The delegate of Qatar would like to raise the motion to suspend the formal debate and move to a

moderated caucus on the topic solutions to trade tariffs imposed by different countries. An individual’s
time to speak would be 60 seconds, total time being 20 minutes.

So as to begin, the delegate of Qatar would like to propose the following solutions to overcome the
trade barriers inhibiting the growth of international trade

Firstly, Qatar proposes to renegotiate terms with Saudi Arabia, Egypt, Bahrain and also the UAE to
remove imposed embargoes against the country of Qatar.

Secondly, as a matter of fact, Qatar would support the removal of sanctions against Iran regarding the
nuclear stockpile matter, as it would heavily affect the global market, and mostly developing countries
which would lead to an impending global recession. Also, it would be advisable to renegotiate terms in
the JCPOA 2015 deal with Iran, as a matter of fact that the US had left the group a year ago.

There should also be formation of new free trade agreements between countries. However, there
should be certain trade restrictions on imports of Tobacco and

persuade WTO to take up issues that are political in nature Allow disputes. Of this kind as well to be
dealt with in WTO

You can mention that embargo is not going to help eliminate terrorism so remove embargo and work on
joint efforts to deal with terrorism

 cigarettes, tobacco and its derivatives - 100 per cent

 concrete iron bars - 20 per cent
 urea and ammonia - 30 per cent
 alcoholic beverages - 100 per cent

* 25% tariffs on $50 billion worth of technology goods including machinery, semiconductors, autos,
aircraft parts and intermediate electronics components imposed on July 6 and Aug. 23 as part of
“Section 301” probe into China’s intellectual property practices.

* 25% tariffs on $200 billion worth of goods including computer modems and routers, printed circuit
boards, chemicals, building materials and furniture.

* A 10% tariff on these goods was imposed on Sept. 24, 2018 as a response to retaliation by Beijing.
Trump increased the tariff rate to 25% on May 10 after accusing China of backtracking on earlier
commitments in the talks.
* U.S. Trade Representative Robert Lighthizer has launched the process to impose 25% tariffs on all
remaining imports from China, another $300 billion worth of goods. That would hit consumer products
hard, including cellphones, computers, clothing, toys and other consumer products.

With OPEC having lost its control over oil market, this is an effort by these countries to control oil
market and amounts to an unfair trade practice under WTO. Qatar would like to expose the real motive
of these counties to the WTO members to encourage them to act in order to end this embargo.

Qatar's view is that the real reason behind the embargo is to pressurize Qatar into reducing its oil
production to create artificial reduction in supply of oil to increase the price of oil

Since all the countries imposing embargo on Qatar are members of WTO, it is appropriate forum to
discuss this issue in WTO. Qatar should approach influential members of WTO and countries who have
significant amount of trade with Saudi Arabia, UAE etc. to get them to follow their commitments to WTO
to promote barrier free trade
