B. Background of the assignment

Based on the project document, the implementation should be


according to the objective and indicators of the project. One of the

indicators is the reopening of 10 Health Centers affected by the


current conflict. The re-equipment of the Health centers will be based
on the current assessment for the targeted health centers. The
assessment will be carried out by a technical person (biomedical
engineer)

to identify the actual needs and the estimated cost of needed


equipment to run the health centers in the standards to provide the
health services for the IDP’s and the hosting community. The
technical person will have specified the actual needs for the
equipment and the possibility of reparation and maintenance of the
existing devices and equipment. The medical equipment and the
situation of the Health centers has to be to the standards, to provide
the health services.

The technical report from the consultant will be the evidence base to
conduct the procurement of the equipment for the targeted Health
Centers in Ibb and Taiz.

C. Objective

The Objective of this short-term consultancy is conducting the


technical study for identify the needs for equipment in the health
centres and the possibility of maintenance of the existing equipment
from the perspective of the biomedical engineering

D.Tasks

The consultant has to perform the following tasks: -


1. Conduct site visit, and carry out technical assessment to
identify the specific needs for equipment of the health centres
at the target districts in Ibb& Taiz governorates based on the
following:
- Condition of the existing equipment in the HC.
- The situation of the electricity supply.
- The current needs for equipment in relation to the number
of patients visiting the HC in daily/ monthly/yearly base.
- The possibility of maintaining the existing equipment and if
the maintenance available on the site or if there is need to
contract a biomedical engineer/ company to do that.
- If the existing equipment out of order or just need some
spares to be functioning, and who will do the replacement
of spares.
- Study the possibility of running the HC with the solar
energy.

2. Prepare technical specification lists of equipment needed and


cost estimation for the devices.
3. Specify the equipment in need for maintenance in each HC
4. List the devices out of services due to lack of spares
5. To prepare an implementation plan for each project for 3
months.
6. Coordination with local councils and health offices managers
and HC-managers.
7. To take appropriate photos for the locations of identified
projects and of the devices.

8. Reporting/Deliverables
- Assessment report shall present the results of the assessment
for each location with photos documentation.
- Final edited report based on the technical assessment. The
report shall present all standard tender documents according
to biomedical engineering, specification lists, cost estimation
based on the current prices in the nearest market.
- Two copies from each report, English and Arabic.

2. Mission Schedule/period

The Consultant shall carry out the assignment for a total of 20


working days in the period from 20/04/2017 to 30/05/2017.

- Ibb and Taiz Governorates / Yemen


- The consultant will use a 4-wheel drive rented car during the
field visits.

4. Education and experience

a. Graduate in the field of biomedical engineering


b. At least 3 years’ work experience in the field of biomedical
equipment
c. Conducted similar work in the past
