A. BACKGROUND

The Episcopal Diocese of Santiago is one of the seven dioceses of the Episcopal Church
in the Philippines. Its jurisdiction covers the provinces of Ifugao, Eastern Mountain Province,
Nueva Viscaya, Isabela, Quirino and Aurora-all located in the Northern Luzon respectively.
Upon the creation of the Episcopal Diocese of Santiago in year 2000, one of its main programs
that it launched was its Children’s Ministry Program thru CEC. Under this program is the
conduct of Sunday Schools in the Local churches within the Diocese. Sunday schools are done
during Sundays for forty to sixty minutes, where Christian values are reminded, taught, and
ensured that they are instilled to the children. The children enjoy and always look forward to this
weekly session, and parents appreciate how their children grow with their Sunday schools.

The Christian education Committee of the Diocese then pursued with the Christian
Children’s guild (CCG), which is an extension of the Sunday Schools. The CCG schools conduct
2 hour-sessions every ages 3-4. The orientation is an informal school, play based and activity-
oriented that allows the children to explore a variety of topics in a comparatively random
fashion. Their learning experiences are designed to support physical, social, emotional, language
and cognitive development. A teacher is hired with a minimal allowance that comes from the
parents themselves. The promising result of the CCG schools in the molding and preparation of
the children for their primary level of education pushed parents to request for a higher form of
education to be opened by the church.

In the planning and monitoring of these CCG School, the Diocesan Christian Education
Committee saw the need to further enhance this program. In 2012, the committee finally
recommended the Diocesan Council that a Diocesan Primary school to be .This primary will
cater to Nursery, Kindergarten, Grade 1 and Grade 2 levels as preparatory schools for their
intermediate grades, guided by the new K12 Curriculum as required by the Department of
Education (DepEd)

Diocesan Council further approved to register the primary school to the Social and
Exchange Commissions, and the Department of Education with the name-EPISCOPAL
DIOCESE OF SANTIAGO CHILDREN’S LEARING CENTER, INC. (Grade 5)

1. Prospective Students
With excellent education, highly among Filipinos as a key to success, (either in term of
wealth, influence, honor, respect or combination thereof), spending for the same is
traditionally seen as a worthy investment of capital. The barangay Butigue of Paracelis
Municipality has eight (8) puroks. The location of the school is strategic for pupils from eight
puroks and the adjacent barangay of Bananao, Paracelis.

A maximum estimate of 25 enrollees for the school is expected from the eight puroks of
Butigue, including possible enrollees coming from the other nearby barangays like Bananao
and Palitud.

Based on the Fact Sheet, an increasing trend of pre-school enrolment for public pre-
schools and private pre-schools was noted. The Presidential Task Force on education
(PTFE); commissioned to study ways and means to improve the quality of education, urging
the president to implement reforms among which, is the mandatory pre-school before grade
1.

D. PROMOTIONS AND SERVICE DELIVERY

Given the limited market area, the most common form of promotions utilized by the schools
is by the word of mouth from the congregation, streamers, advertisement, announcement to all
deanery churches and other means necessary.

Practically, the mode of delivery is through classroom environment within the permanent
housing in a permanent location a customary. The school normally had an especially customized
or prepared classroom for kids within attractive colors and alluring toys and similar stuff. In
generally delivers at least 3 hours per day sessions with several class schedules in a given day
depending upon the numbers of enrollees.

While available data cannot so far conclude price sensitively, it appears from casual interview
with prospective clients that price is sensitive only in the less affluent and/or the less aware
clients.

tuition fee of Php.7,000.00 and Php.1,500.00 for miscellaneous fees for its initial year of

Financial Assumptions:

a. Enrolment trend from test year of 3 and an increase of 50%, 60%, 30%, to 3rd year.
b. Fees to increase by 5% the following year and thereafter for the next 3 years.
c. Teacher’s compensation at 6,500 to increase by 5% per year.
d. Benefits and fringes including SSS, Phil health, Pag-ibig, 13th month pay, love gifts,
trainings and other 15% basic.
e. Non-teaching staff, part time to increase by 500/year on the following years.
f. A supply for classroom is estimated at 6% of tuition fees.
g. Administrative supplies estimated at 4% of tuition fees.
h. Permits and Licenses, Utilities and Miscellaneous are arbitrarily estimated.
i. Repairs and maintenance is estimated at 5% of tuition fees.
j. Medical and Dental is estimated at 18% of Miscellaneous Fees.

MANAGEMENT

A. Legal Organization

Most of the operating schools are legally registered as non-stock non-profit entities in order
to avail of the tax exemptions to non-stock, non-profit educational entities under the National
Internal revenue Code (NIRC), and the privileges granted by the Securities of Exchange
Commission.

The study presumes that while under the guidance of the Episcopal Diocese of Santiago,
the school is to be legally organized as a separate non stock non-profit entity with general
supervision and control by a set of trustees guided by the principles and practices of the
Diocese. The diocese shall retain a degree of influence over the entity to ensure that its
direction is in line with the Diocesan aims and purposes, making active coordination a
necessity.

