This process has been long and drawn out, covering many years and the enclosure falls some way short of the original intent. However, it does represent a major step forward and as much as can be achieved at this level. There are 2 original versions of the document, one held by the SPF and the other in Comd Plans. For the purposes of these Agreed Operating Procedures (AOPs), the following definitions will apply: a. The Pensioner — shall mean the recipient of a SPF Pension or Voluntary Allotment. b, Providing Service - Land Command of the British Army:- hereinafter called LAND. c. Receiving Service - the Gurkha Contingent or Admin & Finance Dept, of the Singapore Police Force:- hereinafter called the GCSPF or A & F Dept Police HQ SPF respectively. d. Processing Service — Gurkha Support Wing Armed Forces Personnel Administration Agency (Glasgow) (AFPAA(G)). SECTION 2 SCOPE 2 These AOPs record the arrangements between Headquarters Land Command and the GCSPF concerning the provision of pension payment services and miscellaneous payment services relating to the GCSPF. 3. The Providing Service pays Gurkha Service pensions, Voluntary Allotments and remittances to ex-Servicemen and their families in Nepal and India by one of 3 methods: a @.__In cash, on demand at one of, Pension Paying Offices (PPOs) located in Nepal. b. In cash, on @ quarterly basis, at one of 21 pension paying Area Welfare Centres (AWCs) located throughout Nepal. c By bank credit to Nepalese or Indian bank accounts 4. ___The SPF may require to make use of these facilities in order to pay SPF Pensions and Voluntary allotments to their former personnel, current personnel and their families residing in Nepal and India. To show ‘good faith’ SPF have lodged a ‘loat’ of £100K, to be reviewed in 1 year, with HQ BGN to be used as the advance for payment of pension or gratuity to SPFGC pensioners. The amount of float is determined by the current recoupment cycle, which takes about 2 months. yi (Salina ein ED SECTION 3 AM 5. The aim of these AOPs is to outline the support to be provided, the standards to be maintained, and to re-affirm the financial arrangements to be applied to the provision of pension payment services and miscellaneous payment services by the British Army to the Gurkha Contingent of the Singapore Police Force. SECTION 4 SUPPORT TO BE PROVIDED 6. __ The Providing Service will pay the amount authorised by the Processing Service. The Receiving Service is responsible for notifying the Processing Service of any changes that affect pension entitlement, including ad hoc payments. A ‘summary of the system for paying GCSPF pensions in Nepal is given at Annex A. 7. The following support is to be provided by the Providing Service: a. Payment of GCSPF Pensions to recipients. b. Payment of GCSPF Voluntary Allotments to recipients. Provision of payment details, with full breakdown of amounts paid, and bills, monthly to GCSPF. d. The payment of Remittances (ad hoc). 8, The Providing Service will not arrange for the recovery of overpayments to individual pensioners. However, BGN may provide assistance on @ case-by-case basis. SECTION 5 BEM ED 9. __ Pensions are to be available for payment to the Pensioner, or his nominated agent, on at least a quarterly basis if payment is made at an AWC, or otherwise monthly, according to the method of payment chosen by the recipient. 10. Voluntary Allotments are to be available for payment to the nominated recipient, on at least a quarterly basis if payment is made at an AWC, or otherwise monthly, according to the method of payment chosen by the recipient. Remittances (ad hoc) payments will be paid in the most expedient manner. ‘sy bY NN GEMePED 14. _ It is the responsibility of the Receiving Service to ensure that all necessary details applying to the pensioner (or their nominated agent), the pension to be paid and the method of payment are correct and provided promptly in order to effect payment. BGN is to inform SPF of any change requests received from pensioners. (Note: A & F Dept Police HQ SPF may be informed only a few months after a pensioner’s decease.) 12, _ The Providing Service is to provide bills to the A & F Dept Police HQ SPF. The Receiving Service is to ensure that all bills presented by the Providing Service are paid in full within 30 days of presentation. 43. It is the responsibility of the Receiving Service to validate all payments made and reconcile payment records and notify the Processing Service of any adjustments that are required. The validation would be based on the payment details submitted by the Providing Service stated in para 7c. SECTION 6 FINANCIAL ASPECTS 14, The actual total of pensions and voluntary allotments disbursed on behalf of the GCSPF are to be met in full by the Receiving Service 15. A ‘mean’ charge will be levied monthly by BGN for the cost of paying pensions, voluntary allotments and remittances to cover Bank Charges incurred by BGN and Admin Support of BGN and AFPAA(G). Supporting documents in English in determining the ‘mean’ charge shall be provided to the Receiving Service on request. 