disconnect all internal charger loads
from battery to prevent unnecessary discharging during
power failure.

C) Printed circuit shall be accommodated in modules, plug in


type, and similar modules shall be interchangeable in
standard socket chasis.

d) The selection of electronic components shall be used on


ambient temperature of 50 degree C. and shall be of
worst-case design to ensure continuous and trouble
free service

e) Natural air cooling shall be employed in all units. Suitable


louvers with fine mesh or perforations are to be provided in the
panels for this purpose. The use of fans etc., for including
accelerated air flow is precluded. Oil cooled components are
not acceptable.

1.10 INTEREFRENCE AGAINST RF-CIRCUITS:


The equipment shall be efficiently screened against interference to
radio as also other communications equipment, which may be installed
in the same building. All the sources of noise shall be fitted with Re-
suppressors generally in accordance with relevant ISS/IEC.

1.11 Ground Bus :


For ensuring the rigid connection the minimum section of the ground
bus shall not be less than 160 Sq. mm. The ground bus shall be
earthed solidly and connected to the purchaser’s station main earthing
system through 50 x 6 mm G.I flat with 2 bolts of M12 size.

2.0. DC DISTRIBUTION BOARDS


The D.C. distribution boards shall be of rugged construction, designed
for working satisfactorily under the severest operating and climatic
conditions and shall conform to the relevant ISS of latest issue
The 110 V Distribution panels cabinet shall be of indoor type
suitable for floor mounting on steel frame work on cement concrete pedestal.
The thickness of the sheet steel shall be as follows :-
Front & Base Frame : Not less than 3mm
Top, Sides and rear : Not less than 2mm
The cabinet shall be fabricated with the M.S. Sheet steel bu suitably folding
the sheet to achieve required strength.
The panel shall be painted with two coats light grey enamel paint to Shade –
631 of IS – 5 for exterior finish and glossy white for interior finish. All
hardwares shall be hot dip galvanized to avoid corrosion.
The panel shall be vermin proof. Hinged twin doors shall be provided on the
rear side, vermin proof louvers with copper/brass/stainless steel wire mesh
shall be provided on the rear doors, lever type locking handle shall be
provided for doors. The cable entry shall be from bottom and detachable
gland plates in two halves shall be provided with 25 mm diameter. Rubber
gasket shall be provided for joints. HRC fuses shall be provided for DC
lightning circuit, A.C. supply, D.C. control and annunciation bus.
The height is inclusive of height of 100mm vase support frame.
(a) Anodised Aluminium Labels shall be provided for all instruments,
switches, push buttons, lamps, fuses and for name plate details of the panel.
(b) Grouting holes and bolts shall be provided. Vermin proof
ventilating louvers switch stainless steel/Copper/Brass wire mesh
shall be provided on the rear doors of the panel.
© The DC distribution board shall be provided with a DC voltmeter&
indicating lamps to indicate DC supply ON position, for all circuits.
(d) The A.C. supply (230 V 15%) shall be wired neatly and kept
separately from D.C. supply.
(e) The bus bars shall be of electrolytic grade copper only.
(g)TERMINATION OF CABLE :
Incoming and outgoing cables shall be terminated in suitable
rated stud and nut type terminal block. Necessary clearance
shall be maintained for easy wiring, 20% spare terminals shall
be provided for future connection.
(h)INSULATION :
The cabinet wiring and all equipments shall withstand a power
frequency high voltage of 2 KV for one minute between each
point to ground and between circuits.

