OVERTOURISM AND OVERCROWDING Vashvi Singh

ABSTRACT Travel and Tourism is one of the world's fastest growing industry which is creating
ample number of job opportunities and hence propagating the prosperity all around the
world. Due to the improvised digital and physical connectivity and an elevated appetite to
explore the world of this generation, tourism and hospitality industry is expanding worldwide
rapidly. Of course, the growth is always accompanied by the challenges. The most alarming
challenges among all of them has to be Overtourism and how to overcome this problem is
even more challenging. Over the past few years, the concept of overtourism came into
existence, though the concept is not clearly defined yet and remains open to different
interpretations. Apparently the term 'Overtourism' is incorrectly equated with the term
'Overcrowding', another challenge that tourism sector brings along. As for a matter of fact, it
is quite challenging to differentiate the two terms as there is a slight difference to call them
two distinct terms. But the research on establishing an equation between them needs to be
done to obtain a clear vision of these alarming situations and the necessary steps that should
be taken to manage the growing tourism and the impacts of tourism on cities and it's local
residents. The focal point of this study is to inculcate the concept of overtourism and
overcrowding as two distinct situations faced by the host destination due to the flourishing
tourism worldwide with the help of secondary research analysis. The implications of this
research is significant as it emphasises on the understanding the concept of overcrowding
and overtourism altogether even though they share a lot of things in common like impacts on
the locals of a destination, solutions to manage the tourism etc. Keywords:- Overtourism,

INTRODUCTION Overtourism is often mistaken as mass tourism when both the terms are
completely different. Overtourism is seen as an evolving phenomenon these days by the
guests or hosts, visitors or local where they sense that the quality of the experience of
travelling to or exploring a destination is deteriorating undesirably whereas the mass tourism
is defined as the large groups of tourists coming to a common destination. The phenomenon
of overtourism is caused majorly by the disturbance created by the tourists for the local
residents of a particular destination. Whenever the term 'Overtourism' is used, it always refers
to the Carrying Capacity of the destination experiencing overtourism. According to UNWTO
(World Tourism Organization),

carrying capacity is defined as the "

carrying capacity of a destination exceeds, the outcome turns out to be agitated behavior of
the local residents towards the tourists.

defined by UNWTO whereas ( Middleton and Hawkins Chamberlain, 1997) define it as “the
level of human activity an area can accommodate without the area deteriorating, the resident
community being adversely affected or the quality of visitors experience declining” Mass
Tourism is related to both the discussed situations since it is one of the major causes of
overtourism and overcrowding. Cruise Tourism is increasing rapidly, which is also responsible
for the movement of tourists in masses to a popular but a relatively small destinations like

Responsible Tourism is about using tourism to make better places for people to live in,

first; and second, better places for people to visit. However, the sense of travel responsibly to
a destination would definitely minimise the local level disturbance among the inhabitants.

LITERATURE REVIEW Similarities between Overtourism and Overcrowding Both the ideas,
overtourism and overcrowding are perception based concepts. Or we can infer that both are
the situations occur when the tourism is perceived as if it is deteriorating the quality of life of
the inhabitants of the host destination. Negative attitude and unwelcoming behavior of the
local residents of the host destination has been observed in the case of overtourism while
ovecrowding also leads to the intolerance in the behavior of the local residents. Both of the
concepts come into existence when mass tourism takes place at a specific destination. As
mass tourism causes congestion which results in disturbance in the local lives. The aftermaths
of overtourism and overcrowding are often identical.

In terms of destination itself, the inflow of tourists affect the lives and wellbeing of the local
population

to an extent that the locals take the activity of tourism in a negative sense and hence they
behave in an agitated manner towards the tourists coming there. For instance, the locals of
Spain painted the walls with quotes and slogans like "Tourists go home, refugees are
welcome." and "Tourists go back." Differences between overtourism and overcrowding
Overtourism is observed to be an issue where social carrying capacity plays an important role
whereas overcrowding is more of a spatial issue (related to the physical carrying capacity).
Overtourism occurs in a continuous or regular pattern but overcrowding is a sudden rush of
tourists which being a fact will lead to another distinction between the two that is overtourism
is permanent in nature whereas overcrowding is temporary in nature. The phenomenon of
the former is dependent on the seasonality and the latter one occurs independent of
seasonality. There has to be an active involvement of tourists to call a situation as a situation
of overtourism. Overcrowding can occur anywhere without the tourists being involved.

DISCUSSION Considering all the proposed definitions, facts and existed situations of
Overtourism, it has been found that it is easy to prevent the situation of overcrowding to
happen than to recover from. The root cause of Overtourism and Overcrowding is the
increasing influx of tourists coming to a destintion at the same time and the lack of tourism
management practices at the host destinations which results in irritating behavior of the
inhabitants there. METHODOLOGY This secondary research analysis is descriptive in nature,
where secondary sources has been used and is based on qualitative analysis. The proposed
argument began with the readings of comprehensive bibliography of a relevant article,
"‘Overtourism’? – Understanding and Managing Urban Tourism Growth beyond Perceptions,
Executive Summary.", and the web searches on Google and recommendations of colleagues.
The prior research led to the relevant articles ranging from "Is Overtourism overused?" to
"The responsible Tourism" After reviewing the content in these articles, the focus was shifted
to upholding the thin line of difference between the two concerned terms, Overtourism and
overcrowding. The research emphasises primarily on defining the two terms distinctively,
thereafter, establishing a relation between them. The review consists the bibliography of 11
articles and compiles the descriptive definitions to reach to the conclusion stated in this paper.

CONCLUSION Through the secondary research analysis method, the paper attempted to
install the differences and similarities between the occurrence of the two stated phenomena,
Overtourism and Overcrowding. The findings indicated that the two mentioned situations are
not identical whereas most of the times, they have been incorrectly equated as one and the
same thing. In this study, it has been found that the main cause of both the situations is Mass
Tourism, and the cure to Overtourism and Overcrowding is Responsible Tourism and a better
management of tourists at the destination. We can conclude from this study that
Overcrowding happening in routine is Overtourism. Accumulating all the thoughts, facts,
causes and impacts, this study concludes that this research is just the beginning of a debate

where furthermore discussions and research need to be done in order to attain a firm
argument about both the situations being distinct in nature.
