The Katipunan understood the state as a group of people that is being led by the government

and its leader. The power of the people must be greater than the power of the government because the
people of the state are the reason why the leaders are elected. The leaders of the government must not
abuse their power since it could start a revolution wherein the community would start using their
power. Unity is the most important attribute that the state and government should have to be able to
progress and develop. The government and state should help each other to achieve goals and eventually
reach success.