B. Project Staff Completion and Description

The staff complementation is well defined under DEP-ED order No. 107 including the
job description and specification before a permit is issued. Figure below presents the propose
structure in accordance with the above order and partial control from the Diocese/ Parish
Vestry.

Management / Operations Specifies

The school to be registered will be under the Episcopal Diocese of Santiago which shall
operate according to its Articles, of Incorporation, By Laws and Policies approved by the Board
of Trustees. It shall adhere to the Constitution and Cannons of the Episcopal Diocese of Santiago
and the National Policies of Episcopal Church in the Philippines regarding its Church Institution.

The Board of Trustees with the Diocese Bishop as the Chairman is the over-all
governing body of the learning center. It is the policy-making body and overseer of the overall
mechanics of the school. The BOT hires and may fire the school administrator, and other
employees of the school recommended by the Local School Board.

The Local Board (Management Committee) is the governing body of the local school.
It sees to it that all policies, rules and regulations made by the Board of Trustees of the
EDSCLCI is rightly implemented in accordance to the school’s approved Articles of
incorporation and By – Laws.

The Project Staff to be employed will be in accordance with the DECS Order No. 107
where it clearly defines the specific job descriptions and specifications.

1. School Administrator

Plans, implements, supervise monitors and evaluate the daily operations of the school and
its school program, and all school employees. She/he has direct accountability to the Board
of Trustees and sits as Ex – officio member of the BOT.

2. Academic Personnel

Are the employed teachers for the school who have satisfied the requirements of DECS
Order No. 107 to be qualified as pre-school teachers and have been duly appointed by the
chairman of the BOT as such:

a. Teacher 1 – Acts as the main teacher that makes the Lesson Plan based on the School
Curriculum, and sees that it is rightly implemented.
b. Teacher 2 or Para-Professional – Serves as teacher aide or assistant in the direct
supervision of Teacher 1.

3. The Non-Academic Personnel

Are employees who have no teaching loads but assist in the office of the Administrator:
a. Registrar – in charge of enrolment for the school, and keeps all enrolment records of
individual enrolees.
b. Treasurer – responsible in receiving payments of enrolees with appropriate official
documents; and other financial transactions of the school so long as there are legal
instructions from the School Administrator.
c. Bookkeeper – responsible for the books of accounts of the school
d. Clerk – does clerical work and other secretarial work needed
e. Nurse – sees to the health concerns of every child enrolled in the school
f. Dentist – attends to the regular dental check-up of the children enrolled in the school.
g. Utility – ensures the cleanliness of the classrooms, surroundings or school compound,
and its latrines.
h. Security Guard – sees to the safety and security of enrolled children, school
employees, and parents while they are inside the school grounds.

Immediately, the school will employ the pre-school teachers on a contractual basis.
Existing staff of the Diocese/LSB will fill up the Non-academic Personnel until such time that
the school operations will demand for a fulltime staff.

C. Staff Availability and Training Programs

The prescribed qualification requirement of DECS Order No. 107 was observed to
require a special educational attainment for the pre-school teacher. While ideal, the courses are
quite uncommon and are not generally available from the local force, thus requiring further
training. Special training Courses are however easily accessible from several providers to qualify
any applicant who may fall short of said qualification.

The proposed school, in preparation for the said eventually and accordance with its
learning objectives was able to send its teaching staff through a partial grant to one of the above
mentioned courses.

Other than the pre-school teacher who shall be contracted for employment, the tasks of
non-teaching jobs shall be filled by the existing and available staff resources of the Diocese as an
sponsoring organization until such time that the extent of operations shall demand the hiring of a
full time staff and presumably enable the school, at least to partially defray its cost of operation.

On similar ground, Medical, Dental and Nurse shall be contracted on an “on call” basis.
The Guidance Counselor and counseling will be provided by the St. William’s Parish Rector
residing within the Church compound on a voluntary service basis.

D. Projected Cost of Personnel/Financial Outlay

Salaries of employees will depend on the weight and description of their jobs. Setting of
Salaries will be guided by the Wage Scale of the Episcopal Church in the Philippines, in
conformity with the National Labor Code of the Philippines Government.

Note: employees on Pro-bono are the present employees of the Diocese and the Parish.
Sources of financial support for the school will come primarily from the tuition fees collected
from enrollees and to be complemented from the Children’s Ministry Fund of the Diocese and
from donors.
TECHNICAL

A. Methodology

No intensive analysis was made to distinctly classify the learning models adopted by the
existing schools.

Today there are research projects of all kinds being carried out on the results of
education. As children progress through primary level (3-5), elementary (grade 1-6), middle, and
high schools, they become progressively more independent and responsible in action and
thought. They carry out original research of all kinds and quickly outgrow a teacher’s expertise
in many areas. They move out into society and become thoughtful and responsible citizens much
earlier than we previously thought possible, arranging field trips, social and ecological projects
and movements, and apprenticeships. They develop such excellent study habits that they surpass
the level of the curriculum of traditional schools.