2.1 SPACE HEATERS AND LIGHTING OUTLETS :


(i) Space heaters shall be provided inside all cubicles and panels to
prevent condensation of moisture. The wiring of space heaters
shall be protected with porcelain beads for suitable thermal
insulation for a safe length.All lighting outlets with the switches
etc., shall be provided inside each entrance door at the back of the
panels.
2.2 WIRING
The internal power and control wiring of the charger shall be of
adequate rating as recommended by cable manufacturers and relevant
IS.
The interconnecting cables or bus bars carrying load current from the
main transformers secondary onwards upto and including DC output
bus bars shall be PVC insulated 650V grade stranded copper conductor.
Interconnecting leads in the control circuits and leads of filter
capacitors shall also be of 2.5 sqmm copper conductors . Ends of all
load current carrying cables shall be fitted with copper lugs of
adequate rating and shall be soldered or crimped effectively to the
conductor to ensure that the temperatures rise at the joints does not
exceed that of the conductors. All cabling and wiring shall be neatly
secured in position and adequately supported. All cables and wire
carrying AC supply shall be kept separate from other cables. The
colour scheme employed for the cabling and wiring shall be shown in
the suppliers instructions manual. The colour scheme employed shall
be as follows :

“Negative” -Black
“Earth” -Green
All outgoing wiring shall be brought out to terminals on terminal blocks
provided with 10% additional terminals. The terminal end shall be
provided with suitable identification marks. All the terminals shall be of
nut and stud type ..All control wiring shall be ferruled
2.3 MIMIC DIAGRAM :
The mimic diagram shall be incorporated with red and green lamps for
indicating air circuit breakers position. Switchboard purpose, built in
resistor type lamps of low watt consumption inter changeable and
suitable for easy replacement shall be provided. LED lamps are also
acceptable.
2.4 EARTHING :
Earthing of a dead metallic part of bodies of the equipment on the
panels shall be done with a soft drawn single conductor bare copper.
Main connection shall have minimum area of 14.5 mm and the main
earthing connection to the earthing bus bar, 65 sq. mm these wires
shall be connected to suitable terminals and clamp junctions. Soldered
connections shall not be employed. The no. of earthing terminals shall
be two for the whole assembly of panels.
2.5 INDICATING INSTRUMENTS :
All instruments shall be of the square switch board type, of 96 Sqmm.
Size back connected, suitable for semi flush mounting and provided
with dust light cases for tropical use with dull black enamel finish. The
accuracy class shall be 1. The instruments shall be approximately 96
mm square with 270 deg. C scale.The dials shall be made of such
materials as to ensure freedom from wrapping, fading and
discolouring. Marking on scales shall be black on white background.
The dials of the instruments shall be of 2400 scale. All instruments
shall have practicable laboratory means of adjustments to accuracy.
The limits of error shall be those permissible for switchboard
instruments as per IS-1248 or BSS-87.
All indicating lamps shall be of cluster type LEDs of reputed make
2.6 Regulation :
The DC output shall be maintained at + 1% for input variation of -15%
to +10% from no load to full load and input frequency variation from
47.5 Hz to 52.5 Hz and also when all three variations occur
simultaneously. The power factor shall not be less than 0.65.
3.0 TYPE TESTS :
Type test certificates for charger and DC Distribution panel as
per relevant standards shall be furnished by
the tenderer. The initial payment for the materials will be released
only after approval of type test certificate from this office.
The type test conducted on the offered samples shall be within five
years from the date of opening of the bid,and shuld have been
witnessed by any Govt.Dept/Govt undertaking failing which the offer is
liable for rejection.

each of the above elements.

V)In addition to the above tests,manufacturer’s

equipments,accessories,instrument etc., shall be submitted along
with the technical offer and also

when sought by the client’s inspecting official.


Vi) Immediately after finalisation of the programme of acceptance
tests and completion of routine tests on the lot the supplier
shall give sufficient advance intimation atleast 15 days in
advance along with routine test certificates to the Board to
enable to depute its representative for witnessing the
acceptance tests and routine test on select samples.
vii) The purchaser reserves the right to insist for witnessing the
acceptance/routine testing of the bought out item.

4.0 TENDER DRAWINGS:


Duplicate copies of the following drawings shall be
submitted along with the tender failing which the offer is liable for
rejection.
a)OGA of Battery chargers
b)General layout with overall dimensions
c)rating calculations for transformers,rectifiers,diode,capacitor,inductor
etc.,
d)Detailed schematic and connection and control wiring diagram for all
equipments.
e)Operating manual,leaflets and technical literatures on the panels
offered.