16. Payment of the monthly bill raised by the Providing Service (for pensions, voluntary and miscellaneous charges) is to be forwarded in sterling to HQ BGN, via the commercial banking system. Any currency fluctuations are the responsibility of the Recaiving Service 17. _ IF payment falls overdue the Providing Service may draw the overdue amount from the float held by BGN. This float is an ‘emergency fund’ only, outside of the billing process. This float must be maintained at the level of £100K. As money is drawn from this fund, SPF must then replenish it within 30 days. Should the float ever reduce to zero, BGN may then charge the Receiving Service 6% interest on the ‘outstanding amount. Payments will be considered to be overdue after 60 days. SECTION 7 DISPUTES 18. Any dispute regarding the interpretation or application of these AOPs be resolved by consultation between the Participants. SED SECTION 8 AMENDMENT WITHDRAWAL OR TERMINATION 19. These AOPs may be amended at any time, in writing, by the mutual consent of the Participants. SECTIONS SIGNATORIES 20. For the purposes of these Agreed Operating Procedures (AOPs), the following definitions will apply: a. _ Potential Recruit” - any individual who is given a gate pass for central selection and who is present in the grounds of the providing Service authorised in accordance with the provisions of these AOPs b. _ Recruit” - any individual who is selected at central selection and subsequently attested into the GCSPF, and who is present in the grounds of the providing Service authorised in accordance with the provisions of these AOPs; c Providing Service - Land Command of the British Army:- hereinafter called LAND. d. Receiving Service - The Gurkha Contingent of the Singapore Police Force — hereinafter called the GCSPF. SECTION 2 SCOPE 2 Since 1949, the Government of the United Kingdom of Great Britain and Northem Ireland has recruited Gurkhas to serve in the Gurkha Contingent of the ‘Singapore, Police Force on behalf of the Govemment of Singapore. These AOPs record the arrangements between Land Command and the GCSPF conceming the provision of recruitment relating to the GCSPF. SECTION 3 AIM 3. _ The aim of these AOPs is to outline the support to be provided and re-affirm the financial arrangements to be applied to the provision of recruitment services by LAND to the GCSPF. ‘Cam be read in the singular or the plural, as appropriate, eae ag ESR TeO MRE SELECTION AND ELIGIBILITY CRITERIA 4. The selection and eligibility process will be a joint process undertaken on an annual basis or as required by the Providing Service and GCSPF. Each recruit will be selected using the eligibility and selection criteria applicable to Gurkha recruits for the British Brigade of Gurkhas, as detailed in Brigade of Gurkhas Standing Instructions. The GCSPF will provide an agreed number of officers and assistants during the recruiting process. The GCSPF will be provided with a cross-selection of recruit grades. 5. These processes will be completed in line with the annual recruiting Programme determined and published by Headquarters, British Gurkhas Nepal (HO BGN). SECTION 5 PROCEDURES 8 GCSPF is to advise HQ BGN of the approximate annual number of recruits required in the annual recruiting cycle. HQ BGN will then confirm with GCSPF of the staff and clerical support required from the GCSPF for both hill and central selection and also advise GCSPF of the anticipated provisional costs per recruit for the year. 7. The following support is to be provided by HQ BGN: a Provision of an annual intake, at the agreed level, of recruits who meet the criteria for British Army recruits and b. Clothing, at an agreed scale for the intake. c Provision of transit facilities for the intake to meet flights arranged by the GCSPF. d. Facilities to attest the GCSPF recruits. e Facilities for an Induction Parade for the GCSPF Recruits including the provision of a meal for the families of recruits at the Induction Parade. f. Facilities to enable, where possible, low level induction training in Parailel with British Army recruits who have been attested 8. HQ BGN will not be responsible for the Provision of travel documents (other than the assistance of the Defence Section in dealing with the Nepalese Authorities to enable the processing of passport applications) or the administration of the charter flights to Singapore for the GCSPF. SECTION 6 DISCIPLI 9. Prior to Attestation. Prior to attestation with GCSPF, potential recruits will be under the control of the Providing Service and will be expected to comply with the regulations, orders, instructions and customs of the Providing Service. In respect of GCSPF Assistants the senior GCSPF officer is to ensure that all GCSPF personnel comply with the lawful regulations of the Providing Service as they affect safety and health. Where an assistant may have committed an act against GCSPF regulations the Receiving Service shall take such action as it deems appropriate. 