A commitment to the full development of the child – to helping the child’s personality
unfolds. Someone who therefore seeks tirelessly to gain the interest of each child – ready to
enthuse him but also able to stand back and take a supporting role when the child has become
engaged in his own work. Also patience, a sense of humor, and a wide variety of interests which
will help to bring perspective to their work and enhance the children’s lives.

When the environment meets all of the needs of children they become, without any
manipulation by the adult, physically healthy, mentally and psychologically fulfilled, extremely
well-educated, and brimming over with joy and kindness toward each other.

B. Location and Site

Barangay Butigue of Paracelis has eight (8) purok. The location of the school is Upper,
Laud, a strategic site for pupils coming from the eights puroks and pupils coming from adjacent
sitios of barangay of Bananao in terms of distance.

The project location is not an open option. The location of school is one determining
factor of home parents for a school that is safe and walking distance. It will be built inside the
church campus of St. William’s Parish, at Laud Butigue that is located within the community,
with proper fences around and gates installed, safe from untoward road accidents and free from
any interruption from the highway.
The school site measuring approximately 750 square meters will accommodate the
classroom, two offices, playground and garden.

C. School Building and Facilities

The classroom being used could accommodate four working tables that serve at least
twenty children of five (5) children per table. The new school building is programmed to
commence construction immediately as soon as necessary requirements are accomplished. A
proposed additional school building is designed according to standards required by DECS in
terms, of classroom size, light and air ventilations, accident-free gadgets and formation, are
provided with child-biased facilities and furniture. Two latrines are included for boys and girls

Offices for the school administrator and its employees, clinical/audio function room is
already in place (owned by a church institution). Necessary facilities and equipment will be
provided for the offices, classroom and library like, light bulbs, coolers, air fans, curtains tables,
chairs and cabinets.

a. Classroom, Library and other Utility


The classroom is designed to be spacious to accommodate specific activity corners of
different learning areas; such as
a. Health corner – for personal care and grooming we have, mirror, comb, towel,
toothbrush, soap and other toiletries.
b. For Communication and skills corner with supplementary readings ( story books;
reading, language, phonics and writing; science books), magazines, alphabet A-Z
with corresponding pictures, parks and places, and Filipiniana books.
c. For Sensory – Perceptual and Numeracy Skills Corner (Science and Mathematics
corner) periodical charts-good habits, kinds of plants and animals, parts of the
body, numbers with corresponding pictures.
d. For Motor and Creative Development Corner we have music instrument toys
materials for arts and crafts.

The church has been doing initial gathering of teaching facilities like an audio – visual
set, teacher’s reference materials and teaching guides, activity materials workbooks, and reading
books for children that could be used repeatedly.

Working tables and chairs for the classroom that were donated by the parents and the
parish have worn out through the years thus a new set has been ordered following
anthropometric measurement of pre-school age level. Appropriate furniture such as tables,
chairs, shelves, and cabinets are based on standard measurement of children both in standing and
setting positions.

Their audio-visual set shall be set at an appropriate child’s viewing distance and eye level
with safety lock when not in use.
Mats may be provided for rests period.

b. Playground and Garden

An open space within the church campus in front of the school building it used as
playground aide from patch of garden appropriated for the children to develop.

Garden tools such as shovel, crowbars, pails, watering cans, etc. provided will be
stored in a separate place.

c. Other Equipment, Facilities and Supplies

Other necessary administrative or support equipment include medical and dental and
similar facilities and supplies for first aid in emergencies shall be made available as part
and parcel of the contractual agreements.

A desktop computer with printer, filling cabinets, safety cabinets, bookshelves,
CD player, water dispenser, megaphone, and school bell will be provided at the
teacher’s room and library / audio-visual room.

2. Heath Facilities and Provisions for safety


Health facilities such as toilet, washing area, and safe drinking water shall be in
place, adequate and suitable to children’s height.

Other special needs like first aid kits are available and placed in a secured cabinet
far from the easy access of children.

Proper lightning and ventilation will be properly installed with adequate natural
and electric lightning, wide window and electric fans to allow cross ventilation.
d. Linkages and Networks

The proposed school, being an affiliate of the Anglican Church had the international
Networks of the church at its disposal and access.

Prevailing support among the schools are linkages with the following government and
non-government establishments;
- The Department of Education for technical support and assistance
- The Department of Health for health services and safety
- The Department of Social Welfare and Development for Day Care and Nutrition.
- School for Peace & Relevant Instructions towards Nurturance and Transformation
(SPRINT) of the Episcopal Church in the Philippines.

DEPARTMENT OF EDUCATION PROGRAM


FRIDAYS AND THE BIG DAYS

Every Friday is special day for the children for the development of psychomotor skills,
creativity on values. The scheduling of this day is in line with the trust of the Department of
Education to promote the development of physical fitness and sports and moral values. It is also
in consonance of the goal of the school to provide an atmosphere that would contribute to the
holistic development of the children.

On Fridays, the children engage on activities like sports, parlor games, art works,
dancing, watching educational tapes, show and tell exercises and nature walk. The participation
of parents is welcome to these activities.

Every end of the month, the school celebrates a day to culminate all the activities for the
month.
