Unarguably, the most difficult part of the back end of the fuel cycle is
siting the required facilities, especially those associated with spent fuel
management and disposal.
Initially, Japan had planned a short period of spent fuel storage at the
reactor site prior to reprocessing, but the construction of Japan's
reprocessing facility has suffered long delays and it was not ready until
the nuclear disaster. This has caused spent fuel to build up at the plant's
reactor sites.