10. Following Attestation. Following attestation, GCSPF Recruits will come under the command and control of the GCSPF and subject to its regulations, The senior GCSPF officer is to ensure that all GCSPF personnel, including recruits comply with the lawful regulations of the providing Service as they affect safety and health. Where a Recruit may have committed an act against the GCSPF regulations, the Receiving Service shall take such action as it deems appropriate. The senior police officer present from the GCSPF is responsible for ensuring GCSPF personnel comply with such regulations. SECTION 7 FINANCE 11. All services and facilities provided by the Providing Service in respect of recruiting services in accordance with these AOPs will be on the basis that any such services and. facilities will be to the same standard as would be provided to members of the Providing Service of an equivalent rank. 42 The Providing Service will inform GCSPF of the projected costs of recruiting. Costs should be confirmed and GCSPF will reimburse the pro rata costs of recruitment with details on cost breakdowns at the end of each recruiting cycle. SECTION 8 IEDICAL AND DENTAL 13. All potential recruits are to conform to the same physical and medical standards as laid down for British recruits. Any medical examinations or tests beyond those required by the Providing Service are outside the scope of these AOPs and are to be arranged and funded directly by the GCSPF. The cost of routine medical or dental treatment required by potential recruits is covered in the cost of recruiting. REBIRIOTED PUM SEMEN ED) SECTION 9 CLOTHIN 14. GCSPF recruits will be issued, by the Providing Service, at scales to be agreed annually in advance. Costs in respect of the provision of clothing is covered in the cost of recruiting. SECTION 10 GASUALTY PROCESS 15. _ Inthe event of an injury to, or death, of a GCSPF recruit the Providing Service will submit a casualty or accident report to the GCSPF. 16. The receiving Service will deal with and settle in accordance with its laws all third party claims arising through unavoidable accidents. SECTION 11 DISPUTES 17. Any dispute regarding the interpretation or application of these AOPs will be Tesolved by consultation between the LAND and GCSPF. SECTION 12 [OMENT WITH! 18. Movement assistance at Kathmandu airport. f. Office Facilities. SECTION 3 AIM 3. The aim of these AOPs is to outline the support to be provided and re-affirm the financial arrangements to be applied to the provision of training support and minor services by the British Army to the Gurkha Contingent of the Singapore Police Force. 6. ERECTED JHRBAGENENT: | SECTION 4 SUPPORT TO BE PROVIDED ‘A.summary of the support to be provided is: a. __ Language training in Nepal. b. Welfare investigation either by BGN personnel or through the Gurkha Welfare Scheme, on request by the GCSPF representative in Nepal. Details of investigations will be passed to the GCSPF office in Kathmandu and charges will be assessed in sterling and provided with the routine monthly bill c UK and British Army-based courses. These AOPs support the principle for GCSPF to deal with UK military training agencies in order to achieve the appropriate training. These agencies may charge a fee for the provision of training. d. Trek Support within Nepal. BGN will provide land transport, camping equipment and a pool of porters as required and bill accordingly with the routine monthly invoice e Movement Assistance at Kathmandu Airport. If required, BGN will assist when requested and bill accordingly. f. Office Facilities. Details of this requirement are outlined at Annex A SECTION 5 FINANCIAL ASPECTS. The Providing Service will bill the GCSPF for the pro-rata costs of the support activities with details on cost breakdowns through the routine monthly invoicing in sterling. The Receiving Service should make all payments by electronic transfers to the appropriate UK authority. SECTION 6 DISPUTES 6. BGN will make available office accommodation and clerical support for the GCSPF within the BGK in order to facilitate the administration of transit in and out of Nepal of GCSPF personnel and to assist with liaison with BGN. SUPPORT TO BE PROVIDED 2 The following support is to be provided: a. Provision of a single office for use by up to two GCSPF Div One 5 Officer and/or Sergeant grade and one Locally Employed Civilian (LEC). The accommodation will be maintained to the same level as the remainder of the BGK accommodation and conform with Commander BGN's Health and Safety standards. b. Provision and administration of the dedicated LEC clerical cover, at Clerk 2 level, on repayment. c. Provision of telephone lines. d. Provision of fuel and light. . Photocopying facilities i Provision of Transport and the payment of travel claims, on repayment. g. Payment of Messing allowance within GCSPF regulations, on repayment. 3, The following is not provided: @. Provision of private accommodation for staff. b. Provision of dedicated toilet facilities. c. Provision of office space for commercial activities, or activities other than the coordination of recruiting, transit and welfare activities for GCSPF personnel. e FINANCIAL ASPECTS 4. All costs relating to the provision of office facilities and administrative support will be invoiced monthly and are to be paid in Sterling to the Providing service. The financial aspects conveyed in the main body apply equally to the provision of the above services, except where the following deviations apply: a. Accommodation. A rent wil be charged for the use of the office facility and is subject to annual review. Billing will be included in the monthly bill to the Receiving Service and is to be paid in Sterling. b. Clerical Support. All salary costs and expenses for the LEC clerk will be invoiced to the Receiving Service monthly in arrears. c. Other Charges. All other miscellaneous charges, such as stationery, telephone and fax charges originating from other telephone extensions both in Kathmandu and Pokhara, and utlity charges are to be billed on an ‘actuals’ basis, monthly in arrears to the GCSPF.