5.0 DRAWINGS TO BE SUPPLIED ALONG WITH TENDER

The successful tenderers shall forward within 15 days from the


date of receipt of purchase order, four sets of the drawings for the
purchaser’s approval. Drawings which are satisfactory for approval
on the first submission will be approved and one copy of the
approved prints will be returned. The drawing not satisfactory for
approval on the first submission will be returned to the supplier for re-
submission.

i) Details of construction of cubicles and complete drawings of the


switch board indicating full details of the location switches,
instruments, relays, bus bars, cable glands, support etc.
ii) Wiring and cabling diagram for all the circuits. All devices shall
be numbered according to the international convention.
iii) Details of construction of boost and float charger

Any shop work done prior to the approval of drawings shall be at the
supplier’s risk. Supplier shall make any change in the design which are
considered necessary to make the equipment conform to the provisions and
indent of the purchase order without any additional cost to the purchaser.
The supplier shall supply the purchaser within 15 days of receiving an
approved print, one reproducible master print plus two prints of each of the
approved drawings. In case the supplier resubmit a revision or change for
approval, such resubmission shall be by four prints.
The Bidder shall also furnish one copy of bound manual along with
each charger(after approval) covering erection, commissioning,
operation and maintenance instructions in English Language and all
relevant information and drawings pertaining to the main equipment as
well as auxiliary devices. Marked erection drawings shall identify the
component parts of the equipment as shipped to enable Purchaser to
carryout erection with his own personnel. Each manual shall also
contain one set of all the approved drawings, type test reports as well
as acceptance reports of the corresponding consignment dispatched.

All drawings, part lists, assembly procedures etc., shall bear a readily
identifiable number etc., drawing number and each subsequent revision or
addition to the drawing shall be identified by a revision number.
Checking and approval of the above documents by the purchaser is for
the benefit of the purchaser and shall not relieve the supplier from full
responsibility for ensuring correct interpretation of design, drawings and
specifications or for the completeness and accuracy of the shop drawings and
relevant specifications.
Supplier shall record all deviations, corrections, omissions, changes
etc., occuring throughout the manufacturing, assembly and testing phases.
All drawings shall be in English language and in Metric System of Units.
Non-supply or part supply of drawings, literature and manuals will be
deemed as incomplete supply.
The supplier should forward the drawings and literatures as follows apart
from others indicated elsewhere.
1)Foundation drawings indicating the details of foundation bolts cable
entries and trenches, etc.,
2)Elementary diagrams of all controls, metering, protection,
annunciation
and other circuits, panel wise. All devices shall be according to SA CODE.
3)Schematic diagram’s of PCB’s and charger.
4)Dimensional outline of charger drilling diagram and special mounting
arrangement if any of each type of various devices.

1.0 Intent of Specification

This section of the specification covers design, manufacture, testing,


supply of battery charger with all materials and accessories required
for various Stations for boost, float and trickle charging, 2 nos.
220V/535Ah lead acid Plante battery set for distribution of DC supply
with efficient and trouble free operation to various equipments in
substations as detailed below.
1.1. Supervision of erection and commissioning of 2 Nos chargers at
the substation shall have to be undertaken and rates for the same shall
be indicated along with the offer.
1.2 Scope
1.2.1 The brief requirement for each station is detailed below :
A Charger panel consisting of a separate boost charger and separate
float charger with trickle charging as detailed else where in the
specification.
1.2.2 The battery charger together with the battery bank and DC distribution
board shall constitute a 220V DC source for supply to various
equipments in the main receiving stations. In addition to this, the
charger shall be capable of being used for initial charging, trickle
charging and equalizing charge as stipulated by battery manufacturer.
The arrangement for end cell tapping, if required will be provided, so
that while boost charging, the battery AC supply voltage fails or float
charger feeding loads develops trouble, at least about 84 cells (84 x
2.62 volts = 220V) are connected across the load and part of battery
continue to meet the DC requirement till change over takes place and
full battery is put across the load. The detailed circuit arrangement is
explained else where in the specification.
1.3 CODES & STANDARDS:
1.3.1 The material shall conform in all respects to the relevant Indian
Standard Specifications with latest amendments thereto.

