SEMINAR ON LAYING THE FOUNDATION FOR GOOD
GOVERNANCE FOR THE NEW SETS OF BARANGAY OFFICIALS
OF VICTORIA, TARLAC ON MARCH 11-13, 2014 at IBAY’S ZION

I. Rationale

The Barangay Elections in October 2013 consequently resulted into organization of


new sets of Barangay Officials.

As these barangay officials assume their office, they face great challenges in
delivering what their constituents expect of them as well as the what is mandated of them by
different laws, rules and regulations specially that of the Local Government Code of 1991.

As such, the Local Government Academy (LGA) of the Department of the Interior and
Local Government crafted the Barangay Newly-Elected Officials (BNEO) Program that aims
to capacitate the newly-elected and appointed barangay officials for them to better perform
their mandated tasks and responsibilities and to build a continuum of capacity development
framework for actions anchored on the basic tenets of good governance, such as
transparency, accountability and integrity and participatory governance.

The first component of the BNEO Program serves as the starting point in the newly
elected barangay officials of the challenges of leading the smallest political unit of the country
towards development.

Thus, the activity is a general orientation for newly-elected barangay officials on


barangay governance and administration. The activity will also subsequently lead to the
formulation of their Barangay Agenda for Governance and Development (BAGAD).
II. Learning Objective

The activity generally aims to enhance the knowledge and competencies of barangay
officials on the basics of barangay governance and administration. It also aims to further
equip them with the necessary tools in executing the day-to-day operations of their barangay.

Specifically, the activity aims to:

 reiterate the essentials of righteous leadership and the provisions of the Code of
Conduct and Ethical Standards for Public Officials and Employees;
 expand the knowledge and capabilities of barangay officials on their tasks and
responsibilities as policy-maker, program planner and implementer of the different
programs of the barangay
 improve the knowledge of the participants on transparency, accountability, and
participation;
 orient them on how to enhance their performance through the Barangay
Governance Performance Management System; and
 lead the participants to formulate their Barangay Agenda for Governance and
Development.

III. Methodology

Different methodologies to facilitate easy learning were handed during the


Orientation-Seminar.

All participants went to a new learning journey through slides presentations and
lectures that eventually impart information about the topic. Discussions and open forum
followed that led to a deeper understanding.

The workshop was also administered in order to formulate their Barangay


Agenda for Governance and Development (BAGAD).

B. Profile of Participants

A total of Seventy (70) participants excluding guest from Municipal Functionaries


and DILG Resource Speakers attended the activity. Twelve (12) Punong Barangays, forty
nine (49) Barangay Kagawads, eight (8) Barangay Secretaries and one (1) Barangay
Treasurer.

C. Discussion/workshop process

During the workshop on Barangay Governance Performance Management


System (BGPMS) and Barangay Agenda for Governance and Development (BAGAD), all
participants willingly and truly supplied information that is required in the Data Capture
Forms (DCF) and BAGAD template. The participants were assisted by the facilitators
and resources speakers in filling-up each question. The resource speaker clearly
explained the purpose of the workshop on on BGPMS and BAGAD.

D. Guest

The activity was attended by the presence of DILG Regional Director Florida M.
Dijan. DPA, CESO III, Provincial Director Araceli A. San Jose, CESO III,
Hon. Candido R. Guiam III, Municipal Mayor of Victoria, Hon. Art Roque, Municipal
Councilor, Engr. Fernando P. Gallieto, MPDC and Mr. Conrado M. Briones, Municipal
Accountant.
E. Issues and Concerns

The Orientation-Seminar conducted went smoothly with the support of our DILG
Provincial Director Araceli A. San Jose, Municipal Mayor Candido R. Guiam III, DILG
Facilitators and Resource Speakers and the attendance of all invited participants and
guests. However, a certain issue and concern occurred.

 Attendance of the Participants. All the 260 Barangay Elective and


Appointive officials are expected to attend the said activity. Unfortunately,
due to minimal allotted fund of some barangays on training, only seventy
(70) participants attended the Orientation-Seminar. Also, some Punong
Barangays were not able to attend but were only represented by their
Barangay Secretaries and Kagawads. Although they were represented by
their representatives, it is much better and effective if they are the one who
attended the said activity. As a leader who has the over-all responsibility in
the Barangay, they should be the one attending to important activities like
this which will benefit them in planning and implementing the programs
needed in their respective Barangays.

V. Agreement

A detailed and comprehensive report shall be submitted to the Local Chief


Executive within five (5) working days after the activity copy furnished the DILG Regional
and Provincial Offices. The report shall be the basis for evaluation and possible follow-
through activities.

Similarly, the Barangay Agenda for Governance and Development (BAGAD) of the
participating barangays shall also be submitted to the DILG Provincial Office thru the
MLGOO on March 26, 2014. The implementation of the BAGAD shall be monitored by
the MLGOO.
