Ie focuses on the effects of change in the operations and capabilities of the local government units vis-a-vis the national government to the unitary system of inter-governmental relations in the Philippines “Emphasis will be the evolution of autonomy, decentralization and devolution of powers to the local government and the deconcentration of functions of national offices to the local government units.