1.4 DESIGN CRITERIA
1.4.1 The Battery charger will constitute the DC power supply source for all
stations loads.
1.4.2 The equipment will be installed indoor in a clean but hot, humid and
tropical atmosphere.
1.4.3 The battery charger combination shall be such as to ensure continuity
of DC supply at load terminals at all times without even momentary
interruption.
1.4.4 Further, the voltage at load terminals shall never exceed the limits of
10% and –15% of nominal, system concept.
1.4.5 For connecting battery and battery charger , 30 meters of 2 core 70
sqmm unarmoured copper cable shall be used including cable for the
84 th cell tapping.
1.5 System Concept
1.5.1 The battery charger panels shall consists of the following for a system
envisaged for dual battery with dual charger system such that one battery
bank is always in float mode. There must be an interlock in the system such
that in the event of failure of one charger, the other charger shall take care of
both battery set.
a) A Charger panel consisting of separate boost and float charger
suitable
For charging, equalizing charging and trickle charging of battery sets
220V 535Ah besides meeting continuous and emergency DC loads as
detailed else where in the specification.
The above modes of charging both automatically and manually shall be
through manually operated Auto / manual selection switch.
b) The boost charger shall be capable of initially charging of the
220V, 535AH battery at quick rate after an emergency or after
a discharge test or for giving periodical curative charge once or
twice a year as per battery manufacturer’s recommendations.
c) The float charger shall always be connected to the DC load and
shall maintain a steady voltage of 220V, plus or minus 1 %
using a constant potential controller.
d) The float charger shall be provided with an automatic current
limiting facility such that when float charger out put current
exceeds 10% above the rated current, the float charger voltage
should be brought down automatically so that the float charger
output current does not exceed the set value .
e) The chargers shall have built-in automatic voltage control and
load
limiting features. The voltage regulator shall automatically
sense, monitor and regulate the D.C. voltage to within + or -
1% of the set value from No load to full load and under A.C.
input supply voltage and frequency fluctuations. Load limiting
features shall automatically reduce the output voltage of the
charger on loads more than the rated load.
1.5.2 During normal condition the float charger shall be on and working in
parallel with DC load and battery. The rating of the float charger shall
be such as to meet the float charge current requirement of the battery
plus the continuous DC load, the details of which is given else where in
the specification. While boost charging the battery set shall be across
boost charger and float charger shall be across the load.
1.5.3 During the boost charging, if there is an AC supply failure, the battery
should automatically be connected to the load to maintain continuity of
DC supply.
1.5.4 Further, to have battery supply across load even during short interval
of change over period and if float charger develops trouble, the 84th
cell of the battery should be capable of being connected through a
blocker diode to the load so that under boost charging condition the
float charger, the continuous DC load and battery up to 84th cell are
in parallel.
1.5.5 The charger shall have provision for regenerative discharge of battery
bank.

2.6 Performance Requirements

a. The output voltage of the charger shall be regulated within ± 1%


of the set value for any load variation from 0 to 100% and A.C.
input voltage and frequency variations as indicated above in 7.5.

consisting of the following components.
i) One No. triple pole and neutral pole ON / OFF AC
input switch of adequate rating or A.C. 3-pole miniature
circuit breaker of suitable capacity
ii) Required Nos. of HRC fuses with base, fittings etc. for DC
output & AC input.
iii) Three Nos. of pilot lamps for indicating availability of 3
phase supply.
iv) One No. AC contactor triple pole with ON/OFF push
button with O/L relay
v) One constant potential controller for error detection,
load current detection, amplification etc., so that the
Boost charger output voltage is maintained automatically
to the required value, with input voltage variation
detailed above.
vi) One 3Ph naturally air cooled transformer liberally rated
for the rectifier rating specified with + 2.5% taps on
input side for input voltage correction by means of
selection switch mounted on the front of the panel which
can be operated on load for changing the taping of the
input transformer.
vii) Three Nos. ballast chokes, if required.
viii) a) One set of 3- phase full wave bridge connected
silicon rectifier, with zener type thyristor with simple
smoothening circuits, liberally rated to meet the
continuous current rating specified with stepless voltage
control.
b) One set ripple filtering device to limit the ripple
content to less than 1%
ix) One double pole moulded case circuit breaker backed by
HRC fuses on DC output side.
x) A set of indicating lamps for DC on indication & A.C
supply indication
xi) One DC ammeter moving coil type with shunt etc., for
measuring DC output /charge / discharge current and
one ammeter for measuring load current.
xii) One moving coil voltmeter with selector switch to read
boost charge voltage, float charge voltage, battery tap
and off and one volt meter for AC input voltage.
b) A float charger operating on AC input voltage of 415 V –15% to
+ 10%, three phase 50Hz shall be such as to meet the float
charge current requirement of the 110 Nos. 2V, 535AH lead
acid cells battery plus the continuous DC load, consisting of the
following components.
i) One AC input triple pole & neutral pole ON/OFF switch of
adequate rating rating or A.C. 3-pole miniature circuit
breaker of suitable capacity
ii) Three Nos. of HRC fuses with fittings.
iii) Three Nos. of pilot lamps.
iv) One No. AC contactor triple pole with ON/OFF push

vi) One constant potential controller for error detection, load
current detection, amplification etc., so that the float
charger output is adjusted automatically such that the
battery voltage is around 220 volts with load current and
input voltage variation detailed above (both) occurring
simultaneously.

vii) One raise / lower push button for manual operation.
viii) One main transformer, 3 phase, natural cooled, liberally
rated for the rectifier rating specified with
+ 2.5% taps on input side for input voltage correction by
means of selection switch mounted on the front of the
panel which can be operated on load for changing the
tapping of the input transformer.
ix) a) One set of 3 phase full wave bridge connected
silicon rectifier with zener type thyristor with simple
smoothening circuit liberally rated to meet the continuous
current rating specified with step less voltage control.
b) One set of smoothing choke to limit the ripple content
to
less than 1%.
x) One moulded case circuit breaker to control float charger
DC output.
xi) Required Nos. of HRC fuses with base fittings etc for DC
output and AC input.
xii) One moving coil ammeter for float charger current.
xiii) One center zero milli ammeter to measure trickle
charging current to the battery.
1.9. The battery chargers shall also comprise the following equipment.
ii) One set of single pole two way on and off, suitably rated change
over switch for selection of Battery Float/ Boost mode (one for

iv) A suitable volt meter with selector switch shall be provided


on the panel to indicate phase to phase and phase to ground
voltage of the incoming supply

terminal of the battery for reading charge/ discharge

xvii) Necessary relays for the above shall be provided wherever
necessary. Potential free contacts (minimum 3 nos) shall
be provided.

xviii) Necessary provision for self diagnostic alarm for any internal
faults in the charger.
xix) The D.C. system shall be provided with a continuous earth
leakage indicating milli-Ammeter, suitable for operation with an
earth fault on either pole together with a relay to give alarm
and visual indication for an earth fault on the D.C. system.

xx) Necessary relays for annunciation for faults mentioned above


shall be provided. They shall be suitable for operation of 220V
D.C. supply with + 10% to –15% variation. Necessary circuitry
for canceling alarm shall be provided. On canceling the alarm,
the sound only should go and lamp should continue
till the fault is rectified/cleared.

xxi) Necessary contacts for SCADA operations shall be provided.


xxii) In the event of A.C. supply failure, when the battery is on
boost charge, the available battery capacity shall be
automatically connected to the D.C bus.
xxiii) All fuses shall be HRC non-deteriorating type. Unless
otherwise specified, the fuses shall be of class-4 (80KA
prospective breaking current) for A.C. circuits and class-2(33
KA prospective D.C. current) for D.C. circuits.

xxiv) A block diagram to indicate the general protection features


provided for the charger shall be furnished along with the Bid.
xv) The float charging equipment and boost charging equipment
shall be mounted in a metal enclosed, sheet steel cubicle,
indoor floor mounting, free standing type. It shall be totally
enclosed, completely dust tight, weather and vermin proof.
The cubicle shall be adequately ventilated with louvers to
facilitate the cooling of transformers and rectifiers. The
ventilating openings shall be less than 3 mm size. The panel
shall be complete with internal wiring, terminal board for
internal and external connections. The panel shall be made out
of suitable angles and M.S. Sheet of 16 SWG for the front,18
SWG for the back, top and sides, and 14 SWG for the bottom.
The height of the panel shall be 1800 mm and depth 600 mm
and panel shall have suitable width to accommodate the
charging equipment. i.e., adequate clearance / space should be
provided between item to item in the charger, to facilitate easy
handling at the time of attending on repairs. The charger shall
be provided with hinged type rear doors.
NOTE :
All MCCB shall be of breaking capacity of 25 KA with over load and
short circuit protection.
[c) IMPORTANT NOTE :
a) Fuses for DC output and AC input shall be brought on
the front of the panel and cutouts provided.
b) Semi conductors devices, Power failure, relay alarms on
Ac failure and to disconnect all internal charger loads
from battery to prevent unnecessary discharging during
power failure.
C) Printed circuit shall be accommodated in modules, plug in
type, and similar modules shall be interchangeable in
standard socket chasis.
1.10 INTEREFRENCE AGAINST RF-CIRCUITS:

The equipment shall be efficiently screened against interference to


radio as also other communications equipment, which may be installed
in the same building. All the sources of noise shall be fitted with Re-
suppressors generally in accordance with relevant ISS/IEC.
1.11 Ground Bus :
For ensuring the rigid connection the minimum section of the ground
bus shall not be less than 160 Sq. mm. The ground bus shall be
earthed solidly and connected to the purchaser’s station main earthing
system through 50 x 6 mm G.I flat with 2 bolts of M12 size.

2.0 220V DC Distribution Boards


The D.C. distribution Panels shall be of rugged construction, designed
for working satisfactorily under the severest operating and
climatic conditions and shall conform to the relevant ISS of latest
issue.
The 220 V Distribution panels cabinet shall be of indoor type
suitable for floor mounting on steel frame work on cement concrete pedestal.
The thickness of the sheet steel shall be as follows :-
Front & Base Frame : Not less than 3mm
Top, Sides and rear : Not less than 2mm
The cabinet shall be fabricated with the M.S. Sheet steel bu suitably folding
the
sheet to achieve required strength.
The panel shall be painted with two coats light grey enamel paint to Shade –
631 of IS – 5 for exterior finish and glossy white for interior finish. All
hardwares shall be hot dip galvanized to avoid corrosion.
The panel shall be vermin proof. Hinged twin doors shall be provided on the
rear side, vermin proof louvers with copper/brass/stainless steel wire mesh
shall be provided on the rear doors, lever type locking handle shall be
provided for doors. The cable entry shall be from bottom and detachable
gland plates in two halves shall be provided with 25 mm diameter. Rubber
gasket shall be provided for joints. HRC fuses shall be provided for DC
lightning circuit, A.C. supply, D.C. control and annunciation bus.
The height is inclusive of height of 100mm vase support frame.
(a) Anodised Aluminium Labels shall be provided for all instruments,
switches, push buttons, lamps, fuses and for name plate details of
the panel.
(b) Grouting holes and bolts shall be provided. Vermin proof
ventilating louvers switch stainless steel/Copper/Brass wire mesh
shall be provided on the rear doors of the panel.
© In addition to earth fault relay 2 Nos. push button switches and
resistors shall be provided for instant indication of positive to ground
fault and negative to ground fault to check the earth leakage relay
and
associated audio and visual indication at a stroke.
(d) Necessary indication lamps with related accessories shall be
provided to distinctly indicate the acknowledged state of
annunciation scheme.
(e) The A.C. supply (230 V 15%) shall be wired neatly and kept
separately from D.C. supply.
(f) The bus bars shall be of electrolytic grade copper only.
(g)TERMINATION OF CABLE :
Incoming and outgoing cables shall be terminated in suitable
rated stud and nut type terminal block. Necessary clearance
shall be maintained for easy wiring, 20% spare terminals shall
be provided for future connection.
(h)INSULATION :
The cabinet wiring and all equipments shall withstand a power
frequency high voltage of 2 KV for one minute between each
point to ground and between circuits.

NOTE :

1. The annunciation scheme should be capable of giving both audible and


visual (lamp) indication for one or more faults occurring subsequently
even before normalizing the earlier fault/faults.
2. The DC for annunciation scheme shall be taped off at the incoming side of
the main MCCB and provided with 2A HRC fuses and links
2.1 SPACE HEATERS AND LIGHTING OUTLETS :
(i) Space heaters shall be provided inside all cubicles and panels to
prevent condensation of moisture. The wiring of space heaters
shall be protected with porcelain beads for suitable thermal
insulation for a safe length.All lighting outlets with the switches
etc., shall be provided inside each entrance door at the back of the
panels.
2.2 WIRING
The internal power and control wiring of the charger shall be of
adequate rating as recommended by cable manufacturers and relevant
IS.
The interconnecting cables or bus bars carrying load current from the
main transformers secondary onwards upto and including DC output
bus bars shall be PVC insulated 1100V grade stranded copper
conductor. Interconnecting leads in the control circuits and leads of
filter capacitors shall also be of 2.5 sqmm copper conductors . Ends of
all load current carrying cables shall be fitted with copper lugs of
adequate rating and shall be soldered or crimped effectively to the
conductor to ensure that the temperatures rise at the joints does not
exceed that of the conductors. All cabling and wiring shall be neatly
secured in position and adequately supported. All cables and wire
carrying AC supply shall be kept separate from other cables. The
colour scheme employed for the cabling and wiring shall be shown in
the suppliers instructions manual.
The colour scheme employed shall be as follows :
i. For AC Circuits - Grey
ii. For DC Circuit - “Positive” -Red
“Negative” -Black
“Earth” -Green
All outgoing wiring shall be brought out to terminals on terminal blocks
provided with 10% additional terminals. The terminal end shall be
provided with suitable identification marks. All the terminals shall be of
nut and stud type .
2.3 MIMIC DIAGRAM :
The mimic diagram shall be incorporated with red and green lamps for
indicating air circuit breakers position. Switchboard purpose, built in
resistor type lamps of low watt consumption inter changeable and
suitable for easy replacement shall be provided. LED lamps are also
acceptable.
2.4 EARTHING :
Earthing of a dead metallic part of bodies of the equipment on the
panels shall be done with a soft drawn single conductor bare copper.
Main connection shall have minimum area of 14.5 mm and the main
earthing connection to the earthing bus bar, 65 sq. mm these wires
shall be connected to suitable terminals and clamp junctions. Soldered
connections shall not be employed. The no. of earthing terminals shall
be two for the whole assembly of panels.
2.5 INDICATING INSTRUMENTS :
All instruments shall be of the square switch board type, of 96 Sqmm.
Size back connected, suitable for semi flush mounting and provided
with dust light cases for tropical use with dull black enamel finish. The
accuracy class shall be 1.5. The instruments shall be approximately 96
mm square with 270 deg. C scale .The dials shall be made of such
materials as to ensure freedom from wrapping, fading and
discolouring. Marking on scales shall be black on white background.
The dials of the instruments shall be of 2400 scale. All instruments
shall have practicable laboratory means of adjustments to accuracy.
The limits of error shall be those permissible for switchboard
instruments as per IS-1248 or BSS-87.

2.6 Regulation :
The DC output shall be maintained at + 1% for input variation of +
10% to -15% from no load to full load and input frequency variation
from 47.5 Hz to 52.5 Hz and also when all three variations occur
simultaneously. The power factor shall not be less than 0.65.
3.0 TYPE TESTS :
Type test certificates as per relevant standards shall be furnished by
the tenderer. as per latest ISS. The initial payment for the materials
will be released only after approval of type test certificate from this
office.
a) Type tests of battery charger : Radio Frequency interference

All the acceptance and routine tests as stipulated in the relevant
standards shall be carried out by the supplier in the presence of
Board’s representative.The Test Certificates submitted in triplicate for
approval before despatch.Following acceptance tests shall be carried
out in the presence of TNEB’s officer.
i) Insulation resistance test. (HV test)
ii) Voltage regulation check from 0 to 100% load with +
10% voltage variation.
iii) Ripple content measurement

a) Burning test for PCB’s. Assembled PCB burning test at 70 Deg.C. for
seventy-two (72) hours with loaded condition.

b) Rapid temperature cycling tests at 70 Deg.C. and 0 Deg.C for thirty


(30) minutes at each temperature for (five) 5 cycles.

c) Routine and type test certificates for components like contactors,


relays, instruments, SCR/PWM transistors, Diodes, Condensor,
Potentiometer, semi- conductors, push buttons to be furnished for
review whenever required.

c) Immediately after finalisation of the programme of


acceptance/routine tests the supplier shall give sufficient
advance intimation atleast 15 days in advance to the Board to
enable to depute its representative for witnessing the tests.
4.0 TENDER DRAWINGS:
Duplicate copies of the relevant drawings shall be submitted along with
the tender.
5.0 DRAWINGS TO BE SUPPLIED ALONG WITH TENDER

The successful tenderers shall forward within 15 days from the


date of receipt of purchase order, four sets of the drawings for the
purchaser’s approval. Drawings which are satisfactory for approval
on the first submission will be approved and one copy of the
approved prints will be returned. The drawing not satisfactory for
approval on the first submission will be returned to the supplier for re-
submission.
i) Details of construction of cubicles and complete drawings of the
switch board indicating full details of the location switches,
instruments, relays, bus bars, cable glands, support etc.
ii) Wiring and cabling diagram for all the circuits. All devices shall
be numbered according to the international convention.
iii) Details of construction of boost and float charger

Tenders will be liable for rejection if detailed schematic drawings are


not
submitted).
Any shop work done prior to the approval of drawings shall be at the
supplier’s risk. Supplier shall make any change in the design which are
considered necessary to make the equipment conform to the provisions and
indent of the purchase order without any additional cost to the purchaser.
The supplier shall supply the purchaser within 15 days of receiving an
approved print, one reproducible master print plus two prints of each of the
approved drawings. In case the supplier resubmit a revision or change for
approval, such resubmission shall be by four prints.
The supplier shall send 5 copies of approved drawings to each
consignee Superintending Engineers (after approval) and also two sets
alongwith battery charger while despatch.
All drawings, part lists, assembly procedures etc., shall bear a readily
identifiable number etc., drawing number and each subsequent revision or
addition to the drawing shall be identified by a revision number.
Checking and approval of the above documents by the purchaser is for
the benefit of the purchaser and shall not relieve the supplier from full
responsibility for ensuring correct interpretation of design, drawings and
specifications or for the completeness and accuracy of the shop drawings and
relevant specifications.
Supplier shall record all deviations, corrections, omissions, changes
etc., occuring throughout the manufacturing, assembly and testing phases.
All drawings shall be in English language and in Metric System of Units.
Non-supply or part supply of drawings, literature and manuals will be
deemed as incomplete supply of switchboard.
Foundation drawings indicating the details of foundation bolts cable
entries and trenches, etc.,
Elementary diagrams of all controls, metering, protection, annunciation
and other circuits, panel wise. All devices shall be according to SA CODE.

other court outside Tamil Nadu shall have jurisdiction even though any part of
